Justification for Other Than Full & Open Competition
This is a Justification for Other Than Full & Open Competition (J&A) document for a follow-on contract with the Forest Biometrics Research Institute (FBRI).
The Bureau of Indian Affairs (BIA), Northwest Regional Office (NWRO) Forestry seeks to procure Forest Projection Subscription & Training services for BIA NWRO Forestry. The proposed contractor is Forest Biometrics Research Institute, located at 4033 SW Canyon Road, Portland, OR 97221-2760 (UEI: SBAQSYNHJKS5). This is a firm-fixed price follow-on requirement with an estimated government cost of $40 per user across 314 reservations. The authority cited for justifying other than full and open competition is FAR 6.103-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). The contract period extends from 10/01/2026 to 9/30/2031.
The justification demonstrates that FBRI is the sole source capable of providing the required Forest Projection and Planning System (FPS) software and training. FBRI maintains the largest research database for tree species calibration, containing over 30 tree species and 16,000 felled trees, and is the only organization providing integrated inventory processing capabilities including snag and down woody designs, defect allocation, spatial clumsiness index, and stem-mapped plot compilation. Switching to alternative software would impose significant costs including data conversion requiring outside consultants, loss of comparability in sustained-yield records, and retraining across 15 reservations. Market research confirmed no competing forestry software provides equivalent functionality. A special notice will be posted for five days before award. The contracting officer has determined the anticipated cost to be fair and reasonable based on online pricing comparisons averaging $40 per user for similar forestry software products and virtual training.
