About this file

This is a Questions & Answers document for solicitation 140A1625R0008, which pertains to an IDIQ contract for IT Equipment (ITEMS 2.0) for the Department of Interior Bureau of Indian Affairs. The Q&A clarifies several key procurement details: lack of past performance will be rated as "neutral" rather than "fail"; pricing for IT equipment models can be updated when items reach End of Life (EOL) status, though original pricing remains fixed until then; and there are no minimum quantity requirements per delivery order.

The document provides additional operational details: delivery orders will be issued as needed with typically single ship-to locations anywhere within CONUS plus Alaska; fair opportunity will apply for individual delivery orders during the 10-year ordering period; the government will request discounts at the individual order level; payment terms for small businesses are Net 15 (accelerated pay); and all orders are tax exempt. The IDIQ appears to be specifically focused on Dell products, though exact equipment specifications are not detailed in this Q&A document.

QUESTIONS & ANSWERS

1. Will a lack of experience/past performance cause us to receive a "Fail" on the Past Performance section, thus resulting in the Government not evaluating the rest of our proposal?

a. No, a lack of past performance will not be graded as "FAIL". Lack of relevant past performance is considered “NEUTRAL”.

2. We’ve been working with Dell to submit on this IDIQ. Dell had stated they cannot price out for 10 years due to changing COGS and products. How should the pricing of each item be formulated? Will the awardee have the ability of adjusting price over the 10 years if need be?

a. As models go End Of Life (EOL) and specifications are changed/updated, pricing will correspondingly be updated, as well. However, the price assigned to any particular model upon award of the IDIQ will remain unchanged for that exact model until it is EOL or updated.

3. Is there a minimum quantity required per delivery order?

a. No.

4. How frequently do you anticipate issuing orders?

a. As often as needed based on our customers ordering needs.

5. Will each delivery order have multiple ship-to locations, or will each delivery order have 1 ship to location?

a. Standard practice is to have a single ship-to for each order.

6. Is there a list of anticipated delivery locations that can be shared with resellers?

a. No. Shipments may be required anywhere within CONUS plus the state of Alaska.

7. Are there expected quantities for each location?

a. No.

8. Will this IDIQ have RFX’s that we will need to respond to, or does the government intend to award purchase orders based on initial responses?

a. Individual delivery orders will be issued, subject to fair opportunity, after the IDIQ has been awarded for up to the full 10-year ordering period.

9. Pricing submitted for evaluation, is it final? Or will discounting to be allowed at the TO level?

a. The Government will request discounts at the individual order level.

10. Held to the pricing year over year? Or will there be an option to increase price based off OEM increases?

a. See response to Question 2.

11. Payment terms? What is the expected turnaround for payment once the order has been placed?

a. Accelerated Pay for Small Businesses is within 15 days (Net 15).

12. Are all orders tax exempt?

a. Yes.
