Archaeologist, Senior

Required Skills and Qualifications:

• Bachelor’s Degree from an accredited college or university, or equivalent experience, in archaeology or related field

• 5+ years of relevant experience that demonstrates a thorough knowledge of fundamental principles and theories of professional archeology

• Thorough working knowledge of the provisions of the National Historic Preservation Act, and other federal and/or state natural and cultural resource laws and regulations

Preferred Skills and Qualifications:

• 2+ years of direct experience providing field-related consultation or support services to Indian Affairs

Functional Responsibilities:

• Coordinate/perform operational or consulting support tasks in one or more areas of the environmental program/project functional areas, which may include: issues pertaining to identification and protection of archaeological resources, research, data collection and analysis, review of National Register of Historic Places, Archeological/architectural inventories, cultural resource studies, NEPA evaluations and archaeological clearances, reporting and planning, support of consultation activities, training, process improvement, procedure development, and other tasks to assist the client with meeting responsibilities for environmental and historic preservation.

Biologist, Senior

• Bachelor’s Degree from an accredited college or university in biological sciences, natural resource management, chemistry, or related disciplines appropriate to the position

• 5+ years of experience in wildlife biology, natural resources management, or related field, and associated field survey work

• Thorough working knowledge of the provisions of the Endangered Species Act, Migratory Bird

Treaty Act, and other Federal and/or State wildlife and natural resource laws and regulations

Preferred Skills and Qualifications:

• 2+ years of direct experience coordinating/collaborating with Federal or state wildlife management agencies

• Demonstrated experience developing and implementing management plans and protocols

• Master’s Degree in biological sciences or natural resources management environmental program/project functional areas, which may include: issues pertaining to protection of fish, wildlife, migratory birds, wetlands, etc.; research; data collection and analysis; procedure reviews and development; review of threatened and endangered species impacts and related requirements as they pertain to BIE activities, policies, and procedures; evaluation of pesticide use; integrated pest management strategies and planning; ecological assessments; review natural resource plans; review or development of landscaping plans; compliance evaluations; applicability determinations; reporting;

NEPA related reviews, coordination with BIA biologists and natural resources staff, coordination with federal and state regulatory agencies, training, and other tasks to assist the client with meeting responsibilities related to protection of wildlife.

Civil Engineer III (PE)

• Bachelor’s Degree from an accredited college or university in Civil Engineering or related field

• Professional Engineer license required

• 3+ years of relevant PE experience that demonstrates a thorough knowledge of the fundamental principles and theories of civil engineering

Functional Responsibilities:

• Perform operational or consulting support tasks in one or more areas of the environmental program/project functional area, which may include: environmental studies and investigations; hydrological reviews/studies; review of water and wastewater system corrective actions and improvements; process improvement; procedure development; risk assessments; permit preparation and review; water and energy conservation measures; evaluation of equipment and instrumentation installations; design reviews; and other civil engineering related support.

Cultural Resources Compliance Specialist, Mid-Level

• Bachelor’s Degree from an accredited college or university, or equivalent experience, in cultural resources management or related field

• 3+ years of relevant experience that demonstrates a thorough knowledge of the fundamental principles and theories of cultural resources management

• Working knowledge of the provisions of the National Environmental Policy Act (NEPA), National Historic Preservation Act, and other federal and/or state cultural resource laws and regulations environmental program/project functional areas, which may include: issues pertaining to cultural resources identification and management; research; data collection and analysis;

cultural resource studies, reports, and planning; NEPA related reviews; support of consultation activities; environmental justice initiatives; training; coordination with BIA Cultural Resources and NEPA staff; and other tasks to assist the client with meeting responsibilities related to cultural resources.

Environmental Auditor, Mid-Level (EMS/EMAP)

• Bachelor’s Degree from an accredited college or university in environmental science, environmental management, natural resource management, environmental engineering, environmental assessment, or related field

• 3+ years of multi-media environmental compliance auditing or related experience

• Thorough working knowledge of the provisions of the Resource Conservation and

Recovery Act; Clean Air Act; Asbestos Hazard Emergency Response Act and other Toxic Substances Control Act provisions; Clean Water Act; Safe Drinking Water Act;

Emergency Preparedness and Community Right-to-know Act; Federal Insecticide;

Fungicide, and Rodenticide Act; and other applicable environmental compliance laws

• 1+ years of direct experience in environmental compliance auditing or related services for Indian Affairs

• Perform operational or consulting support tasks in one or more areas of the environmental program/project functional areas, which may include: auditing BIE facilities for compliance with federal (USEPA, DOI, Indian Affairs, BIE), state, local, and tribal environmental policies and procedures; audit criteria development; reporting;

guidance on EMS written program development; developing or revising procedures for better implementation of environmental policies and standards; technical assistance;

compliance posture analyses; compliance program support; applicability determinations;

regulated equipment inventories; guidance on EMS implementation tool development;

and issue tracking.

Environmental Specialist I

• Bachelor’s Degree from an accredited college or university in environmental science, environmental management, natural resource management, environmental engineering, environmental assessment, or related field

• 1+ year of relevant experience in environmental compliance, consulting, or related industry

• Specialized experience will include recent experience in the relevant subject area, and a diverse range of related subject matter expertise in one or more relevant areas, to include:

environmental management, environmental science, environmental laws and regulations, environmental health and safety, sustainability, environmental engineering, chemistry, biology, physical science, natural and cultural resources, industrial hygiene environmental program/project functional area, which may include: EMS program criteria development, evaluation; research; data collection and analysis; procedure development; environmental studies and investigations; natural and cultural resources studies; IT solution analysis, evaluation, and implementation; pollution prevention assessments; and other compliance support to protect and improve environmental quality, control pollution, remedy environmental damage, and ensure compliance with environmental laws, regulations and Executive Orders.

• Specialized experience will include recent experience in the relevant subject area, and a diverse range of related subject matter expertise in one or more relevant areas, to include:

• Perform management/oversight of operational or consulting support tasks in one or more areas of the environmental program/project functional area, which may include: EMS program criteria development, evaluation, and planning; auditing; training; research; data collection and analysis; process improvement; procedure development; environmental studies and investigations; natural and cultural resources studies; IT solution analysis, evaluation, and implementation; pollution prevention assessments; federal statutes and regulations applicability determinations and other compliance support to protect and improve environmental quality, control pollution, remedy environmental damage, and ensure compliance with environmental laws, regulations and Executive Orders.

GIS Specialist

• Bachelor’s Degree from an accredited college or university in geography, or related physical or social science such as geology, biology, natural resource management, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, planning, remote sensing, or equivalent experience

• 3+ years of experience in application of geographic information systems (GIS) using geospatial data and techniques that demonstrates a thorough knowledge of the program and its uses and limitations

• 2+ years of direct experience providing GIS support to Federal agencies

Functional Responsibilities:

• Provide GIS support services for collection, management, analysis, and use of environmental compliance related GIS data. Ensure the correct and appropriate application of geographic and cartographic concepts and principles are applied to database construction, analyses, and production of high quality digital and hardcopy GIS products. Create maps to support various Task Order deliverables such as environmental studies and EMAP audit reports. Identify opportunities to integrate GIS features/functions into Environmental Program or EMS tools. Provide technical support in GIS and GPS to a wide variety of skill/knowledge levels in GIS AND wide variety of needed uses of GIS data and applications.

Hazardous Waste Specialist, Senior

• Bachelor’s Degree from an accredited college or university in chemistry, environmental science, environmental management, environmental engineering, physical science, or related field

• 5+ years of demonstrated relevant experience in environmental compliance, consulting, or related industry

• Thorough working knowledge of the provisions of the Resource Conservation and Recovery Act (RCRA), hazardous and solid wastes, hazardous materials programs, and other Federal or state regulatory statutes

• Specialized experience will include recent RCRA training and experience, and in one or more relevant areas, to include: hazardous waste management, chemistry, environmental management, environmental science, environmental laws and regulations, environmental health and safety, or environmental engineering

• Perform management/oversight of operational or consulting support tasks in one or more areas of the environmental program/project functional area, which may include:

Hazardous Waste classification; generation rate and generator category determinations;

waste disposal coordination; EMS program criteria development, evaluation, and planning; auditing; training; research; data collection and analysis; process improvement;

procedure development; environmental studies and investigations; environmental liability evaluations and contaminated site remediation reviews and evaluations; IT solution analysis, evaluation, and implementation; pollution prevention assessments; federal statutes and regulations applicability determinations and other compliance support.

Natural Resources Compliance Specialist, Mid-Level

• Bachelor’s Degree from an accredited college or university, or equivalent experience, in cultural resources management or related field

• 3+ years of relevant experience that demonstrates a thorough knowledge of the fundamental principles and theories of natural resources management environmental program/project functional areas, which may include: issues pertaining to natural resource management; research; data collection and analysis; natural resource studies, review natural resource plans; process improvement; procedure development;

review or development of landscaping and integrated pest management plans; compliance evaluations; impact analyses; applicability determinations; reports, and planning; NEPA related reviews; training; guidance on natural resources topics; coordination with BIA biologists and natural resources staff; and coordination with federal and state regulatory agencies.

NEPA Specialist III

• Bachelor’s Degree from an accredited college or university in environmental studies, natural sciences, or related field

• 5+ years of experience with responsibility for coordinating, directing, and/or implementing environmental planning

• Thorough working knowledge of the provisions of the National Environmental Policy Act (NEPA), Endangered Species Act, Clean Water Act, National Historic Preservation Act, and other federal and/or state natural and cultural resource laws and regulations, and incorporate the Resource Conservation and Recovery Act, Clean Air Act, hazardous and solid wastes, hazardous materials programs, sustainability, and other Federal or state regulatory statutes into NEPA related support

• 2+ years of direct experience providing NEPA related support to Indian Affairs

Functional Responsibilities:

• Coordinate/perform operational or consulting support tasks in one or more areas of the environmental program/project functional areas, which may include: Procedure development; process improvement; review of existing and proposed plans, programs, and activities to ensure appropriate level of NEPA compliance; prepare or review NEPA documents; identify baseline or special studies and permitting requirements; compliance evaluations; impact analyses; applicability determinations; reporting; planning; training;

liaison with environmental specialists or technical experts and proponent and/or preparer;

public hearings, meetings, notices, press releases, and comment periods coordination and support.

Project Manager, Senior

• Bachelor’s Degree from an accredited college or university

• 8+ years of relevant project management experience

• Working knowledge of environmental compliance, natural, and cultural resource laws and regulations and experience applying to Task Order execution to ensure conformance with applicable provisions

• Project Management Professional (PMP) Certification or higher from Project Management Institute or other recognized certification entity OR 20+ years of experience with successful demonstration of management of similar projects and meets preferred skills and qualifications

• 3+ years of direct experience managing projects related to environmental policy and program support or consulting services for Indian Affairs

• Responsible for large, complex task orders (or a group of task orders affecting the same common/standard/migration system) and shall work with the Government Contracting Officer's Representative (COR), task order level COR(s), contracting officer technical representative (COTR(s), government management personnel and customer agency representatives. Responsible for the overall management of the specific task order(s) and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner. Performs enterprise-wide horizontal integration planning and interfaces to other functional systems. Directs completion of tasks within estimated time frames and budget constraints. Schedules and assigns duties to subordinates and subcontractors and ensures assignments are completed as directed. Enforces work standards and reviews/resolves work discrepancies to ensure compliance with contract requirements.

Reports in writing and orally to contractor management and Government representatives.

Provides competent leadership and responsible program direction through successful performance of a variety of detailed, diverse elements of project transitioning. Plans and directs technological improvements and project management implementation. Manages a diverse group of functional activities and subordinate groups of technical and administrative personnel. Provides business, technical, and personnel management across multiple projects.

• Responsible for planning, scheduling, and conducting or overseeing all phases of the Task Orders:

o Coordinate planning, designing, quality control and implementation of project to ensure timely deliverables.

o Provide work direction, project status, and feedback to all team members.

o Design and develop deliverables per client need and expectations and present potential concepts.

o Assist in the identification, assessment, and resolution of issues and problems.

o Communicate with clients throughout the life of the project.

o Balance and prioritize project work to ensure critical items are addressed.

o Ensure high quality deliverables are produced while working within budget and meeting deadlines.

Technical Editor

• Bachelor’s Degree from an accredited college or university or equivalent experience

• 3+ years of related experience that demonstrates an understanding of the basic principles, practices, operations, and specialized vocabulary of environmental compliance or related scientific or technical field(s)

• Organizes, edits, and produces documents for a wide variety of complex program procedures, training materials, guidance documents, and technical publications.

Recommends overall organization and layout, editorial standards, publication methods, and content. Ensures compliance with department editing standards, branded design styles, and Section 508 of the Rehabilitation Act, as applicable. Checks documents for spelling, grammar, and content problems. Interviews government staff, environmental specialists, engineers, and other technical personnel, as needed, to support development of required deliverables. Assists with completion of all Task Orders, as deemed necessary by the Project Manager, to meet client needs.

Technical Trainer

• Bachelor’s Degree from an accredited college or university or equivalent experience

• 5+ years of training development and facilitation experience that demonstrates a thorough knowledge of the fundamental principles and theories of environmental compliance management

• 2+ years of direct experience providing training or related services to Indian Affairs

Functional Responsibilities:

• Coordinate and facilitate instructor-led training and conduct the research necessary to develop and revise training courses and prepare appropriate training catalogs, schedules, and mechanisms. Oversee and/or develop all instructor materials (course outline, background material, and training aids) based on requirements identified by the client.

Develop all student materials (course manuals, workbooks, handouts, completion certificates, and course critique forms). Interviews government staff, environmental specialists, engineers, and other technical personnel, as needed, to support development of required deliverables. Obtain support from subject matter experts for training material development and to serve as co-instructors, as appropriate. Train personnel by conducting formal classroom courses, workshops, seminars, and/or computer- based/computer-aided training.

Web Designer/Developer IV (SharePoint)

• Bachelor’s Degree from an accredited college or university in computer science, information science, information systems management, mathematics, statistics, operations research, software engineering, related course work, and/or demonstrated equivalent experience

• 5+ years of successful accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques and demonstrated a thorough knowledge of the fundamental principles and theories of environmental compliance management and Environmental Management System frameworks

• Specialized experience in SharePoint site development, MS cloud platforms, and developing web-based IT solutions for use on Federal networks is required

• 3+ years of direct experience developing and implementing environmental compliance IT solutions and related services to Indian Affairs

• Existing access to the Indian Affairs network

Functional Responsibilities:

• Propose, develop, and implement concise, user-friendly, and accessible web-based IT solutions for Environmental Program requirements that integrate or expand existing federal systems and sites, such as Environmental Management System SharePoint site and tools, environmental compliance requirement and audit issue tracking, statistical/trend tracking and dashboards with formatted report outputs to satisfy leadership briefs and DOI compliance data calls, digital records management compliant with Indian Affairs Records Schedules and Policies, site security and role based access management, website content, and other tools and features. Train BIE and school personnel on site access and use by conducting formal classroom courses, workshops, seminars, training videos, and/or computer- based/computer-aided training on a schedule to be determined by the client.
