About this file

This document is a set of Questions and Answers for the Rough Rock Sheep Dip Vat (SDV) Sampling/Removal project, solicitation number 140A0925Q0032, issued by the Department of the Interior Bureau of Indian Affairs Navajo Region. The project involves environmental remediation at a site in Rough Rock, Apache County, Arizona, with a focus on removing contaminated soil containing toxaphene, lindane, heptachlor, and potentially arsenic, based on a 2003 investigation by OA Systems Corporation that estimated 19.9 cubic yards of contaminated soil.

The contract is a firm-fixed price with a period of performance from 04/29/2025 to 08/26/2025 (120 calendar days), subject to potential NEPA compliance delays. Key requirements include developing a comprehensive work plan, conducting site sampling, installing perimeter fencing, implementing erosion control and weed prevention measures, and managing potential asbestos-containing materials and lead-based paint. The contractor must possess qualifications in hazardous waste disposal, with an emphasis on site safety and environmental protection. The solicitation seeks a contractor with experience in asbestos, lead-based paint remediation, and hazardous waste disposal.

Questions

· SOW – Page 1, Background

· Can the government provide the 2003 investigation report produced by OA Systems Corporation? Having access to this report may aid in refining our costs and our technical approach.

The OA report is several hundred pages; only the relevant sections will be extracted for review.

· SOW – Page 2, BACKGROUND

· This section states that the 2003 investigation performed by OA Systems sampled for Lindane and/or heptachlor. Should lindane and heptachlor be delineated and excavated in soil as part of this scope of work? If so, please identify the applicable screening value.

Yes, although the primary concern is the removal of toxaphene, some of the SDV sites contain lindane with toxaphene which are chlorinated hydrocarbons insecticides and potentially hazardous to human health and the environment.

· This section states that arsenic was a common occurrence. Should arsenic be delineated and excavated in soil as part of this scope of work? If so, please identify the appliable screening value.

· Yes, if arsenic was primarily used at the SDV site it should be removed. Since some sites used other insecticides depending on their availability in the year it was used.

· SOW – Page 2, Period of Performance

· Can the government confirm the period of performance? The SOW states “The period of performance will be 120 calendar days from Notice to Proceed. Note: There may be delays in accommodating external program offices to comply with the National Environmental Policy Act (NEPA).” However, the solicitation SF1449 lists “Period of Performance: 04/29/2025 to 08/26/2025”.

Period of Performance is 120 calendar days. BIA acknowledges that compliance with NEPA may be delayed due to external program offices. Accordingly, BIA will work with a selected contractor to adjust and extend the Period of Performance as necessary.

· SOW - Page 2, Phase 1, Task 1, Sec. A

· How many versions of the work plan are required?

A comprehensive work plan shall be developed to encompass all relevant phases of project execution, including sampling activities.

· SOW - Page 3, Phase 1, Task 2, Sec. B.2

· Does purge water need to be containerized, profiled and properly disposed of in the event a cistern is sampled?

Purge water shall be disposed of in accordance with the procedures outlined in the approved sampling plan.

· SOW - Page 4, Phase 2, Task 2, Sec. D

· This section states that perimeter fencing shall be installed and maintained for the duration of the work to prevent entry into the site. Are there specific perimeter fencing requirements, or is it up to the Contractor to identify the appropriate type of fencing?

Fencing shall be installed to ensure site safety and to prevent livestock from accessing active work areas. The Contractor is responsible for selecting a fence type appropriate to site conditions and intended use and must possess the requisite qualifications and expertise to ensure compliance with applicable safety and regulatory standards.

· SOW – Page 5, Phase 2, Task 2, Sec. F

· This section states that the contractor shall apply best management practices for erosion control and invasive weed prevention and mitigation. Is the contractor expected to return to the site after completion of work to monitor the status of reseeding, erosion, and weed prevention?

No.

· SOW – Page 6, Phase 2, Task 4, Sec. E

· Can the government please confirm that “A copy of all bills, receipts and time sheets shall be maintained and included in the final report” is required given that this is a firm-fixed price contract.

No need for copies under firm-fixed price contract.

· SOW - Page 6, Source of evaluation Criteria:

· “Qualifications and related asbestos, lead based paint remediation experience, hazardous waste disposal, and universal waste disposal.” Can the government confirm that asbestos and lead based paint remediation is part of this scope of work?

Due to the age of existing structures, the Contractor shall be aware of the potential presence of asbestos-containing materials (ACM) and lead-based paint (LBP).

· We respectfully request a five-day extension to the deadline to allow us to work responses to Q&A into proposal response.

The determination and approval of this request shall be at the discretion of the Contracting Officer.

August 27, 2025

1. Was an estimated volume/quantity of soil and other materials requiring removal included in the 2003 investigation conducted by OA Systems Corporation, or was such an estimate subsequently developed based on the results of that investigation? Given the remote location of the site and the challenges of mobilizing heavy trucks, clarification on whether a removal estimate exists would assist in planning and costing.

OA Systems estimated 19.9 cubic yards of contaminated soil.
