About this file

This Request for Bids (RFB) document is issued by the Iowa Department of Administrative Services General Services for the Capitol Complex Fuel Tank Fuel Removal and Refill project. The solicitation seeks qualified contractors to remove approximately 30,000 gallons of ultra-low sulfur diesel #2 and associated sediment from a 300,000-gallon storage tank located at the Central Energy Plant in Des Moines, Iowa (105 SE 13th Street), and subsequently refill the tank to capacity following separate tank inspection and repair work. The RFB was released on January 2, 2026, with a mandatory site visit scheduled for January 12, 2025, at 1:00 PM CT. Bids are due by January 30, 2026, at 2:00 PM CST, with the RFB number 005-RFB-2158-2026. The contract will begin upon execution and continue for one year, with options to renew for additional one-year terms not to exceed six years total. Michael Bradbury (michael.bradbury@iowa.gov, +1 515-823-9327) serves as the primary contact for inquiries.

The bidding structure requires separate line items for fuel extraction and disposal services and fuel refill services, both measured in gallons. Fuel refill pricing shall consist of a markup and delivery price quoted in cents per gallon, which includes all storage, handling, transportation, overhead, and profit costs, plus the Federal Oil Spill Tax, and a daily rack rate based on DTN Corporation's Des Moines terminal quotations on the delivery date. Federal and State taxes, the Superfund Surcharge, and the Iowa Environmental Protection Charge on Petroleum Diminution shall be itemized separately on invoices and not included in bid margins. The State of Iowa requires FOB Destination, Freight Prepaid shipping and allows 60 days for payment (Net 60). Bidders with contract values of $25,000 or more must provide a performance bond with surety. The State prefers payment via its Purchasing Card Program when possible.
