Q. Is there a current incumbent:

A. There is an incumbent, Angel Flight Marketing Services, Inc.. The current contract is valued at $488, 844.00, under contract number GS-23F-0085S.

Q. Can companies outside USA apply?

A. Our preference is to work with a vendor within the Region 5 or Chicago Metropolitan area.

Q. Do we need to come over there for meetings?

A. Meetings can occur virtually, by phone or in person as requirements dictate.

Q. Can tasks related to the RFP be performed outside USA?

A. RFP can be prepared where the vendor’s primary office is located; however, work assignments are to be executed on site to allow collaboration with the client agency.

Q. Can proposals be submitted via email?

A. Responses to this RFP are specified in the RFP and are dictated by the GSA Contracting Officer assigned to this solicitation.

Q: Is the offeror required to hold a GSA schedule in order to place a bid? If not, will GSA accept another cost breakdown and specify what information needs to be included?

A: This solicitation is open to Vendors who meet the SBA qualification of HubZone.

Q. Will GSA consider bids from recently formed entities with limited past performance, or as seen in the majority of solicitations, provide a neutral risk assessment during evaluation? The solicitation currently requires three projects similar in size and scope which may be difficult for small HUBZone companies to provide.

A. Due to the nature of work currently being performed, only vendors who can demonstrate past performance similar in scope of work as specified in the solicitation, will be considered responsive to this solicitation.

Q. Is GSA open to receiving proposals from vendors who would provide the services offsite? Our agency and staffers are located in Portland, OR, and we provide services to our federal government clients from Oregon.

A. RFP can be prepared where the vendor’s primary office is located; however, work assignments are to be executed on site to allow collaboration with the client agency.

Q. What was the incumbent Period of Performance?

A. The incumbent contract began October 1, 2013 and will end on March 31, 2014.

Q. What was the incumbent contract value?

A. See question 1 above for response.

Q. What positions are considered "key" and require a resume?

A. All positions for this project are considered “key” and will require a resume.

Q. Can any of the work be performed away from the GSA provided offices (ie, from home)?

A. RFP can be prepared where the vendor’s primary office is located; however, work assignments are to be executed on site to allow collaboration with the client agency.

Q. When will questions be answered?

A. All questions will be responded to by the GSA Contracting officer as specified in the RFQ.
