About this file

This is a Request for Bids (RFB) document issued by the Iowa Department of Administrative Services for a construction project at the Iowa Veterans Home in Marshalltown, Iowa. The solicitation seeks competitive bids for the complete roof replacement of the Dack and Malloy Buildings, including selective demolition, EPDM roofing membrane systems, substrate boards, roof insulation, sheet metal flashing and trim, roof specialties, and associated drainage piping. The Malloy Building constitutes the base bid with the Dack Building as an alternate bid, along with unit price options for miscellaneous wood blocking repairs and asbestos-containing material (ACM) abatement. Two mandatory pre-bid meetings are scheduled for April 9, 2026, at 9:00 AM and April 13, 2026, at 2:00 PM at the project site. The bid submission deadline is April 23, 2026, at 2:00 PM CDT, with a virtual bid opening scheduled for 3:00 PM the same day via Google Meet. Construction is anticipated to begin May 7, 2026, achieve substantial completion by October 31, 2026, and reach final completion by January 21, 2027. The contract will be awarded to the lowest responsive and responsible bidder, with the contract term to be determined by mutual agreement or at the sole discretion of the Lead Agency for potential annual extensions.

Bid security equal to 5% of the total bid amount is required in the form of a bid bond, certified check, or cashier's check. The contract will utilize the ConsensusDocs 802 Form of Agreement and is subject to Davis-Bacon prevailing wage requirements and Iowa sales tax exemption. Contractors must provide a 25-year manufacturer's warranty for the EPDM roofing system and two-year warranties for joint sealants. All bidders must be registered with the Iowa Labor Commissioner and comply with non-discrimination provisions and targeted small business requirements as outlined in Chapter 73 of the Code of Iowa. A hazardous building materials survey dated March 2, 2026, identified asbestos-containing roof tar and expansion joints requiring proper abatement in accordance with OSHA standards and applicable state and federal regulations. Retainage will be held at 3% of work performed until substantial completion, then decreasing to 3% of the contract sum upon substantial completion. The project is overseen by the Construction Manager (DCI Group) and the Architect (Genesis Architectural Design), with the full-size project manual containing detailed specifications, drawings, and technical requirements. The resulting contract will be available to all State Agencies.
