About this file

This file is a Questions and Answers document addressing clarification requests regarding RFQ No. 140A0926Q0025 for the purchase and installation of conference tables with integrated electrical and data connectivity at the Bureau of Indian Affairs Navajo Regional Office facility.

The key clarification concerns the scope of responsibility between the Government and contractor regarding four specialized conference tables (two 16-foot and two 8-foot units). The Government initially intended to purchase the tables with the contractor responsible only for electrical and data installation work; however, the Government clarified that the contractor is required to furnish and install all four tables as complete units. The Government's rationale emphasizes that these are specialized tables with integrated power and Ethernet/data modules requiring coordinated installation with floor-based connections and dedicated wiring channels beneath the flooring. The Government determined that contractor-supplied installation is both more practical and safer than the alternative approach, as it eliminates the current hazard of exposed power and Ethernet cables running across floors—a tripping and safety risk for employees. The integrated solution with under-floor wiring ensures proper infrastructure integration and compliance with workplace safety standards while providing an obstruction-free work environment.

RFQ No. 140A0926Q0025, Purchase of Tables and Electrical Connections Project

Question Received and the Government’s response:

Q: We are requesting clarification regarding the conference tables identified in the solicitation documents.

The SF1449 states that the BIA will purchase the tables and re-install outlet receptacles with Ethernet connections, while the Statement of Work states that the contractor shall provide and install two 16-foot tables and two 8-foot tables equipped with integrated power and Ethernet/data modules.

Could you please confirm whether:

1. The four tables will be Government-furnished/purchased by BIA, with the contractor responsible only for the electrical, data, and installation work.

2. The contractor is required to furnish and install all four tables as part of the quoted scope.

Government’s response:

Initially, the Bureau of Indian Affairs intended to purchase the conference tables; however, upon further review, it was determined that the tables specified in the project scope are specialized units designed with integrated electrical and network wiring. These are not standard conference tables and require coordinated installation with floor-based power and data connections.

Because the tables must be connected through dedicated wiring channels beneath the flooring, it is both more practical and safer for the contractor to furnish the specialized tables and complete the installation of all associated power and data connectors. This approach ensures proper integration with the building’s infrastructure and maintains compliance with safe‑work practices that prevent workplace hazards.

Currently, employees must run power and Ethernet cables across the floor to reach wall outlets when using the conference rooms. This creates an avoidable tripping hazard and introduces safety risks during routine operations. Installing tables with built‑in power and data modules—supported by wiring routed underneath the flooring—eliminates exposed cables, significantly reduces the likelihood of slips or trips, and aligns with the agency’s responsibility to provide a safe, obstruction‑free work environment.

For these reasons, requiring the contractor to supply and install the specialized tables is the safest and most operationally sound solution moving forward.
