The purpose of this amendment is to incorporate the following changes to the subject solicitation.
1. The proposal submission deadline is hereby extended to 3:00 PM (ET) on 14 April 2021.
2. All references to offerors being required to provide information about their design firms is hereby removed from the solicitation, particularly Section L and M of the solicitation.

QUESTION 1: I saw in the documents that you are wanting 5 years’ experience. Does that need to be at the business level or can the work our team has done qualify.
ANSWER 1: Refer to paragraph L.7.4.2.7.6 in the solicitation, "If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. Offerors who fail to submit experience for all Joint Venture members may be rated lower.
Offerors are still limited to a total of five (5) projects combined."
Furthermore, paragraph L.7.4.2.7.7 states, "If an Offeror is utilizing experience information of affiliates / subsidiaries / parent / LLC / LTD member companies (name is not exactly as stated on the SF 1449), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract."
QUESTION 2: Do we have to put up the bond for the entire contract period of performance upon award of a contract?
ANSWER 2: Refer to solicitation para L.7.4.2.5, "Offerors shall submit a letter from an approved surety(hps://fiscal.treasury.gov/surety-bonds/list-cerfied-companies.html) that notes their company’s bonding capacity per task order and aggregate, and file the letter after any Section I through K fill-ins.
There may be separate bonding requirements for this solicitation’s Phase 2 Seed Project, which is only applicable to the successful offerors that are selected during this solicitation’s Phase 1 evaluations as noted below. Offerors shall possess and maintain the following minimum payment and performance bonding capacity.
QUESTION 3: Does the bond remains tied up for the duration of the contract, regardless if any work is awarded?
ANSWER 3: See above response (#2).
QUESTION 4: Do we just need a letter from the surety showing available capacity for subsequent task order awards up to $10M?
ANSWER 4: See above response (#2).
QUESTION 5: Do we put up a bond up to $10M when a project is awarded?
ANSWER 5: See above response (#2).
QUESTION 6: In Section L.7.3.2.1, the table lists the page limit for Tab 1 as 20, however, in Section L.7.4.2.6.3 The last paragraph states “The technical capability narrative shall be limited to ten (10) single sided pages, including the organizational chart.” Is the page limit for Tab 1 10 or 20 single sided pages?

QUESTION 7: Section L.7.4.2.6.3 asks for Joint venture agreements, partnership agreements, teaming agreements, approved Mentor-Protégé Agreements, or letters of commitment for each member of Offeror’s team. Do those agreements count against the Tab 1-page limitations?
ANSWER 7: Yes, this counts against the page limit.
QUESTION 8: We recognize that Phase 1, Factor 2 Experience seems to go hand-in-hand with Phase 1, Factor 4 Past Performance, i.e., showing our Past Performance examples seems to speak to Experience. Would it be a negative impact if the Experience factor relies on the Past Performance factor in a response?
ANSWER 8: The idea is to evaluate your past performance for the same projects that you submit for your experience.
QUESTION 9: We recognize that Phase 1, Factor 3 Quality Control and Phase 2, Factor 3 Quality Control are the same. Does each Factor need to include the same information and be repetitive?
ANSWER 9: Phase 2 Factor 3 QC will only apply to the offerors that are invited to Phase 2, which will be specific to the Seed Project.
QUESTION 10: Within Tab 2- Experience, is an Offeror able to use project experience from a Team Member that has a signed Teaming Agreement?
ANSWER 10: Refer to paragraph L.7.4.2.7.6 in the solicitation, "If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. Offerors who fail to submit experience for all Joint Venture members may be rated lower.
Offerors are still limited to a total of five
(5) projects combined.
Furthermore, paragraph L.7.4.2.7.7 states, "If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF 1449), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.
QUESTION 11: In Section M.3.3, it states “The Government will only review five projects for demolition and five for design. Any projects submitted in excess of the five (5) will not be considered.” This is the first mention of five design projects, are design projects required, and if so, where should they be included?

QUESTION 12: Section L.7.4.2.7.1 says to submit a minimum of three (3) to five (5) relevant demolition projects for the Offeror that best demonstrates your experience on relevant project that are similar in size, scope, and complexity to the solicitation. However, Section M.3.3 says the Government will only review

ANSWER 12: Offerors should submit relevant design projects also. (UPDATE: See item #2 on page 1 of this amendment)
QUESTION 13: Please clarify what is meant by Section M.3.3.2, Relevant projects that demonstrate demolition experience may be considered more favorably than those that do not have design build experience.
ANSWER 13: This is a typo, it should read, "Relevant projects that demonstrate demolition experience may be considered more favorably than those that do not have demolition experience."
QUESTION 14: Under Section L.7.4.2.7, Experience (Factor 2), is the proposal asking for Experience from the Offeror, or the Offeror and team members?
ANSWER 14: Reference paragraph L.7.4.2.7.6, "If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. Offerors who fail to submit experience for all Joint Venture members may be rated lower. Additionally, paragraph L.7.4.2.7.7 states, "If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF 1449), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.
QUESTION 15: Can you provide a list of the potential locations that work could take place?
ANSWER 15: There is no list; this is a nationwide service supporting Indian Country and other DOI Bureaus' locations.
QUESTION 16: My question is: What is the page limit for Factor 1: Technical Capability including the organizational chart?
ANSWER 16: It's up to you, but the organizational chart is part of your page limit noted above.
QUESTION 17: Please clarify the design qualifications and requirements associated with the contract.
The following sections mention design firms and design:
a. L.7.4.2.6.2 asks for a narrative describing the proposed primary demolition firms and primary design firms.
b. M.3.3 Experience Factor 2 states, “The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant demolition and design projects as defined in the solicitation requirements.”

c. M.3.3.6 states, “Relevant projects where the Offeror and the proposed design firm(s) have previously worked together may be considered more favorably than those that have not worked together.”

QUESTION 18: M.3.3 states “The Government will only review five projects for demolition and five for design. Any projects submitted in excess of the five (5) will not be considered.” L.7.4.2.7.1 requires a minimum of three (3) and a maximum of five (5) relevant demolition projects. Please clarify the number of projects the Government requires and confirm if projects should demonstrate experience in both demolition and design, or only demolition.
