Performance Work Statement Tuntutuliak Environmental Site Assessment Support – Alaska Region
Introduction
This RFQ is for a preliminary investigation/ site assessment of soil contamination and groundwater monitoring at the old school site. The purpose of this contract is to characterize the extent and magnitude of soil petroleum contamination above regulatory limits and conduct groundwater monitoring at the old school site (Haz ID: 4546) within the Village of Tuntutuliak to provide information to design a remediation plan.
The work to be performed research of historic documents, site reconnaissance, identification of contamination, risk evaluation, field work, sampling, analysis, data evaluation and additional activities to determine the locations and extent of contaminants present at the site. The scope of the investigation shall provide information sufficient to identify potential liability and risk associated with environmental and public health considerations. In addition, the site characterization will allow managers to plan further remediation and investigations, if required, to determine cleanup requirements and design a cleanup action in accordance with the Alaska Department of Environmental Conservation (DEC), federal and tribal laws and regulations.
Background
Tuntutuliak is located on the west bank of the Tagayarak River, 45 miles southwest of Bethel, Alaska. The old school site is located approximately 250 feet west of the river. The geographic description for the Tuntutuliak school is: Seward Meridian, Township 3 North, Range 77W, Section 21. In 2009, petroleum contaminated soils were identified in four primary areas of concern, although there may be additional areas that were not discovered during the investigation. The four main areas identified are: east of the former generator building, the used oil ash box, the tank farm and the former day tank area.
The Environmental program ensures BIA’s compliance with environmental laws and regulations related to Native Allotments, Trust properties and BIA-funded projects. Among the support provided are contaminated site characterizations, remediation, groundwater sampling and laboratory analysis. The intent of the project is to assess soil contamination and conduct groundwater monitoring sufficient to plan and execute remediation actions and site closure.
Work to be Performed
Conduct a site assessment of soil and groundwater contamination at the old school site within the Village of Tuntutuliak to characterize the extent and magnitude of petroleum contamination.
The Contractor(s) shall furnish the necessary personnel, material, equipment, services and facilities to perform the work for successful completion of the following project objectives:
1. Planning and Project Management: Conduct project kick-off meeting and a planning meeting with BIA; develop work plan, schedule for the tasks and interim milestones.
2. Field Work: Conduct a preliminary investigation/ site assessment to delineate petroleum contamination of soil and groundwater above regulatory clean up levels at the old school site.
3. Interviews and Records Review: Obtain information from past and present owners and occupants along with tribal, state and/or local government officials to connect recognized environmental conditions to the property; and obtain and review records and documents for the property that may identify recognized environmental conditions.
4. Report: The report must identify the environmental professional and others who conducted steps 2 and 3 listed above, support findings and ensuing opinions with documentation, and use enough detail to allow another party to reconstruct the work that was performed and come to the same conclusions.

Sixteen monitoring wells will be installed for long-term groundwater monitoring and 24 soil samples and 16 water samples (plus duplicates, one per day and/or one per 10 samples) may be submitted for laboratory analysis.
