About this file

This is Amendment 0001 to a Request for Quote (RFQ) issued by the Bureau of Indian Affairs (BIA), Pacific Region (A13), for office furniture for the Crow Agency. The amendment's primary purpose is to publicly post the approved Brand Name Justification in accordance with FAR 5.102(a)(6).

The solicitation number is 140A0426Q0004, with an effective date of April 3, 2026. All interested parties submitting quotations must complete blocks 8 and 15A-C of the amendment and include the completed page 1 with their quotation. The due date and time remain unchanged, and all terms and conditions of the original solicitation remain in effect. The period of performance is June 30, 2026 to June 30, 2026. The requirement is for five Urban L-Shaped Desks with adjustable height (both right and left returns at 60"W × 80"D), ten Urban Three-Drawer Mobile File Pedestals (18"W × 20"D), ten Power Source Docks (3-in. holes), and eight Urban Mobile Divider Panels (72"H × 72"W). This is a firm-fixed-price acquisition for a follow-on requirement with a delivery date of June 30, 2026. The justification for the brand-name requirement (Urban office furniture line) is based on standardization throughout the facility, compatibility with existing systems, and the fact that the room is the last remaining space requiring furnishing. Although this is a brand-name requirement, the Government will solicit quotes from multiple authorized ISBEE distributors of the Urban product line to ensure competitive pricing. Bear Woman Enterprises has expressed interest in this acquisition.

The Urban office furniture line is already the standardized brand throughout the building. The room requiring furniture is the last remaining space that has not yet been equipped with this exact brand and model. The following factors support the brand-name requirement:Background & Need for Standardization Existing work areas all use the same Urban series desks, pedestals, panels, and finishes. Matching the exact brand ensures consistent height-adjustable mechanisms, identical Weathered Walnut surfaces, and uniform fit and finish. Alternatives Considered Alternative brands were reviewed during market research; however, no alternative matches the identical:– Dimensions (60" × 80" L-shape)– Weathered Walnut finish– Panel system design– Hardware and accessory compatibility Other brands would result in visible mismatches, inconsistent ergonomics, and incompatibility with existing modular components. Impact if Brand Name is Not Used Non-uniform appearance across the facility, degrading professional workspace presentation. Incompatibility with replaceable parts and ergonomic adjustments.

Increased lifecycle and maintenance burden. Reduced ability to interchange components between offices if staff relocate or reorganize.

Although this is a brand-name requirement, the Government will solicit quotes from multiple authorized ISBEE distributors of the Urban product line to ensure that offers are solicited from as many potential sources as is practicable. Competition among authorized resellers will help ensure fair pricing.

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination is based on the following:

8. A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted.

9. Any other facts supporting the use of justification of other than full and open competition, such as:

10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.

11. A statement of any actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

Market research showing commercial pricing of vendor's quote; Competitive pricing from multiple authorized distributors/resellers and comparison to the IGE.

The market research conducted was from obtaining a detailed quote from a reseller;

reviewing availability of alternative commercial office furniture lines; verifying standardization requirements throughout the facility; and confirming that the product line is sold through authorized distributors with uniform pricing.

Results confirm that only the Urban product line can meet the Government’s requirement for full matching compatibility with existing furniture systems.

Since this acquisition is intended to complete furnishing the last remaining room in the facility, purchasing any alternative would: Break standardization; Increase long-term replacement costs; Create inefficiencies in office configuration adjustments; and Lead to potential ergonomic inconsistencies

Bear Woman Enterprises has expressed an interest in this acquisition.

Future acquisitions may consider other brand names once the facility no longer requires strict compatibility with the current standardized system furniture. As furniture is replaced over time, the Government may reassess available competitive options.
