About this file

This is a Request for Proposal (RFP) issued by Minnesota State for South Central College seeking replacement of a nursing simulation lab video capture and debriefing system. The solution must support simultaneous observation, capture, live streaming, management, and sharing of video and audio from up to four lab bays with capacity for up to 8 concurrent students and 150-200 students per semester. The system requires on-premise infrastructure including server and storage, 12 cameras total (3 per bay across 4 bays), 1 nursing-station camera, and 2 mobile camera carts with wireless connectivity and 8-hour battery runtime. The system must record at minimum 1080p resolution at 30 fps with a minimum 30-day data retention period and support both live streaming and recorded workflows with selective recording capabilities for group simulations. The RFP opened on May 11, 2026, at 3:00 PM CDT with a submission deadline of June 1, 2026, at 4:00 PM CDT. A voluntary pre-award informational meeting is scheduled for May 19, 2026, at 9:00 AM at South Central College's Faribault campus. The successful respondent will enter into a 5-year contract effective July 1, 2026, with an expected contract completion date negotiation deadline of July 15, 2026.

The anticipated budget for this contract is $150,000, encompassing hardware, software licenses, professional services including installation and configuration, travel costs, training, shipping, and warranty and support. The system must integrate with Azure Active Directory using SAML and comply with SOC2 Type II, HECVAT, FERPA, and HIPAA requirements. Respondents must provide a minimum 5-year warranty on all AV hardware and software components and a 1-year warranty on installation, along with comprehensive user guides, training materials for faculty and administrators, and ongoing technical support and software updates. The evaluation committee consists of the Dean of Health Sciences, Nursing Practical Instructor, Classroom Technology Specialist, and Director of IT, and will weight proposals on adherence to terms and conditions (10%), work plan and deliverables (30%), cost and value (30%), respondent qualifications (10%), completeness and thoroughness (10%), and accessibility compliance including VPAT documentation (10%). Minnesota State reserves the right to select one or multiple vendors and may require respondent demonstrations or interviews at a date to be determined. All submissions must be made exclusively through Minnesota State's e-procurement system.
