About this file
This is Amendment 0001 to solicitation 140A0525Q0008 issued by the BIA Pacific Contracting Office in Sacramento, CA for remediation services in Ekwok, Alaska. The amendment includes a Q&A section addressing technical aspects of the project.
The Q&A clarifies that the project involves site investigation of a fuel storage area and pipeline alignment to determine contamination presence and extent. Key technical specifications include: visual inspection with local inquiry is sufficient for tank farm/pipeline assessment, groundwater monitoring wells should be 2" diameter and conform to DEC regulations, flush mount well finishes have been typically used, and at least 4 months is required between award and fieldwork to complete planning tasks. The period of performance is 03/17/2025 to 06/30/2026. Interested parties must complete blocks 8 and 15A-C of the amendment and include it with their quotation. Questions should be directed to jodi.zachary@bia.gov.

Questions & Answers
1. The schedule and sequence of tasks described in the narrative of the PWS does not match the schedule presented the table in Period or Performance, Schedule and Delivery section. Which is correct?
The precise timeframe is somewhat flexible. There should be at least four months between award and weather permitting fieldwork, which should allow plenty of time to complete all planning and project management tasks.
2. Is a visual assessment considered sufficient to determine tank farm/pipeline integrity, or is leak testing, weld inspection and other testing expected for the assessment? If so, can the scope of the tank farm assessment and pipeline assessment be further defined?
A visual inspection and assessment combined with local inquiry should be sufficient to determine the integrity of tank farm/ pipeline infrastructure.
3. What depth should the groundwater monitoring wells be installed to?
All technical details will conform to DEC regulations and be approved by DEC during the project planning review process. Shallow groundwater is reported in the village.
4. Should the monitoring wells have stick-up or flush mount finishes?
See #3 above. The specific site of each well may impact the decision. Most previous projects have used flush mount.
5. Are the monitoring wells able to be 3/4" diameter vs the more common 2" well construction?
All technical details will conform to DEC regulations and be approved by DEC during the project planning review process. Previously, they have all been 2” in diameter.
6. Is the tank farm/pipeline in operation? If so, is a certified tank inspection required?
BIA believes it is still in operation, as we have no information suggesting it has been decommissioned. A certified tank inspection is not required as part of this scope of work. BIA is requesting a site investigation of the fuel storage area and the pipeline alignment on the site to determine the presence and extent of fuel contamination.
7. Is there a Spill Prevention, Control, and Countermeasure (SPCC) Plan for the facility? If so, please provide with the amendment.
BIA does not know if the Village or the School District maintain a SPCC for the site. That is beyond the scope of work for this RFP.
