The Quoters are placed on notice that any quotes that are unrealistic in terms of technical commitment or unrealistically low in cost(s) and/or price will be deemed reflective of an inherent lack of technical competence or indicative of failure to comprehend the complexity and risk of contract requirements, and may be grounds for rejection of the quote. An evaluation of the Quoters’ price quotes will be made to determine if they are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the technical capabilities. Reasonableness determinations will be made by determining if competition exists, by comparing quote prices with established commercial or GSA price schedules, or by comparing quote prices with the Government estimate.
Factor 2 - Management Approach The Quoter shall provide a detailed description of their management approach including (1) how their management structure will be flexible and responsive to meeting requirements; (2) how flexibility is to be maintained in making work assignments for the proposed work in order to make maximum use of available personnel and skill mix; (3) the problems associated with and a proposed approach to managing problems associated with the proposed work;
