About this file
This is a Proposal Award Recommendation document from the City of Madison Finance Department for laboratory services procured through Request for Proposals #14088-0-2025-BP. The City of Madison Engineering Division sought qualified vendors to provide comprehensive laboratory services, including sample containers, shipping services, sample analysis, and report preparation and delivery for environmental testing of groundwater, landfill leachate, stormwater, soils, and sediments. All vendors were required to be certified by the Wisconsin Department of Natural Resources and preferably hold NELAP certification. Two proposals were received by the November 26, 2025, deadline. The initial contract term is one year from the date of execution, with options to renew for up to two additional one-year periods. The award was presented to Pace Analytical Services, LLC on December 18, 2025, based on evaluation panel scoring.
The initial contract award amount is $100,000, with a total potential award amount of $300,000 when including all future renewals. This amount is estimated based on previous year testing requirements and operates as a not-to-exceed contract for services as needed. The evaluation scoring weighted cost at 60 points (Pace Analytical scored 56.20 out of 60), technical qualifications at 35 points (Pace scored 31.00), and local vendor preference at 5 points (neither proposer qualified). Pace Analytical Services, LLC scored 87.20 out of 100 total points, compared to the other proposer, Eurofins Environment Testing North Central, LLC, which scored 86.17 points. Funding sources include the Landfill Operating budget for leachate testing and various Capital Budgets depending on specific projects. The City reserves the right to terminate the contract without penalty if the Common Council fails to appropriate funds for any fiscal year continuation.
