Questions Log - 140A2324R0030 Swimming Pool SIHS
Contractor's QuestionGovernment Response
1Our subcontractor has would be been involved in the first response which happened 4+years ago. Due to that time fact is it possible to extend proposal period for additional scope and project investigation.
2Will this require Riverside City Permit or because this is a federal project does this run under different jurisdiction
3If it will require Riverside City Permit would the contractor be responsible
4Will this require Riverside City Health Permits
5If it does require Riverside City Health Permits who is responsible
6During the walk it was said that there were no service contracts for the pool which led to many issues during its pool life with maintenance. Does the Governement have a service contract or are they going to maintenance it.
7To avoid warranty mishapps it is recommended that there be a service maintainece company in place. We do however provide a maintainece start up plan with the o and m's
8It was stated that the firesystem is antiquated and needed an overhaul in the RFP. In the walk it appears to need an entire new system, Controls, sprinklers per code(any room over 3600 sq ft. ) had the estimate accounted for an entirely new designed fire suppression system.
9In the RFP scope it stated there were cracks in the walls. We could not find any evidence of that. Could the government highlight that on a plan where the cracks are.
10ADA is a requirement of any Governement facility. Ramps/parking/bathstalls/doors/waterfountains etc. Is there a need to break it out since this must be done regardless of scope on this project. Our plan was to include that in design concept.
11In order to save cost is it possible to reduce three hats to two hats on this project if the persons are qualified for all three per the RFP
12In the walk the interior ceiling was failing. Did not appear in scope to address but would/could be a life safety issue. Because of the age of this product that is not made any longer would the government wish to increase the scope.
13Does the government have a budget for potential HAZMAT material/areas line item.
14Per the RFP is ask for location of Equipotential bonding grid verification. Due to the age of the construction it is verified that there would not have been one installed due to its age and must be installed on this remodel.
15Per the RFP it asked for ventalation fans be broken out on a separate line item. This a mandatory requirement for these spaces and should be included in overall design and priceing.
16The age of the lighting inside the facility is antiquated and out of code. Recommend new lighting with photometric survey completed as it is code to bring facility up to date per title 24.
17Can you verify the age of the building
18Will all the RFi questions be shared with the entire potential contracting pool for an even bidding field.
19We are the only Prime contractor who is license with a California C-53 pool construction license to our knowledge. Will the other potential contractors need to be lic. as well for bidding purposes
20In regards to Accessibility-what is the designated accessble ADA path or path to the pool. Which parking area shall the accessible path connect to and does that need to go directly to the exterior from the indoor pool space or should it use the school access point and pass through the building corridors
21It is our understanding that the restrooms need to be fully accessible consistent with the standards indicated in (Attachment 8 Federal health and safety codes and standards BIA Office of t facilities Management and construction). This may result in a reduction in the number of plumbing
fixtures serving the pool requirements, is the reduction in the number of plumbing fixtures acceptable?
22In reards to Fixtures and Furiture, there are exiting bleachers that are completely rusted out. Shall they remain or be removed and or be replaced. If they are wanting to be replaced what is the performance requirement for the number of people they should accomodate.
23The RFP does not indicate replacement of the existing deteriorating ceiling cladding. Given its poor appearance and some small parts failing is there a performance for the ceiling being replaced.
24Given that the ceiling and all the room per FPE requirements need to be equipped with a fully designed sprinkler system which is non existant. Will the replacement system RFP be issued additional and or as an add to the existing RFP. Given the extent for budgetary reasons we recommend a
Separate RFP because of the scope and size.
25Related to the ceiling should all the lighting be replaced with new title 24 compliant fixtures with a photometrics analysis done?
26Related to the ceiling questions-If the new sprinkler system that is to be potentially installed should there be an analysis on the existing roof structure as the parts that were exposed by the falling ceiling looked rusted/corroded? Should an assessment on the insulation at the roof be performed as
well as it is not title 24 compliant or compliant with current energy code. If assessed and found lacking should it be upgraded to comply
27Please confirm there is no requested scope within the locker and changing area, accept for the plumbing fixture and finish replacement within the toilet and shower rooms beyond that of the drinking fountain accessiblity upgrade?
28The (E) glazing in the aquatic center on the north east facade contains sliding glass doors. If it is determined that they cannot be refurbished and made functional and or code worthy will new glazing in that location be required to provide the same functionality. Or would the BIE consider cost saving
alternatives.
29Lockers in men's changing room are in poor condition. please confirm no work is required to address this issue.?Correct
