1.0 Background: The Taos Day School needs a telephone system that ultimately will have the capacity to be connected to an annunciator system for safety and informational purposes.
The telephone system requested needs to be a VOIP system that works with Category 5 or 6 cabling. The need is urgent since Taos Day School does not have a phone system with intercom capabilities that can reach all staff members in case of a lock down or shelter in

The telephone system that is selected should be able to reach all staff members with synchronicity, and all stakeholders should be able to have the capability to connect both inter and intra agency with the capability of being able to access local and long distance numbers.
The phone system should have the capability to be upgraded throughout the years and include training on system for all stakeholders.
2.0 Scope of Work: The selected vendor will
program and configure phone system based on information gathered during a selected data collection period/ There will be 18 phones that will be connected which will include test configuration and operation of all extensions, including voice mail and intercom set ups that will be utilized from a central base with capabilities to be utilized classroom to classroom, including cafeteria and common areas within school demographics. The selected company will connect system to service provider and test initially, as well on scheduled service to test incoming and out coming services. Selected vendor will distribute and install all headsets to customer identified locations. The vendor will be testing each headset for proper operation. The selected vendor will provide two hours of system training to mall stakeholders. The selected vendor will assure system cutover and sign off.
The vendor will be responsible to dispose of old sy2tem equipment. The vendor will assure that the main school office will have adequate training to utilize phone system for purpose of emergency management and to assure school safety for teachers, staff, parents, and students. Selected vendor will provide ongoing support remotely to assure that selected phone system is up and running to deal with any emergency management situation that may arise. Vendor must assure capability with an outdoors annunciator system that will be aligned at a later date with selected phone system. Vendor should be local, within 150 miles so that they are available for onsite technical assistance.

140A2321Q0304/0001 importance will be evaluated in the determination of a contract award. Award will be made to the lowest priced offeror, whose quotation is conforming to the requirements with the SOW and the evaluation factors herein, will be most advantageous to the Government, and is fair and reasonable. Responses to this RFQ need to address:
3.0 A Cloud Based System will not be allowed due
to BIE security issues
3.01 Local Vendor in New Mexico is needs due to
safety concerns that may, do or have arisen in the past that will require telephone installation vendor on site within 24 hours of designated problem.
3.02 Best practice is that vendor is aware of IT
system and school issues related to connectivity and can troubleshoot on site with 24 or less turn around
3.03 The telephone system will need to be
compatible with adding on annunciator system in the near future that has been awarded in the
MAXIMO system. The vendor must provide specs for a compatible annunciator that is not Cloud based.
3.04- Phone system must provide an intercom system that can connect with buildings and rooms throughout the campus and be able to alert with a button control or ease of use control that will assure communication in event of a lock down or shelter in place event.
3.05 The replacement phone system must not use
current data WAN internet connection. The phone system must use current separate connection, or a new connection may be procured. IP phones may connect to current POE switches. Vendor must work with Telecom department who can configure voice vLAN for access to required devices.
3.06 Onsite troubleshooting and the availability
of on-site technical support to reduce facts that relate to safety issues at the local school level will be addressed in proposal.
Objective: To have a school communication system that will reduce risk of incidence by allowing communication between classrooms, office, cafeteria, and common areas, to increase school efficacy in the areas of safety and communication.
