The Office of Central Procurement on behalf of Oklahoma State University (OSU) (the “University”), a public institution of higher education and an agency of the State of Oklahoma, hereby solicits written proposals from qualified bidders for the purchase of certain University-owned real property located in Ardmore, Oklahoma. This Request for Proposals (RFP) is issued to identify the proposal that provides the best overall value to the University, consistent with applicable Oklahoma law and the University’s fiduciary responsibilities.

The 90-acre site is located at 3210 Sam Noble Pkwy. on the east side of Ardmore. The almost rectangular shaped site is zoned PFI, “Public Facilities and Institutions” and has 631' of frontage on the south side of Sam Noble Pkwy, and 3,142' of frontage on the east side of Mary Niblack Rd. Both frontages have vinyl fencing. It is partially located in a FEMA designated flood zone and has all utilities available to it, including city water and sewer.

In 2010 and 2011, the facility that was to become the OSU Institute of Biosciences was designed by Miles Architects and constructed by Lambert Construction. It was occupied in 2011.

The facility is a 3-story 39,173 SF office building with the top floor dedicated to HVAC and other laboratory infrastructure equipment such as RO water and central vacuum. The building contains a central auditorium that would seat over 200 people with 4 wings each containing a large laboratory of between 1100 and 1600 sq. ft. and adjacent space usable for growth chambers, freezers, and coolers. The administrative portion of the facility also contains over a dozen offices, 6 large rooms used for housing multiple people, and numerous team rooms and conference rooms.

The site is improved with concrete paving and gravel parking areas allowing 114 parking spaces, four of which are for handicapped parking. There is a 1,200 SF greenhouse and back-up generator. The site around the building is irrigated. The building sits on approximately 16 acres, which can also be considered as an option for interested buyers with the adjacent approximately 74 acres being able to be purchased separately.

All documents related to this RFP (specifications, etc.) are located in the "Buyer Attachments" section of this online solicitation.
