STATEMENT OF WORK

FOR

PROGRAM MANAGEMENT AND INDUSTRIAL ENGINEERING CONSULTING SERVICES (PMIECS)

Amendment 001

GENERAL

Purpose/Objective The Indian Affairs (IA), Office of the Chef Financial Officer (OCFO) is leading the effort for the Department of the Interior (DOI) to acquire program management and specialized consulting services by a Contractor(s) who can support a variety of high-end personnel skills in the fields of program management (PM), management analytics, and industrial engineering consulting services for a wide range of business services to support DOIs mission (i.e. conducting in-depth analyses / evaluating business processes and systems). Because the diverse nature of DOI and the many different missions, DOI does not possess the manpower with the associated expertise required to completely fulfill its mission. This Statement of Work (SOW) identifies the tasks required to assist IA in meeting the Government’s mission objectives.

Background The Office of the Assistant Secretary for Indian Affairs and its three bureaus are in a unique position to change their approach to program and project management and become more strategic and proactive. The changing needs of our partnerships and customers in Indian Country will increase the number of projects and amount of coordination needed between AS-IA and its three bureaus, the Bureau of Indian Affairs, the Bureau of Indian Education, and the Bureau of Trust Funds Administration. The reduced budgets to support those efforts need more strategic planning and analysis to realize the greatest return on investment for Indian Country.

Creation of a specialized program/projection management support contract will provide a proactive and strategic approach to the collection, evaluation and reporting of business operations information and projects based on the mission and strategic goals and objectives. This will provide DOI bureaus and partner offices (such as IHS) with a strategic vehicle that will ensure effective and efficient project oversight and related services. . This new capability will create a synergy and cross-collaborative effect among the bureaus and offices and ensure DOI endeavors to implement and deliver support to programs that are relevant, efficient, and effective.

Scope of Work The Contractor shall provide technical and support services which includes, but is not limited to, the following specialties:

Program and Project Management Support The Contractor shall provide advice, recommendations, drafting and document support to multiple offices in all areas and requirements for all bureaus/offices under DOI. The main duties shall be to coordinate and communicate project information, track timelines, deliverables, and other project actions across the organization. The contractor shall provide all necessary support, by working with Government customers, in a team environment, to proactively track, review draft documents and assist customers to the extent necessary to produce required deliverables to properly track progress of high-level projects. The contractor support personnel shall coordinate with the SME’s for all bureaus/offices to stay at the forefront of tracking projects and advise senior management of performance of outputs. The Contractor shall (as determined through the task orders) develop and use a system to track and maintain all information on Taskers, Requests for Information, projects, and other performance measures associated in the program management cycle from initial tasking to project close out. The program managers are responsible to keep track of and remind customers of suspense and coordinate with customers for current information to update status. Requirements support includes, but not limited to:

· Assist in development and preparation of memos, reports, case studies, tasker and other documents. This effort includes assisting program offices in researching and drafting of documents, developing performance measures, providing consultation and recommendations.

· Coordinating with all levels of staff within the bureaus/offices and aid with the establishment and set up of projects. All final decisions will be made by appropriate Government personnel.

· The Contractor shall guide the customer through management process and prepare written documentation to support either informal or formal decision documents.

· Provide advice and recommendations for all elements of the project management life cycle including approaches, options, strategies, risks, methods, cost, milestone schedules, etc.

· Research existing Government- wide resources; Evaluate different approaches to solve problems; Research and compare costs associated with obtaining different support and methods to complete tasks.

· Development of a one-stop tool that tracks projects through the life of the project and is easily reportable and readable to senior management.

· Manage deliverable dates, produce artifacts and presentation to assist manager and SMEs.

· Communicate with leadership and have the ability to provide real-time on the spot updates, program performance, effectiveness for tracked projects.

· Work with the government personnel to develop and implement a communication system with existing resources in MS Teams, SharePoint and/or Tableau. The communication system shall be a one-stop communication portal that houses the tracker and provide the customers with real-time data and ability to submit questions and receive quick response to general questions.

· The Contractor shall contribute to technical working group and meetings, and program management reviews.

· The Contractor shall analyze plans and programs, integrate with internal agencies accomplishments, and participate in strategic planning activities.

· The Contractor shall support issues; contribute to audit finding and recommendations; analyze requirements; track

· Proactively case/project management rather than reactive flexibility and adaptability in projects is realized.

Business Analysis Support

· Prepares and conducts business analyses and studies, needs assessments, requirements analysis/definition and cost/benefit analyses in all functional areas to align business systems, solutions and initiatives.

· Prepares forecasts and analyzes trends, reporting regulations and business conditions. Develops charts, tables, graphs, and diagrams to assist in analyzing these trends.

· Business integration analysts in the development of software designs, computer programming, system testing or training curricula

· Develops and analyzes metrics, performance measurements, requirements, reports and recommendations related to management, organizational structure, policy/procedures, and business systems.

· Identifies potential business risks and drafting reports to management based on impacts.

· Build and establish executive and other dashboards providing cross functional business support information at the executive and working levels.

· Develop and deploy a project tracking and reporting capability for education, facility and maintenance, IT and other goals to be tracked, analyzed, and presented in real-time to leadership for decision making.

Subject Matter Expertise The Subject Matter Expert (SME) is a recognized authority across multiple areas of expertise. Provides expert advice or assistance, evaluation of subject, project, reviews, analyses, training, and interpretation of subject matter that reflects detailed, expert knowledge. Perform budgeting documentation, resource assessment, and financial reporting. Supports preparation of reports, budgets, project schedules, and all other diverse needs for the different DOI Bureaus.

· Performs complex evaluations of existing procedures, processes, techniques, and/or systems related to office management problems or contractual issues, which would require a report and recommend solutions.

· Strategically plan for immediate - 3 year and 5-year strategies on fiscal planning and fiscal discipline on a continuous basis and outside of the budget cycle.

· Ability to make project decisions that are evidence/data-based and provide a single voice regarding the projects and their linkage to strategic goals and objectives. Report to leadership of outcomes and decision-making recommendations.

Consulting Support Provide guidance and advice on a variety of issues/topics of interest to the customer; to include but not be limited to: reports, analysis, business process improvement/modification, technical specification recommendations, Perform systems development, knowledge of business processes, technical background or to implement business solutions and provide detailed reports for all bureaus/offices on different work categories and requirements.

· Develop functional and technical information system design recommendations

· Propose solutions to reduce duplicative projects and scheduling issues, and ensure that the long-term strategies for innovation, fiscal planning, operations and technologies to ensure the sustainability and ability to plan for future investments.

· Develop, deliver, and manage the functionality of the office and tools throughout the organization

· Deliver the information needed to analyze programs and operations for effectiveness and ensure consistent and help ensure that all projects are well-planned, staffed, managed, implemented, and maintained across the enterprise

· Strategic focus to identify, develop and implement projects across the entire enterprise.

· Lead business process redesign teams in the development of new business process architectures

· Design training programs for information systems users

· Participate in quality reviews to ensure work complies with specified standards

· Develop teamwork plans, perform workflow analyses, design and manage databases, define information systems requirements, assist in project budget preparation and ability to provide detailed reports Program Analysis and Support Analyzes and critiques programs and systems or develops new programs. Compose, in a clear and concise language, procedure manuals and related technical publications (bulletins, articles, display materials, marketing) concerned with new programs.

· Standardized approaches and evaluations of all projects with the ability to gather resources

· Review user’s requests for new or modified programs to determine feasibility, cost and time required, compatibility with current system, and capabilities

· Outline steps required to develop programs, using structured analysis and design

· Plan, develop, test, and document programs, applying knowledge of techniques Technical Writing The Technical Writer writes and updates material such as reports, manuals, briefs, proposals, instruction books, catalogs, and related technical and administrative publications concerned with work methods and procedures, and installation, operation, and maintenance.

Training Support Develops teaching outlines and determines instructional methods, using knowledge of specified training needs and effectiveness of such methods as individual training, group instruction, lectures, demonstrations, conferences, meetings, or workshops. This individual prepares, organizes, and heads training sessions covering standard training, specialized training, or counseling in designated areas.

Staffing Requirements Labor categories and descriptions stated in Section 1 may have multiple levels associated with one position to cover different job duties, and responsibilities, and salary requirements.

Tasks/Description of Services The contractor is responsible for providing qualified personnel to perform the work specified in this SOW. The contractor shall maintain the personnel, organizational and administrative controls necessary to ensure that the work delivered meets contract specifications and requirements. The work history of each contractor employee must contain experience directly related to the tasks and functions he/she is intended to perform under this contract. Personnel assigned to, or utilized by, the contractor in performance of work, shall be fully capable of performing the contemplated functions of the respective labor categories in an efficient, reliable, and professional manner. Personnel assigned to or utilized by the contractor in the performance of this contract shall, as a minimum, be a United States Citizen, meet the experience, education, or other background requirements set forth in the job description. Resumes are required to confirm the acceptability and availability of all proposed personnel.

The Government reserves the right, during the life of the resulting contract, to request work histories on any contractor employee for the purpose of verifying compliance with the contract requirements. If the Contracting Officer questions the qualification or competencies of any personnel performing under this SOW, the burden of proof to sustain that the candidate is qualified, as prescribed herein, shall rest with the contractor.

The Government reserves the right to modify the contract and add new labor categories that are within the general scope of the contract. The hourly rates for new labor categories will be negotiated with each multiple award contractor.

Orientation Briefing Within five working days of IDIQ award, the Contractor shall conduct an orientation briefing for the Government. The intent of the briefing is to initiate the communication process between the Government and Contractor by introducing key personnel and explaining their roles, reviewing communication ground rules, and assuring a common understanding of subtask requirements and objectives.

The date, time and location for the Orientation Briefing will be determined at time of contract award.

The completion of this briefing will result in the following:

a) Introduction of both Contractor and Government personnel performing work under this IDIQ.

b) The Contractor will demonstrate confirmation of their understanding of the work to be accomplished under this SOW.

Deliverables

a) Monthly IDIQ Tracking/Status Report: On/by the 5th calendar day of each month the contractor(s) shall provide an IDIQ level task order summary report detailing items such as available funding, task order progress, upcoming milestones, and issues/delays. The format and final inputs will be agreed to between the Contractor and Government after award.

b) Government Furnished Property Report: On/by the 5th calendar day of each month the contractor(s) shall provide an IDIQ level task order summary report accounting for all government furnished property and/or equipment.

Additional deliverables may be identified at the task order level.
