About this file
This document is a Questions and Answers (Q&A) record for a federal solicitation for leased multifunction printing devices and maintenance support services across six U.S. Census Bureau regional offices.
The solicitation (13ADFL26Q0001-FLD) seeks twenty (20) newly manufactured multifunction devices (3-4 per office) for regional offices in Atlanta, Chicago, Denver, Los Angeles, New York, and Philadelphia. Devices must support a recommended monthly volume of 40,000-80,000 pages per device, with actual FY2025 usage ranging from approximately 31,000 to 91,000 total pages monthly across all six offices, predominantly monochrome printing. Minimum performance specifications include 55-70 pages per minute sustained print speed in both black/white and color, A3/11x17 paper support, secure scan capabilities (scan-to-encrypted-network-folder or authenticated-cloud), CAC/PIV authentication integration with Active Directory, and basic finishing (stapling preferred but not required). Devices must be co-terminous leases with newly manufactured equipment only; remanufactured or refurbished devices are not acceptable. Offerors may propose lease-to-own or lease-with-option-to-purchase structures. The Government will provide network configuration details post-award. Pricing must include separate line items for equipment lease, maintenance/support, and consumables (toner/maintenance kits), which may be structured as cost-per-copy/click-charge models or flat monthly rates. Escalation between the base year (September 15, 2026–September 14, 2027) and two option periods shall not exceed 3% annually for recurring costs; one-time installation and removal costs are not subject to escalation. Offerors have until September 10, 2026 to submit quotes, with award anticipated September 15, 2026. Installation must be completed within 30 calendar days of award with phased installation acceptable. The awarded contractor is responsible for removing and disposing of legacy leased equipment (data sanitization per NIST SP 800-88 conducted by Government), delivery/installation during normal business hours with standard federal facility escort requirements, and no security clearances beyond standard visitor screening are required. The procurement is administered by the Census Bureau's Field Infrastructure Branch and is open to small business offerors under FAR Part 13 without requiring existing federal contract vehicles.

Posted 8/24/26 - Vendor Questions Due 8/27/26 12 noon - Government Responses 9/2/26
Vendor Name Vendor Quesiton Government Response 1 Equipment speed and volume - (Section 5.5, page 6) The RFQ asks for machines suited to 40,000 to 80,000 pages per month. Is that roughly what these six offices actually print each month, or is it the maximum the machine needs to be capable of handling?
Manufacturers publish those as two separate numbers and they are very far apart, so knowing which one you mean changes which machines qualify.
The 40,000–80,000 pages/month figure represents the recommended monthly volume the device must reliably support.
2 (Sections 5.1 and 5.5, pages 5 and 6, and Section 2.0, page 4) We are having trouble identifying a machine that satisfies both requirements at once. Standard office copiers that run at 70 pages per minute are rated by their manufacturers for far less than 80,000 pages a month. The machines rated for 80,000 pages a month are production printers, which Section 2.0 says the Government does not want. Which of the two requirements should offerors treat as the firm one?
The Government acknowledges that few devices meet both a strict 70 ppm speed and the recommended monthly volume without entering production class territory. Under the performance based approach, monthly volume capability is the 3 (Section 5.1, page 5) When the RFQ says 70 pages per minute, is that the speed listed on the manufacturer's spec sheet, or a speed the Government intends to measure on site? If the Government plans to measure it, how will that test be run? The 70 ppm figure refers to the manufacturer published rated speed. The Government plans on conducting on site speed testing.
4 4. (Section 5.1, page 5) Where did the 70 pages per minute figure come from? Is it based on how much these offices print, or is it the speed of the copiers that are in the offices today? Related to that, what make and model machines are in the six offices now, and what are they rated at?
The 70 ppm preference was derived from internal market research identifying devices capable of supporting the recommended monthly volume with reliable uptime. It is based on current device speed.
5 5. (Section 5.1, page 5) As written, we believe only one or two specific models on the market meet the 70 pages per minute color requirement, which limits the Government to a very small number of quotes. If the Government's real need is a certain number of pages per month with reliable uptime, stating it that way instead of a fixed speed would open this to several manufacturers and should bring the price down. Would the Government consider that change?
Under the performance based approach, the Government agrees that focusing on monthly volume and reliability rather than a fixed speed increases competition.
6 6. (Section 5.1, page 5) Would a machine rated at 55 pages per minute or faster, in both black and white and color, be acceptable if it meets everything else in Section 5 and we show that our service and toner plan supports the Government's monthly volume? Yes. Devices rated 55 ppm or higher in both mono and color will be acceptable if they can reliably support the recommended monthly volume and meet all other functional requirements.
7 7. (Sections 5.1, 5.2, and 5.4, pages 5 and 6) At any office that prints little or no color, would the Government accept a color-capable machine with color printing turned off in the settings? That lets the Government run the same model at all six sites, which keeps parts and toner simple, cuts the toner cost at those sites, and still allows color to be switched on later if the office needs it.
No 8 Volume and current equipment - 8. (Section 5.5, page 6) Can the Government provide the actual monthly page counts for each of the six offices for the last twelve months, broken out between black and white and color? Toner and service are the biggest cost in this contract. Without the real numbers, everyone has to price toner at the 80,000 page figure in the RFQ, and the Government will pay for pages it never prints.
The Government confirms that actual FY2025 monthly print volumes across the six regional offices ranged from approximately 31,000 to 91,000 total pages per month, with monochrome output representing the clear majority of usage and

9 9. (Section 5.7, page 7) How many machines are being removed at each office, and what make and model are they? Also, is there anything about the buildings we should know for delivery and removal, such as which floor, elevator size, if stairs are unavoidable, loading dock access, or building scheduling rules?
The Government can confirm that legacy device quantities and general building access notes will be provided at the time of award. All six regional offices operate in standard federal facilities with typical loading dock or freight elevator access, and any site specific delivery constraints can be addressed post award. Contractor personnel will require escort and temporary visitor access, and delivery/installation may occur during normal business hours (8:00 a.m.–5:00 p.m., Monday–Friday) for most offices.
10 10. (Sections 5.7 and 14.0, pages 7 and 13) For the machines being removed, does the Government want to keep the hard drives, or should we wipe and dispose of them? If we handle them, what standard does the Government require (for example, NIST 800- 88 wipe versus physical destruction), and does anyone from the Government need to witness it?
The Government requires data sanitization in accordance with
NIST SP 800
88. The Government will remove storage media for sanitization.
11 Schedule - 11. (Sections 7.1 and 12.0, pages 9 and 12) The base period is listed as starting September 15, 2026, with quotes due September 4. What award date is the Government working toward, and when do the machines need to be installed and running at each site? Would the Government accept installing the six offices in phases, and does the base year start at award or once all six sites are accepted?
The Government anticipates award on or about September 15, 2026. A phased installation schedule is acceptable, provided all six devices are installed within 30 calendar days of award. The base period begins at award, not at final acceptance.
12 We understand the devices will be deployed across six regional offices: Atlanta, Chicago, Denver, Los Angeles, New York, and Philadelphia. To ensure we have appropriate support resources aligned, can you please confirm which Census office will administer and manage this procurement? The procurement is administered by the Field Infrastructure
Branch (FLD FIB) within the Census Bureau’s Field Directorate.
13 Could you please advise whether there is an incumbent contractor for this requirement? If so, could you provide the name of the incumbent and the value of the previous contract?
NA
14 Requirement: 5.7 Legacy Equipment Removal and Disposal - Question: Please provide the manufacturer, model, quantity, configuration/accessories, and approximate age of the legacy MFD equipment that the Contractor will be required to remove at each of the six regional offices.

Does the Government have a preferred or anticipated NAICS code in mind for this requirement, or is the Offeror's self designation final? The Government has not identified a preferred or anticipated
NAICS code for this requirement. The solicitation intentionally leaves the NAICS code as “TBD Offeror shall identify as applicable” to allow the Offeror to propose the NAICS code that most appropriately aligns with the nature of the requirement and the Offeror’s applicable small-business status. The Offeror’s proposed NAICS code is not considered final or binding solely based on its submission. At the time of award, the Government will determine and select the appropriate NAICS code for the requirement based on the solicitation and applicable acquisition requirements, including consideration of the Offeror’s representation of its small-business status in SAM.gov and the applicable size standard for the small-business set-aside.

Are there future plans to deploy additional devices to these (6) regional offices (or other USCB offices)? If so, can the Government provide estimates and list the additional offices? The total quantity is twenty (20) devices. Most offices will receive either 3 or 4 devices. No additional quantities are anticipated under this solicitation.
Is each of the six offices currently served by a single MFD, or is the Government consolidating multiple existing devices into one unit per site under this requirement? The total quantity is twenty (20) devices. Most offices will receive either 3 or 4 devices. No additional quantities are anticipated under this solicitation.
Section 5.5.2 specifies a recommended monthly volume range of 40,000–80,000 pages per device. Can the Government provide actual historical monthly print/copy volume by office, so the pricing that is submitted reflects real usage?
The Government confirms that actual FY2025 monthly print volumes across the six regional offices ranged from approximately 31,000 to 91,000 total pages per month, with monochrome output representing the clear majority of usage and color printing varying modestly by site. These figures reflect real operational demand and should be used for pricing purposes.
The recommended 40,000–80,000 page monthly volume range in Section 5.5.2 should be understood as a performance guideline to ensure proposed devices can reliably support peak needs rather than an indicator of actual usage.
Section 8.2 requests firm-fixed pricing for all required CLINs. Will the Government accept a price structure that includes a cost per page overage rate for mono/color output beyond an included monthly allowance of pages?
Yes. Offerors may propose a cost per page overage rate for mono/color output beyond an included monthly allowance.
Section 7.1 lists separate price fields for the Base Year, Option Period 1, and Option Period 2. Should Offerors propose one firm price applicable across all three periods, or is escalation between periods to account for inflation and potential changes in supplies shipping costs expected?
The solicitation will be amended. Offerors shall provide separate firm-fixed pricing for the Base Year, Option Period 1, and Option Period 2. Pricing for each option period may include escalation;
however, any escalation shall not exceed 3% annually. The 3% limitation applies to the recurring monthly lease, per-copy/click charges, supplies, maintenance/support, and other recurring costs, as applicable. One-time costs shall be separately identified and shall not be subject to annual escalation unless otherwise specified in the solicitation.
Section 5.1 specifies a minimum 70 ppm sustained print speed but doesn't state required paper size capability. Can the Government confirm whether A3/11x17 (tabloid) support is required, or A4/letter (up to legal) is acceptable?
Devices must support A3/11x17 paper size. A4 only devices are not acceptable.
Solicitation No. 13ADFL26Q0001-FLD - Leased Multifunction Printing Devices and Maintenance Support Services – Replacement, Installation, and Disposal
Given Section 2.0 states production-level finishing is not intended, can the Government confirm whether any finishing functionality (stapling, hole-punch, booklet-making) is required or fully out of scope?
Production level finishing is not required. Basic finishing (stapling) is preferred.
Section 5.4 requires CAC/PIV-enabled authentication “or equivalent.” Can the Government specify the existing identity-management environment (e.g., Active Directory domain, PIV middleware) the proposed devices must integrate with Devices must integrate with the Government’s Active Directory domain and support PIV based authentication. Specific middleware details will be provided post award.
Does USCB currently use a specific follow-me printing/secure-release platform the proposed MFDs must be compatible with?
The Regional Offices do not use a follow me printing or centralized secure release platform, and there are no existing software based print management systems that proposed MFDs must integrate with. Offerors should therefore ensure that proposed devices include standard, built in secure print capabilities consistent with modern enterprise MFDs.
Section 1.3.1 asks Offerors to identify an existing Federal contract vehicle (FSS/GWAC/MAC/IDIQ), if applicable. Can the Government confirm that quoting on the open market under FAR Part 13 (without an existing contract vehicle) is fully acceptable for a small business Offeror? Yes. Quoting under FAR Part 13 on the open market is fully acceptable for small business offerors.
With quotes due September 4 and performance beginning September 15, can the Government confirm the anticipated award date and whether that leaves adequate lead time to procure, ship, and install six devices across six cities? The Government anticipates award on or about September 15, 2026, providing sufficient lead time for procurement and installation.
Is simultaneous installation at all six regional offices required by September 15, or will a phased installation schedule be accepted, and over what period?
Phased installation is acceptable. All devices must be installed within 30 calendar days of award.
Does site access at any of the six offices require Contractor personnel to complete background investigations, facility badging, or other clearance processes prior to installation, and what is the typical processing time? Solicitation No. 13ADFL26Q0001-FLD - Leased Multifunction Printing Devices and Maintenance Support Services – Replacement, Installation, and Disposal
Can the Government provide the make, model, and quantity of the devices the awarded contractor will be responsible for removing from each location, and confirm whether the contractor will also be responsible for data sanitization of that equipment?
If sanitization is required, would the Government accept removal of the hard drives and surrender of those drives to the Government in lieu of sanitization? This information is necessary for Offerors to price removal and sanitization accurately
Because responses to these questions are necessary for Offerors to develop accurate pricing, can the Government confirm that Offerors will have at least seven (7) business days from receipt of the answers before quotes are due?
Yes, however seven businesss days will begin the date responses are posted on 9/2/26 and will be extended until 9/10/26.
