Preusser Research Group, Inc (PRG) has been designing and conducting statewide Seat Belt Surveys since 1995. National Highways Traffic Safety Administration (NHTSA) adopted uniform criteria in 1998 and many states looked to PRG's expertise for designing and carrying field data collection in a manner which meets the NHTSA requirements for a federally compliant statewide survey.

In 2004, NHTSA requested PRG's expertise to design a survey which would produce a valid Seat Belt usage rate which encompassed all nations in Indian Country. NHTSA requested the survey be similar to statewide surveys. This work had never been previously attempted.

The survey results and information are skillfully written and designed for publication with the National Highway Safety Administration. This report is the only recognized Indian Country nationwide Seat Belt Usage Survey. The usage survey results and information are republished nationally by other federal agencies who have an interest in traffic highway safety in Indian Country; these agencies include the Center for Disease Control, Federal Highway Administration, Indian Health Service, and NHTSA.

PRG began conducting Indian Country surveys under contract from NHTSA from 2005 to 2007. The Bureau of Indian Affairs (BIA) Indian Highway Safety Program took over funding and management of the Seat Belt Survey in 2009 as a mandatory performance measure requirement for receipt of grant funding. PRG has conducted seat belt surveys for the Indian Highway Safety Program. These surveys are time sensitive and a mandatory performance measure to be eligible for the grant funding from NHTSA.

PRG retains employees with experience and expertise in observational sampling of moving vehicles and their occupants. All PRG employee Field Sampling Observers are subjected to vision acuity testing, training on PRG developed methods of evaluation and statistical data collection, and then evaluated by Senior PRG Observers for accuracy in their gathered information. If the persons evaluation accuracy is in question, they are not assigned to work as observers.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. The Contracting Officer determines that the anticipated price will be fair and reasonable based on prior awards, GSA pricing, and the Independent Government Cost Estimate.

8. A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted.

Due to complexity of the reservations business license requirements, geographical locations, roadways, and customs, no other business can execute requirements of the Indian Country Seat Belt Survey. This survey and its contents were developed exclusively for Indian Country by Preusser Research Group (PRG) at the direction of National Highways Traffic Safety Administration (NHTSA) who set the perimeters for the survey. The survey has only been conducted by PRG and no other Contractor has ever conducted this seat belt usage survey.
