RFQ 140A1626Q0006

Questions and Answers:

Amendment 1:

Attachment 1 – SOW identifies one GIS Analyst III and four GIS Analyst II positions at 1,920 hours per year each (9,600 total labor hours annually). For pricing and risk planning, please clarify: (a) Are these annual hours per labor category intended as the estimated level of effort, the not-to-exceed (NTE) hourly ceiling, or both? (b) Does the Government anticipate ordering the full 1,920 hours per FTE each year? (c) Is there any minimum guaranteed number of labor hours per labor category or per labor CLIN, or are all hours ordered at the Government’s discretion up to the NTE ceiling?

Answer: The government expects to utilize all 1920 hrs annually, the1920 hrs is the NTE limit and is not guaranteed as some factors beyond the governments control may affect operations.

Attachment 1 – SOW, Category One & Two staffing tables, “Estimated Staffing and Minimum

Personnel Qualifications” (pp. 2–3); RFQ Sec. 1.2 Award Type – Labor Hour/Travel with ceiling language; SF 1449 Schedule – Labor CLINs 00010/00030/etc.

2) Section 52.212-2 – Price Quote states that rates “will be carried through the length of the contract inclusive of the 12-month Base plus 4 Option Periods.” Can the Government confirm that quoters are not permitted to propose separate escalated labor rates for the option periods, and that the same fully loaded hourly rate per labor category will apply to all five years if options are exercised?

Answer: Labor rates are set up in the budget to address annual increases by year.

3) The solicitation incorporates FAR 52.222-41 Service Contract Labor Standards and uses

NAICS 561110 (Office Administrative Services, $12.5M size standard). Can the Government clarify whether the GIS Analyst II and III positions are expected to be covered by SCLS, and if so, identify which SCA labor category(ies) the Government considers most comparable for wage determination and health & welfare purposes?

4) Attachment 1 specifies staffing of one GIS Analyst III and four GIS Analyst II FTEs, while the Evaluation/Price section states that the quoter must identify labor categories to be utilized for all line items. Should quoters assume the 1× GIS Analyst III and 4× GIS Analyst II mix is mandatory for all periods of performance, or may we propose an alternate mix of labor categories (e.g., different numbers or additional roles) if fully justified in our technical and price quotes?

Answer: Contractor should assume 1× GIS Analyst III and 4× GIS Analyst II mix is mandatory for all periods of performance.

5) Section 1.6 and the SOW state that services will be provided at the Lakewood, CO office for

Denver-metro employees and from contractor remote locations for others. Does the Government have any minimum on-site presence requirement by labor category, or is fully remote acceptable?

Answer: Fully remote is acceptable, if the contractor employee lives in the Denver metro area a space will be provided and in person work for collaboration may be necessary.

5) The SOW requires that on-site staff be subject to a background check, have no DWI within the last ten years, and no crimes against children. Can the Government clarify whether these requirements are for on-site personnel only or all personnel?

Answer: All Personnel

6) Section 4.1 instructs quoters to include “Question – RFQ #140A1626Q0003” in the subject line of question emails, while the solicitation number on the SF 1449 and throughout the document is 140A1626Q0006. Can the Government correct this?

Answer: The Correct RFQ number is 140A1626Q0006.

7) The solicitation allows for 2 weeks to "hit the ground and run". Can the Government indicate whether this is a two week transition period with the incumbent, and if not will there be any transition with the incumbent and for how long?

Answer: There is no incumbent. This is a new requirement.

8) The solicitation lists both NACIS 541690 and 561110? Which is the correct NAICS?

Answer: NACIS 541690 will be primary, however since work may result in the creation of records to be retained by the government NACIS 561110 may also apply.

9) The Solicitation requests submission of a list of information and asks contractors to provide the RFQ number and also asks for a quote number - these appear to be one in the same. Can the government clarify the information they want for the quote number?

9) Can the Government please confirm if there are any file size limitations that will affect/restrict its ability to receive and open documents via email?

Answer: Default 35 MB, but often up to 150 MB if admin allows. As well Microsoft O365 file sizes for OneDrive and SharePoint should eliminate the concern for file size exchange.

10) Will the Government please clarify if this a new or existing requirement? If existing, please provide the current/incumbent contract number.

Answer: This is a new requirement.

11) To facilitate the reviewers' ease in recognizing information separation, could the Government please confirm that fonts larger than 12 are acceptable for Section Headers, the Cover Page, and other indicators of information separation?

12) Will the Government accept 10-point font size in charts and graphs?

Answer: Yes

13) Will the Government please clarify if letters of commitment are required within "Volume 1 -

Technical Quote" for Key Personnel?

14) The SOW Section "SCHEDULE", specifically "Office Schedule" states the majority of the work will be performed on regular workdays, legal holidays excluded, between the hours of 8:00 a.m. and 5:00 p.m. with reference that on occasion services will be provided on an "as needed" basis. As services may be provided on an "as needed" basis to include any travel, can the government please clarify if any overtime will be allowed and that contractor will have the ability to invoice and be paid?

Answer: No overtime

15) The SOW Section "SCHEDULE" specifically "Background Check" states contractors who work in government facilities shall be subject to a background check conducted by Indian

Affairs. Can the government please clarify if remote work is allowable that these individuals will also be subject to a background check and if the contractor personnel will be allowed to perform services prior to receiving this specific background check results?

Answer: All employees, on-site or remote are required to go through a background check and no work will be performed until results are received.

16)To facilitate the reviewers' ease in recognizing information separation, can the Government please confirm that volume cover pages are excluded from page limitations?

17) Will the Government please confirm that there are only two key personnel on this contract

(GIS Analyst III & GIS Analyst II)? Are resumes required for both?

Answer: Resumes are required and the key personnel will be 1 X GIS Analyst III and 4 X GIS

Analyst II

18) Can the Government please clarify where/how they would like the Offeror's SF1449 +

Amendments, IEE form, and Representations & Certifications submitted? Would the

Government prefer they are inlcuded in the Pricing Volume?? OR would Government prefer a separate "Business Volume" for this information?

19) Does the offeror need to provide a resume for a Project Manager?

Answer: Not required

20) Should we include pricing for a Project Manager?

Answer: No

21)How many past performance examples are required?

Answer: Minimum 3. No more than 5 years.

22) The company information that an offeror is required to supply includes "quote number." Can the government clarify whether this is different than the RFP number and if so, describe how the offeror would determine that number?

Answer: RFQ number is 140A1626Q0006 and Quote number is based on what vendor wants to number their technical quote or price quote. However, quote number is not required and vendor can use RFQ numbers as their quote number.

23)Are representations and certifications required? If so, should they be included in the pricing volume or separately?

Answer: Yes, They can be separate attachments.

Email Subject line should include RFQ Number 140A1626Q0006 & Name of the Vendor.

24) Would the government consider extending the submission deadline by two weeks due to the holiday schedule?

Answer: Yes. A quote shall be submitted no later than 3:00PM Eastern Time on January

15, 2026.

25) Is a completed SF 1449 required? If so, should the form be included in the pricing volume or separately?

Answer: Volume IIII – Any other attachments including signed SF30 & SF1449, Past performance, Reps and Certs etc.

26) The solicitation’s SF1449 says Unrestricted, but it says there is a 100% Indian Small

Business Economic Enterprise Set Aside.

Answer: 100% Indian Small Business Economic Enterprise Set Aside requirement.

27) Can the Government confirm which positions are considered “key personnel”?

Answer: One GIS Analyst III, as identified by the Contractor, shall be designated as key personnel.

28) Are resumes required for all proposed personnel at submission, or only for key personnel?

Answer: Resumes are required for all positions.

29) Are letters of commitment required at submission? For all personnel or only for key personnel?

Answer: For all personnel.

30) Can you please confirm that quotes are to be submitted via email to Nancy.Shah@bia.gov?

Are there any naming conventions required for the files or email subject line?

Answer: Quote are due via email to Nancy.Shah@bia.gov.

Email Subject line should include RFQ Number 140A1626Q0006 & Name of the Vendor.

Answer: Price information only be entered on Attachment 2 – Price Quote.

34) In order to meet the requirement for work to begin within two weeks, can existing personnel be used to fill the roles temporarily until full-time personnel are onboarded?

Answer: This is a new requirement. No current contractor working it.

35) Can you confirm if all positions are able to be filled remotely or if any positions are expected to be on-site?

Answer: All can be remote.

36) on page 56, under "Company Information," the solicitation requests a "Quote Number." Is this the Volume #? Or what information should we provide for Quote Number?

Answer: RFQ number is 140A1626Q0006 and Quote number is based on what vendor wants to number their technical quote and price quote. However, quote number is not required and vendors can use RFQ numbers as their quote number.
