The purpose of Amendment 0001 is to extend the due date and publicly release all questions that have been asked on the solicitation to date and the answers provided by BIA.

The due date and time for this RFQ is hereby changed to 2/6/25, 1200 Noon PS.

All interested parties submitting a quotation must complete blocks 8 and 15A-C of this

Amendment AND INCLUDE the completed page 1 of this Amendment with their quotation.

Questions & Answers

1. Task 1 notes that a planning meeting “will occur within one month of the award where the work plan… will be accepted by BIA”. Industry standard practice does not typically include the preparation of a Site-specific Work Plan for Phase I Environmental Site Assessments (ESAs), as the scope of work for these reports is covered extensively in the ASTM International Standard 1527-21 and is summarized within our proposal. Would BIA find it acceptable to use this standard scope of work, along with the summary of work and schedule laid out in our proposal in lieu of a Site-specific Work Plan for this project?

As noted, adherence to ASTM 1527-21 generally does not necessitate site specific work plan. However, many companies performing PH1 ESAs do so for the purposes of a real estate transfer, whereas our focus is on future remediation efforts and eventual site closure. In addition, many contractors do not understand logistics in remote Alaska or relations with Tribal Villages. Yes, BIA would find it acceptable to use this standard scope of work, along with the summary of work and schedule laid out in a quotation in lieu of a Site-specific Work Plan for this project; as long as a there is discussion and understanding of these issues prior to finalization of planning.

2. Task 1 notes that the Contractor shall: “prepare a draft Health and Safety Plan (HASP) in accordance with 29 CFR 1910.120 to ensure worker protection.” While we are more than happy to provide BIA with a site-specific HASP for this project, it is industry standard practice to perform Phase I ESA within the auspices of a general HASP, which our company maintains in accordance with 29 CFR

1910.120. Is it acceptable for the purpose of this project to rely on the standard HASP or should we include in the proposal preparation of a site-specific HASP?

If the contractor has such a mechanism in place, it is acceptable for the purpose of this project to rely on their standard HASP.

3. Task 1 notes that the Contractor shall: “Prepare a draft notice to Native Corporation/Village advising them of the proposed site visit and sampling.” The collection of samples is not typically included within the scope of a Phase I ESA. Is BIA requesting that provisions for sampling be included in the scope of this quote and if so, can you provide specifics about the extent of sampling being requested?

No environmental samples will be collected. In this case sampling should have been replaced with field work. The objective is to communicate what will take place to the Village Council.

4. It is our understanding that the BIA parcel in Tununak is approximately 3.55 acres in size and contains the Old School Building (now teacher housing), a former tank farm, a generator building, and a storage building. Is the entirety of the parcel included within the scope of this Phase I, or just the vicinity of these buildings? It has been our experience that within remote locations property boundaries are often poorly delineated and a professional survey of the property may be required in order to confirm the boundaries of the parcel in question.

The DEC hazard ID for the site is 4642. The entire parcel is included within the scope of work.
