About this file

This document is a Request for Sealed Proposal (RFSP 25-357) issued by Richardson Independent School District (RISD) located in northern Dallas County, Texas. The RFSP seeks multiple vendors to provide HVAC equipment, parts, supplies, and services on an as-needed basis for the district's 55 campuses and administrative buildings. The district serves approximately 37,000 students across 4 high schools, 8 junior high schools, 41 elementary schools, 1 non-traditional high school, and 1 alternative learning center. Proposals are due electronically by October 21, 2025 at 2:00 PM, with the contract term spanning five years from November 7, 2025 through November 7, 2030.

The district's annual HVAC equipment, parts, and supplies expense for the 2024-2025 school year exceeded $2,000,000, indicating a significant investment in maintaining and upgrading HVAC systems. Vendors are required to provide same-day delivery, maintain local inventory, and offer emergency services with qualified technicians. The pricing structure requires vendors to submit a primary discount from their published price list, with pricing to remain firm for one year after contract award. The evaluation process will consider multiple factors, with pricing and discounts weighted at 40 points, and other criteria including vendor reputation, service quality, and meeting district needs. The district emphasizes that qualifications and suitability of services, not price alone, will determine contract award.
