STATEMENT OF WORK
The Bureau of Indian Affairs (BIA) Office of Justice Services (OJS) requires the upfitting of twelve (12) 2024 Dodge Ram HD 2500 Crew Cab 4x4 trucks. Vehicles will be utilized as law enforcement support vehicles.
The following items are required to be purchased and professionally installed:
Running Boards-
3-inch drop in height running board Cab length Rectangle shape Aluminum material 5” wide step area Black in color
Tint- Front windows must match factory tint on rear windows.
Cell phone booster-
Multi-user cell booster 5G compliant Open carrier booster Low profile style antennae Wireless style
The awarded vendor will be subject to contract work oversight conducted by the Bureau of Indian Affairs, Office of Justice Services, Albuquerque Office located at 1001 Indian School Road, Albuquerque NM, 87104; the standard has been established and may be conducted at the awarded vendors facilities on a weekly to bi-weekly increments during the upfitting of equipment to be installed in the vehicles identified in the contract. Therefore, awarded vendor’s physical location of shop shall be located within 50-mile radius of 1001 Indian School Rd NW, Albuquerque, NM.
The vendor facility will have no less than five installation bays and an on-site secure long-term secure parking area capable of holding all vehicles for upfitting. No BIA OJS vehicle will be stored or left outside of secure area overnight or longer while being upfitted.
The installation shall comply with equipment manufacturers’ instructions and recommendation for the item(s) and installation. This includes all non-OEM after-market items. BIA OJS requires that the cell phone booster installer be EVT certified, at a minimum.
The vendor will install all the emergency vehicle equipment in a consistent standardized manner. The vendor will ensure that every vehicle is identical in the manner that each component and operation included in the upfitting is the same throughout all vehicles, to include the routes in which the wiring is laid throughout the interior of the vehicle. The wiring must include protective sheathing in areas which may subject the wiring to crimping and/or wear that may cause failure to the equipment which it is connected and potentially damage to the vehicle. The standard for OJS government vehicles includes that all connections will at a minimum utilize butt connectors, solder, and shrink wrap at connection points. Use of fire-resistant wiring and cable material is required. When installing equipment and wiring the vehicles, the vender shall ensure that their performance and workmanship will minimizing risk of electrical failure, mechanical failure or fire due changes made by the upfitting process. The vendor will install these items to the equipment manufacturer’s standards in the vehicles identified.
Vendor shall perform quality control checks on all new equipment on each vehicle when upfitting to ensure that proper installation, assembly, and function of emergency equipment operates as manufactures specifications. This will ensure that all OEM vehicle equipment will work in operating conditions and that the upfitting process does not affect OEM equipment or settings.
The awarded vendor will provide a lifetime warranty on the installation of the equipment and provide on-site technician for repairs. Vehicle locations will be provided to the vendor by the BIA Office of Justice Services and could potentially be located throughout the continental United States.
In addition to the required warranties provided in FAR 52.246.21, the following warranties and guarantees shall be provided:
• All manufacturer or installer guarantees/warranties obtained by the Contractor for any materials, products, services, or equipment procured for this project shall be obtained for the use and benefit of the Government
• All items delivered under this contract shall be warranted by the manufacturer’s standard warranty.
• A copy of the manufacturer’s standard warranty shall be enclosed in the package or included with shipping documents, as appropriate, for each warranted item delivered under the contract, and included in a packet within each vehicle.
• If a claim for warranty is requested, vendor will work to make that repair, provide Technical Assistance, or send replacement parts in an expedient manner.
• Items warranted by the manufacturer’s standard warranty shall be marked or stamped “Warranted.” If space on the item is not available, the packing slip should state, as a minimum, the following:
• Brief statement that a warranty exists.
• Substance of the warranty.
• Duration of the warranty.
• Person/company to notify if the items are defective or in need of repair.
Vendor will ensure that all vehicles are locked and secure. Vendor will practice proper key storage and safekeeping. If the vehicle is equipped with a battery saving device, it shall be activated. If the keys are lost while in vendors possession, vendor shall be responsible for cost associated with key and fob replacement.
