About this file

Summary

This is a state price quote specification document issued by the Washington State Office of Superintendent of Public Instruction (OSPI) Student Transportation program for Type A electric school buses for the 2026-2027 school year. The document solicits price quotes from school bus dealers for both non-lift and lift-equipped electric buses, which will be compiled into a published list that school districts may use to place direct orders with dealers rather than creating binding contracts with selected vendors. The specification details comprehensive requirements for electric buses, including seating capacity with center-to-center spacing of at least 27.5 inches, a minimum 80 kWh propulsion battery, 160 horsepower electric motor, hydraulic brakes, power-operated service doors, LED lighting systems, wheelchair lift platforms measuring minimum 32" x 52" for equipped models, and wheelchair occupant tie-down systems. Vendors must provide documentation including line setting tickets, owner's handbooks, complete repair manuals with wiring diagrams, warranty agreements, and delivery with full service inspections and lubrication.

Quoted prices are based on payment within 30 days after delivery to school districts without sales tax, with separate line items for non-lift and lift-equipped electric buses. Part II of the specification addresses district-supported optional features available at additional cost, including air conditioning, backup alarms, exterior white roof coloring, tilt and telescoping steering wheels, strobe lights, student protection systems, video camera systems with stop-sign monitoring capability, warning light monitors, additional wheelchair tie-down stations, laminated or tinted windows, and single-wheel versus dual-wheel configurations. Vendors must identify the manufacturer and model information for all specified components and specify delivery timelines from the date a purchase order is received by the school district.
