140A0423Q0004 Questions and Answers

Note: Most duplicate questions have been removed. If there is a perceived discrepancy in any of the answers provided, please notify the Contracting Officer immediately for clarification.

Q1: Factor 4, Page 80, Can the Prime use the Past Performance of its subcontractor? If yes, can the Past performance be weighted equally with that of the Prime?

A1: Subcontractor past performance is allowable, but any past performance submitted for a proposed subcontractor must be for work they performed as a Prime Contractor.

Q2: Would the government consider increasing the maximum number of 1-Page Past Performance examples to 6, instead of 3? This will allow for far greater depth in demonstrating competencies across multiple labor category pools.

A2: Yes. The RFP has been amended to account for the update.

Q3: The SOW states “IMPORTANT: Due to the sensitivity of information and high volume of the project removing any records from the Regional Office would place the information at high risk. All digitization/scanning must be performed at the Regional Office and no records are to be removed from the designated area where the digitization is to be performed.” Because of the size of this requirement, getting the necessary equipment and technology into the workspace may be a challenge or not possible at all. Would the Government consider allowing the records to be digitized off-site by cleared personnel at a secure location as is typical with similar requirements?

A3: All records digitized at our facility. Vendor will supply all digitizing/scanning equipment, but BIA will provide workspace, tables, and chairs.

Q4: Would you please kindly confirm the incumbent currently providing these services? If so, would you please provide the incumbent contract details?

A4: This is a brand-new requirement, there is no incumbent.

Q5: Would you please let us know what the Contract Value set for this opportunity is.

Q6: Would the BIA consider a NARA-compliant, Secret-clearance scanning and/or warehousing solution, especially if a vendor can demonstrate past performance with highly sensitive and protected documents? A6: See A3 for part of this response. BIA will not consider removing any records from the DOI, BIA, RMRO premises. We have records back to the late 1800’s and these are original documents. We want to maintain all Quality Control over the records. The Supervisors of each Branch/Program will be doing the Quality Control for their records, so the records will be maintained here for their QC.

Q7: What scanning equipment is furnished by the BIA, if any? If equipment is furnished by the BIA does that equipment/the scanners meet the FADGI 3-star requirements? Does the BIA have or intend to procure scanners or does the contractor furnish all scanners?

If equipment is BIA furnished, does the contractor maintain the equipment and/or bear the cost of maintaining the equipment?

A7: The BIA will not supply any type of scanning equipment. The only furnishings that will be furnished will be area set-up, tables, and chairs.

Q8: Is the contractor expected to be ready to scan document 1 on day 10 after award? If not, when should the contractor be ready to scan document 1?

A8: RFQ has been updated to state ’10 business days’.” This is equivalent to 14 days and doesn’t count holidays and weekends since they are not business days.

Q9: Is it possible to meet with the Director of Office of Trust Records (OTR)?

A9: No it would not be possible to meet with the Directors of this project

Q10: Can the BIA elaborate on the scope of the project: is the project limited to 1007 +/-boxes, or are there other records the BIA may want to digitize and store as the project progresses? Estimate between 2.3M and 2.5M pages that need to be scanned and digitized: can the BIA confirm the accuracy of our estimate?

A10: 1,007+/- is an estimate. The 1,007 +/- can change.

Q11: What are the estimated FTEs for the project? Does the BIA expect to use the local labor pool in whole or in part, or will the contractor be expected to provide all FTEs onsite?

A11: The Contractor will bring their FTE. We will not use any type of local labor pool.

This is due to the sensitivity of information in the records.

Q12: Is indexing and/or metadata harvesting required for scanned documents or data?

A12: Yes and BIA will be provided (Off BIA/DOI Network) Internet Access.

Q1: A8: Mary – I am not sure how to answer this – I don’t know how long it would take whoever got the contract to get to Billings and set up? Maybe 14-days, make sure we are not including Holidays only if they call in a timeframe they get the award.
