About this file
This is Amendment No. 1 to Solicitation No. 140A1126Q0073, issued by the Bureau of Indian Affairs (BIA) Western Regional Office (WRO 00011) in Phoenix, Arizona. The amendment is effective August 20, 2026, and provides responses to six contractor questions regarding the procurement of irrigation materials and equipment for a diversion site project.
The amendment clarifies specific product requirements: 9 sets of 3-inch diameter air/vacuum relief valves (maximum pressure 100 psi, sealing pressure 7 psi) with 3-inch male national pipe thread (MNPT) nipples and 15-inch by 3-inch tees plus 40 feet of 3-inch PVC pipe; 9 sets of 15-inch cast iron clover valves with tapered frame skirt and 15-inch tees plus 40 feet of 15-inch 80 PSI plastic irrigation pipe (PVC, SDR 51, NRCS 430-DD standard); and associated fittings. The amendment confirms that BIA can provide equipment and personnel for unloading materials at the delivery location, which is accessible by standard tractor-trailers via a dirt all-weather road maintained by BIA and the county. Contractors should contact the BIA Western Nevada Agency Natural Resources Specialist for recommended route and current road conditions. The specified 80 PSI pressure rating is based on NRCS design calculations, and pipe connections to inlet culverts and thrust blocks will be addressed in a separate installation contract. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation by completing items 8 and 15 on the SF 30 form, acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication referencing the solicitation and amendment numbers.
