About this file

This document is a State Price Quote Specification form issued by the Washington State Office of the Superintendent of Public Instruction (OSPI) Student Transportation division for soliciting price quotes on Type A school buses fueled by gasoline or propane for the 2026-2027 school year. School bus dealers are invited to submit competitive price quotations that will be compiled into a published list for Washington school districts to use when placing direct orders. The specification document details comprehensive state-supported requirements that vendors must meet or exceed, including vehicle seating capacity with minimum 27.5-inch center-to-center seat spacing, engine specifications (3.5-liter minimum for both gas and propane), transmission requirements, safety features (LED lighting systems, hydraulic brakes, backup lights), and chassis components (alternator, axles, battery specifications). Vendors must provide quotes for both lift-equipped and non-lift equipped configurations. Additionally, required documentation at delivery includes the manufacturer's line setting ticket, owner's/operator's handbook, complete repair manuals with wiring diagrams, and warranty agreements. Service and cleaning prior to delivery must include chassis lubrication, fluid level verification, cooling system protection, complete interior and exterior cleaning, and inspection of all systems to ensure proper operation.

Pricing is quoted separately for gasoline and propane buses in both lift and non-lift configurations, with quoted prices based on payment within 30 days of delivery to the school district and excluding sales tax. Part II of the specification identifies district-supported options for which vendors may propose separate pricing, including air conditioning, alternate fuel systems, backup alarms, exterior white roof coloring, tilt and telescoping steering wheels, strobe lights, student protection systems, video camera systems with multiple configurations, warning light monitoring systems, additional wheelchair tie-down stations, and laminated or tinted windows. Warranty information must be provided for the body, chassis, engine, and transmission, specifying duration in years and mileage. Vendor contact information, estimated delivery dates, and service and parts availability information must be submitted with each quote. This price quote solicitation does not result in contracts with selected dealers but rather creates a pre-approved vendor list that school districts may reference for direct purchasing.
