Amendment 0001 to RFP 140A0323R0001
· The new executive order regarding pay scales for positions under federal contracts: Do these salaries include benefits rolled in? No. EO 14026 applies to this solicitation. For example, Occupation code 27101 – Guard I is paid $16.20 per hour and the Health & Welfare benefits are $4.80 per hour, up to 40 hours per week, or $192.00 per week or $832.00 month. Please adjust the daily rate according to include the hourly rate of the officers.
· Sight and sound clarification: The Contractor will maintain sight and sound separation between male and female inmates, in accordance with Core Jail Standards for Small Jails.
· ACA Core Standards 5th Edition: The counties should adhere Core Jail Standards for Small Jails, the Indian Civil Rights Act of 1968, 25 U.S.C. 1302, et. seq. and detention facility policy and procedures.
· Mileage and Transport Rates: The solicitation has been corrected. As of January 1, 2023, the POV “If use of privately owned automobile is authorized or if no Government-furnished automobile is available” is $0.655 per mile.
· Option Years: This is unpredictable based on any EO’s that occur each year. As the Executive Branch keeps determining the salary changes (basically becoming the bargaining Unit for Local Governments) it places us in chains and influences local hosting possibilities. Each part of this country has different cost of living rates. I realize that some areas have high cost of living and require more income, but smaller areas have lower cost of living and require much less to live on. By making these communities pay the same rate as higher cost of living areas come with unstable economical results.
Based on the county’s current daily rate, the administration should account for inflation for the base year and each option year. If EO 14026 requires minimum wages to increase, the BIA and the County will come to an agreement regarding the increase in labor rate.
