Questions and Answers 5/5/2023

1. For the Technical Volume, would the government consider removing the 10-page limits for the Technical Capabilities and Experience and Management Approach sections and just make the entire Volume 1 page limit 20 pages? We believe the amount of information required to address in the Technical section greatly exceeds the amount of information required to address in the Management Approach section and would like some flexibility in how we choose to address both sections while still staying within the overall page limit of the volume.

The quoter can choose how they wish to use the 20-page limit. Please see updated attached continuation pages.

2. On Attachment 3 - Pricing Schedule regarding fully burdened labor rates, does the government want us to include profit within our fully burdened rates or will profit be determined separately on a task order by task order basis under the contract?

Task orders will be most likely awarded as labor hour. Fully burdened rates should include all costs related to that position which would include overhead and profit. A quick dictionary search online resulted in “Fully Burdened Hourly Labor Rate means an hourly rate that includes all salary, overhead costs, general and administrative expenses, and profit.”

3. Is the work identified in the Solicitation an existing requirement? Or is this work a new requirement?

This is a new requirement.

4. If the work identified in the Solicitation is an existing requirement, is there an incumbent currently performing the work? If yes, who is the incumbent?

This is a new requirement.

5. Do resumes need to be provided as part of the solicitation response?

Resumes will not be required at the IDIQ-level.

6. Will we be required to conduct environmental assessments, including soil/groundwater, air emission inventories, indoor air quality, or asbestos/Lead-Based Paint assessments for each school or has this been completed at many or some of the schools?

The scope and quantity of work will be identified at the Task Order level. It is unknown at this time how many of these specific tasks, if any, will be issued.

7. For the Project Manager position, is the PMP a mandatory requirement or is equivalent experience (20+ years) acceptable?

See Attachment 2 – Position Descriptions A0001 with updated Project Manager, Senior qualifications.

8. Will we be given ample opportunity to submit travel pricing for project work over the course of the three years?

The travel number on Attachment 3 – Pricing Schedule is just a plug number. Each Task Order that requires travel will have a specific travel CLIN with a Not to Exceed amount.

Travel will be pre-approved based on estimates and reimbursed based on actual receipts according to the Federal Travel Regulations.
