Performance Work Statement Ekwok Environmental Site Assessment Support – Alaska Region
Introduction
This RFQ is for a preliminary investigation/ site assessment to characterize the extent and magnitude of petroleum soil contamination, groundwater monitoring and a tank farm/pipeline survey within the Village of Ekwok. The purpose of this contract is to determine the scope and scale of soil and groundwater contamination and the condition/ serviceability of fuel infrastructure at the old school site (Haz ID: 25405) within the Village of Ekwok to characterize the contamination and inform remediation efforts.
The work to be performed includes research of documents, site reconnaissance, identification of contamination, field work, sampling, analysis, data evaluation and additional activities to determine the location and extent of petroleum contaminants present at the site. The scope of the investigation shall provide information sufficient to identify potential liability and risk associated with environmental and public health considerations concerning the property. In addition, the site characterization will allow managers to plan further investigations, if required, to determine cleanup requirements and design a cleanup action in accordance with the Alaska Department of Environmental Conservation (DEC), federal and tribal laws and regulations.
Background
Ekwok is located on the northwest bank of the Nushagak River, 43 miles northeast of Dillingham and 525 miles west of Anchorage, Alaska. The old school is located approximately 450 feet northwest of the Nushagak River. The geographic description for the Ekwok school is: Seward Meridian, Township 9 South, Range 49W, Section 35, of the United States Geological Survey.
In 2011 there were five ASTs with an approximate capacity of 43,000 gallons and a pipeline from the bulk fuel storage area to the bank of the river associated with the site. Previous reports have documented DRO contamination in the vicinity of the school fuel storage area and the associated pipeline, with unknown extent or concentrations.
The Environmental program ensures BIA’s compliance with environmental laws and regulations related to Native Allotments, Trust properties and BIA-funded projects. Among the support provided are contaminated site characterizations, remediation, groundwater sampling and laboratory analysis. The intent of the project is to conduct a soil and groundwater contamination assessment and evaluate tank farm infrastructure integrity at the site.
Work to be Performed
Conduct a site assessment, groundwater monitoring and tank farm/pipeline survey within the Village of Ekwok. The Contractor(s) shall furnish the necessary personnel, material, equipment, services and facilities to perform the work for successful completion of the following project objectives:
1. Planning and Project Management: Conduct project kick-off meeting and a planning meeting with BIA; develop work plan, schedule for the tasks and interim milestones.
2. Field Work: Conduct a site assessment to characterize and delineate the areas of petroleum contaminated soil above regulatory cleanup levels, perform groundwater monitoring and a tank farm/pipeline survey at the old school site.
3. Interviews and Records Review: Obtain information from past and present owners and occupants along with tribal, state and/or local government officials to connect recognized environmental conditions to the property; and obtain and review records and documents for the property that may identify recognized environmental conditions.
4. Report: Document fieldwork, discuss field and lab results and present conclusions and recommendations; including detailed characterization of the extent and magnitude of petroleum contamination in soil and groundwater and a comprehensive description of tank farm/ pipeline infrastructure condition at the old school site. The report must identify the environmental professional and others who conducted steps 2 and 3 listed above, support findings and opinions with documentation, and use enough detail to allow another party to reconstruct the work that was performed and come to the same conclusions.
Task 1: Planning and Project Management
The contractor(s) will lead a project kick-off meeting with BIA within two weeks of the contract award to introduce the Contractor's Project Manager and key BIA personnel (Project Manager, Contracting Officer). Within one month after the award, a planning meeting will occur where the work plan, including schedule for the task elements will be identified, and interim milestones will be agreed upon and accepted by BIA and DEC. Key Contactor personnel/subcontractors will participate in the planning meeting. The Contractor will prepare materials and minutes for these two meetings. Minutes are due one week from the date of the meeting for review and comments and finalized 10-days after meeting dates. The Contractor should plan for one additional meeting during the period of performance following submittal of the draft final report.
In preparation for the planning meeting, the Contractor shall:
• Collect and review existing data and files located on the DEC’s Contaminated Sites website
• Prepare a draft work plan, including sampling plan and submit to BIA and DEC for review and approval
• Prepare a draft health and safety plan (HASP) in accordance with 29 CFR 1910.120 to ensure worker protection
• Prepare a draft notice to Native Corporation/Village advising them of the proposed site visit and sampling
Task 2: Field Work
The Contractor will plan field work with BIA personnel to document current site conditions, conduct a site assessment to characterize the extent and magnitude of petroleum contamination (DRO, PAH and VOC) above regulatory clean up levels in soil, conduct groundwater monitoring and assess the tank farm/ pipeline infrastructure to determine its integrity; with the objective of collecting the relevant information to design a remediation action for the old school site within the Village of Ekwok. Up to 16 monitoring wells will be installed for long-term groundwater monitoring and 18 soil samples and 16 water samples (plus duplicates, one per day and/or one per 10 samples) may be submitted for laboratory analysis. The field work will be coordinated with the local tribal council to ensure adherence to any restrictions.
Task 3: Interviews and Records Review
The contractor shall contact and interview tribal, federal, state and/or local officials to determine and document any contaminants issues associated with the property. Public files are reviewed for information on the subject property. Environmental regulatory agency files are reviewed for documentation of hazardous substance contamination and/or regulation of the subject property.
Task 4: Reporting
Based on the site inspection, field work, interviews, historic records and public agency file review;
a report is prepared that summarizes the findings and presents recommendations for further field and laboratory work, if required.
A draft report will be submitted for review by BIA and DEC within 45 days following completion of the field work and laboratory analysis. The contractor shall schedule a joint work session to review the draft report and note comments for incorporation into the 90% submittal to expedite the review process. Following the final review and approval of the draft documentation by BIA and DEC, the contractor shall prepare the final report at 100% completion.
