2 How old are the trailers?

What are the requirements for the City of Crown Point for this project? (it is mentioned in the RFP that we must meet City of Crown Point requirements)?

The contractor should contact the local (Crownpoint) Police Department. The use of city roads is under the jurisdiction of the police.

4 Where is the nearest source of water for dust control?

Local utility company NTUA has a lagoon and they have provided water in the past and the contractor will need to chlorinate it.

5 What, if any, are the requirements for site restoration? No, please refer to SOW Section D. Task Identification 5 and 6.

6 The utilities will be cut and capped right below each trailer, is that correct?

Yes, but only Building 1380 was hooked up to the utilities. (It used to serve as Criminal Investigation Bldg.) Other buildings were never connected to public services.

Behind trailer 1380, is the power line connected to the trailer energized? If yes, will the BIA disconnect the power?

BIE/BIA Facility Management will request the utility provider to cut the power line to the BIA own utility meter pole.

What are the recycling requirements for this project, if any, since there are limited recyclable materials?

BIA has no recycling requirements for this project, please check codes and regulations.

Are we responsible for removing the utility pole and overhead lines behind trailers 1380 and 971?

BIE/BIA Facility Management request the utility provider to cut the overhead power line. The utility belongs to BIA and the contractor can remove the entire pole if the pole in the way of the portable move.

10 Does this project require Davis Bacon Wage Rates for all construction workers?

No, this project is a service acquisition. Therefore, the selected contractor will have to adhere to the Service Contract Wage Determination.

11 Is any technical write up required with the submittal, or is it strictly a bid? Please follow the proposal preparation instructions in the solicitation.

12 Is this project currently funded, and if so, what is the amount of funding? Yes, it's currently funded, but we will not disclose the amount.

13 Does CLIN 0001 correspond with Item 0100 in the original solicitation (Phase 1)? Yes

M.3.7.4 Technical Approach evaluation criteria is not relevant to a demolition/disposal project. Please clarify applicable evaluation factors for the technical approach.

Paragraph M.3.7.4 is deleted in its entirety and replaced with the following:

M.3.7.4 Technical Approach: The Government will evaluate the submitted project narrative for compliance with the requirement and for clarity, realism, and effectiveness.

We propose that the SCA Wage Determination No.: 2015‐5451 | Revision No.: 12 Date of Last Revision: 12/21/2020, be replaced with the Nationwide SCA Oil Spills and Hazardous Materials Wage Determination No.: 1996‐0223 Revision No.: 50 Date of Last Revision: 02/04/2020. The National SCA wage determination is more appropriate to the training and professional certifications for the workers on this project.

CO has determined that WD 2014‐5451, Rev #12, applies to this acquisition. FAR 22.1002‐2 states, "Contractors performing on service contracts in excess of $2,500 to which no predecessor contractor’s collective bargaining agreement applies shall pay their employees at least the wages and fringe benefits found by the Department of Labor to prevail in the locality or, in the absence of a wage determination, the minimum wage set forth in the Fair Labor Standards Act."

Is it correct to assume there is no intent for contractor to reconstruct, and that services do not include excavation of contaminated soils, stockpiling, backfill, restoration or other “Construction” related activities? Please see SOW D.2.a.iii.E

Since this is a small demolition project in a remote area, would the government pre‐ authorize a 6‐day work week (Monday through Saturday) to be more cost effective?

The Contractor needs to check with the local government agencies, state and federal regulations and OSHA standards.

This project is on the Navajo Lands. The government expects the contractor to pay the New Mexico Gross Receipts tax and pass that cost along to the BIA, Correct?

Offerors need to verify the applicability of NM Gross Receipts Tax with NM Taxation & Revenue Department

The NM State Historic Preservation Office (SHPO) requires a minimum of 30 days to review a historic survey; the Tribal Historic Preservation Officer (THPO) also requests 30 days minimum to review submittals. This federal and tribal requirement could impact the ability to complete the project within 60 days from Notice to Proceed.

a. What was the build date of these buildings, are they less than 50 years old?

b. Because this project is on Navajo Lands, will the SHPO be required to review and concur with the survey findings before work begins, or is that authority delegated to the THPO?

Will the government consider alternate proposals to the Low Price Technically Acceptable evaluation, such as a Best Value approach using higher percentages of local Priority 1 contractors and new hires? No

Will the BIA or the Crownpoint Justice Center have a representative on site to sign the waste manifest as the waste generator?

No. Crown Point Facility Management has an office and due authorization at Crownpoint.

Without the ability to complete an Environmental Survey, please confirm that it is expected any surfacing or paint impacted debris will not change the waste characterization to D008, and that any demolition debris will be universal waste, asbestos‐containing material, or construction and debris only.

It is the Contractor's duty to provide the Initial Level 1 and 2 hazardous materials investigation/survey. See SOW Section D. Task Description.

Per the Original Solicitation on page 85 of 99, section L.7.5.2.2 Standard Form (SF) 30 (Amendments), we are supposed to include SF30 Amendments with our Phase 2 proposal. Are we supposed to include Amendment 0001 that we already included in the Phase 1 Proposal again, or just any new Amendments that our issued? Thus far, we have only received one SF30 for Amendment 0001 with an effective date of 03/08/2021.

Phase 1 is complete so only include any applicable amendments for Phase 2 (Seed Project), such as this amendment

Due to the small magnitude of this specific seed project, is it allowable for key personnel members to fulfill more than one role? Are there any position titles where it is not allowable to fulfill more than one position?

BIA requires the Contractor to have at least one responsible person on site. Various combinations can be made. Site Supervisor/Quality Engineer or PM/Safety Engineer etc. Delegation of authority to Subcontractor is not allowed.

Per the Original Solicitation on page 96 of 99, section M.3.7.4 Technical Approach, “The contractor’s ability to produce detailed shop fabrication drawings is assessed.”

This evaluation factor section concerning design elements does not pertain to the demolition seed project, correct? Please see the answer to Question #14.

In regards to TERO, as a Alaska Native Corporation, are there any additional requirements we should consider to meet expectations? The contractor needs to check with local and tribal authorities.

31 Are there any permit requirements from city of Crown Point? The contractor needs to check with local and tribal authorities.

Are there any requirements from BIA, the Reservation, the City or other agencies that may affect pricing on this effort? The contractor needs to check with local and tribal authorities.

33 Please identify all active utilities that currently exist that have to be terminated. Electricity, water and sewage.

34 There’s a water well on site. How is that service to be terminated and capped? The contractor shall check with BIE/BIA Facility Management of Crownpoint.

There’s an active sewer line. Please provide a drawing or location of where that is to be capped.
