LABOR CATEGORY POSITION DESCRIPTIONS (PMIECS)*

Amendment 001 Changes made:

Requiring a minimum number of years of experience, by level, without a maximum Updates to SME and Program Analyst PDs

PROGRAM MANAGER

Description: Provides oversight and executive level management to overall contract operations often involving multiple projects/tasks and groups of personnel at multiple locations. The Program Manager maintains and manages relationships with senior level management within the client organization. Responsible for ensuring senior level management within the client organization is aware of overall program status, including all relevant projects and their potential impact on higher level organizational strategic vision, this may include subject matter and unique technical knowledge. The Program Manager is responsible for managing multiple contract operations, ensure quality standards and work performance on all task orders and projects, plans, organizes and oversees work efforts, assigns resources, manages personnel, provides risk management, ensures quality management, monitors overall project and contract performance, etc.

Experience/Education/Pay:

Program Manager I: Bachelor’s Degree or equivalent experience and at least 2 years of experience Program Manager II: Bachelor’s Degree or equivalent experience and at least 4 years of experience Program Manager III: Bachelor’s Degree or equivalent experience and at least 6 years of experience Program Manager IV: Master’s Degree or equivalent experience and at least 10 years of experience

PROJECT MANAGER

Description: Performs day-to-day management of contract support operations, possibly involving multiple tasks and groups of personnel at multiple locations, on a single project. Demonstrates skills in the scope of work encompassed by the task order; provides technical guidance to the project team in performance of the work and reviews the quality of all work products. Organizes, directs, and coordinates the planning and production of all contract support activities. Responsible for staffing, project planning, project financials, and staff direction and oversight. The Project Manager maintains and manages the client interface at the COTR levels of the client organization. Assists the Program Manager as required in managing contract performance.

Experience/Education/Pay:

Project Manager I: Bachelor’s Degree or equivalent experience and at least 2 years of experience Project Manager II: Bachelor’s Degree or equivalent experience and at least 4 years of experience Project Manager III: Bachelor’s Degree or equivalent experience and at least 6 years of experience Project Manager IV: Master’s Degree or equivalent experience and at least 10 years of experience

BUSINESS ANALYST

Description: Prepares and conducts business analyses and studies, needs assessments, requirements analysis/definition and cost/benefit analyses to align business systems, solutions and initiatives. Prepares forecasts and analyzes trends, reporting regulations and business conditions. Develops and analyzes metrics, performance measurements, requirements, reports and recommendations related to management, organizational structure, policy/procedures and business systems. Identifies potential business risks. Areas of focus include but are not limited to business performance, business and economic case analysis, internal control and enterprise risk assessment.

Experience/Education/Pay:

Business Analyst I: Bachelor’s Degree or equivalent experience and at least 2 years of experience Business Analyst II: Bachelor’s Degree or equivalent experience and at least 4 years of experience Business Analyst III: Bachelor’s Degree or equivalent experience and at least 6 years of experience Business Analyst IV: Master’s Degree or equivalent experience and at least10 years of experience

SUBJECT MATTER EXPERT:

Description: The Subject Matter Expert has industry experience in the relevant subject matter. This individual will use industry focus expertise in fulfilling the interpreted customer specification. The Subject Matter Expert is highly experienced in the applicable industry/field. The Subject Matter Expert provides thought leadership related to current and future customer plans.

Experience/Education/Pay:

Subject Matter Expert I: Bachelor’s Degree or equivalent experience and at least 2 years of experience Subject Matter Expert II: Bachelor’s Degree or equivalent experience and at least 4 years of experience Subject Matter Expert III: Bachelor’s Degree or equivalent experience and at least 6 years of experience Subject Matter Expert IV: Master’s Degree or equivalent experience and at least 10 years of experience

CONSULTANT

Description: Consultants apply their skills in such areas as systems development, knowledge of business processes, technical background or supervisory capacity to implement business solutions. For example, Consultants may perform tasks such as

• Develop functional and technical information system designs

• Supervise business integration analysts in the development of software designs, computer programming, system testing or training curricula

• Lead business process redesign teams in the development of new business process architectures

• Design training programs for information systems users

• Participate in quality reviews to ensure work complies with specified standards

• Develop teamwork plans

• Perform workflow analyses

• Design and manage databases

• Define information systems requirements

• Assist in project budget preparation

Level 1 performs more routine aspects of the position and is supervised by higher levels Level 2 performs more varied and difficult tasks compared to Level 1, yet has less autonomy than Level 3 Level 3 is competent in subject matter and concepts and may lead individuals assisting in the work Level 4 is expert in subject matter and concepts and may lead individuals assisting in the work

Consultant I: Bachelor’s Degree or equivalent experience and at least 2 years of experience Consultant II: Bachelor’s Degree or equivalent experience and at least 4 years of experience Consultant III: Bachelor’s Degree or equivalent experience and at least 6 years of experience Consultant IV: Master’s Degree or equivalent experience and at least 10 years of experience

PROGRAM ANALYST:

Description: The Program Analyst analyzes and critiques programs and systems, or develops new programs. The Program Analyst may

• Review user’s requests for new or modified programs to determine feasibility, cost and time required, compatibility between customer objectives against agency’s overall mission objective

• Outline steps required to develop and sustain programs, using structured analysis and design

• Plan, develop, test, and document programs and/or processes

Experience/Education/Pay:

Program Analyst I: Bachelor’s Degree or equivalent experience and at least 2 years of experience Program Analyst II: Bachelor’s Degree or equivalent experience and at least 4 years of experience Program Analyst III: Bachelor’s Degree or equivalent experience and at least 6 years of experience Program Analyst IV: Master’s Degree or equivalent experience and at least 10 years of experience

TECHNICAL WRITER:

Description: The Technical Writer writes and updates material such as reports, manuals, briefs, proposals, instruction books, catalogs, and related technical and administrative publications concerned with work methods and procedures, and installation, operation, and maintenance.

Experience/Education/Pay:

Technical Writer I: Bachelor’s Degree or equivalent experience and at least 2 years of experience Technical Writer II: Bachelor’s Degree or equivalent experience and at least 4 years of experience Technical Writer III: Bachelor’s Degree or equivalent experience and at least 6 years of experience Technical Writer IV: Master’s Degree or equivalent experience and at least 10 years of experience

TRAINING SPECIALIST:

Description: The Training Specialist develops teaching outlines and determines instructional methods, using knowledge of specified training needs and effectiveness of such methods as individual training, group instruction, lectures, demonstrations, conferences, meetings, or workshops. This individual prepares, organizes, and heads training sessions covering standard training, specialized training, or counseling in designated areas

Experience/Education/Pay:

Training Specialist I: Bachelor’s Degree or equivalent experience and at least 2 years of experience Training Specialist II: Bachelor’s Degree or equivalent experience and at least 4 years of experience Training Specialist III: Bachelor’s Degree or equivalent experience and at least 6 years of experience Training Specialist IV: Master’s Degree or equivalent experience and at least 10 years of experience
