About this file

This document contains a set of six questions and answers (Q&A) related to the Rough Rock Sheep Dip Vat Remediation solicitation issued by the Department of the Interior Bureau of Indian Affairs Navajo Region. The solicitation (No. 140A0925Q0032) involves a environmental remediation project with two phases of work, focusing on investigating and potentially removing toxaphene-impacted wastes and conducting arsenic analyses at a site. Key details include a proposed 120-calendar day period of performance, which the BIA is willing to adjust, and specific requirements for waste characterization, analytical testing, and disposal in compliance with regulatory standards.

The Q&A document addresses technical and procedural questions including the scope of chemical analyses (EPA Method 8081A and arsenic), waste characterization protocols, reporting timelines, and potential extensions to the project schedule. The solicitation has a proposal due date of September 2, 2025, with a concurrent deadline for submitting questions, though contractors have requested a potential one-week extension of the proposal submission date, which remains subject to the Contacting Officer's discretion.

Q1. SOW PDF Page 2: Please confirm the period of performance for this project. 120 calendar days seems very low considering the 2 phases of work, including remediation.

Period of Performance is 120 calendar days. BIA will work with a selected contractor to adjust and extend the Period of Performance as necessary.

Q2. SOW PDF Page 4: Should the Contractor only include analysis for EPA Method 8081A (chlorinated pesticides, toxaphene) as part of Phase I Investigation? Should arsenic analyses be included?

Yes and yes, if arsenic was primarily used at the SDV site it should be removed. Since some sites used other insecticides depending on their availability in the year it was used.

Q3. SOW PDF Page 5: Are the toxaphene impacted wastes generated as part of Phase 1 and Phase 2 consider a Hazardous Waste ?

All waste shall be classified based on analytical testing results and disposed of in accordance with applicable regulatory requirements.

Q4. SOW PDF Page 5: Should the Contractor assume the wastes generated as part of Phase 1 and Phase 2 are Non-Hazardous Waste and eligible for disposal in a Subtitle D landfill?

No. All waste shall be classified based on analytical testing results and disposed of in accordance with applicable regulatory requirements.

Q5. SOW PDF Page 5: Task 4 states, “The contractor will provide a draft of the final report to the BIA BEM and the Navajo Nation Superfund program within 15 business days upon completion of the project.” Can this timeline be expanded to 45 calendar days following demobilization of Phase 2 to account for all final analytical reports and signed manifests from the disposal facility?

BIA will work with a selected contractor to adjust and extend the Period of Performance as necessary.

Q6. The deadline for questions on this solicitation is September 2, 2025, and the proposal is also due on September 2, 2025. Can BIA please extend the due date for the proposal to September 9, 2025, one week following the close of the question-and-answer period?

The determination and approval of this request shall be at the discretion of the Contracting Officer.
