B4 Generator and ATS Replacement

1333ND26RNB190034 001 Q&A

1) How are proposals to be submitted?

Please submit proposals electronically via email to the Contracting Officer, Travis Zoellner at travis.zoellner@nist.gov.

2) "All work must be completed 90 days from the issuance of NTP" We believe this timeline may not be feasible due to current lead times of generators. Can the schedule be adjusted based on lead times of equipment?

The period of performance is negotiable, please provide an alternate period of performance.

Lead times for materials/equipment must be included in the timeframe.

3) There is currently a trench cut into the parking lot of building 4 that hinders access to the generator. Can you confirm when this trench will be filled? Would schedule adjustments be acceptable in the case where the trench is still present when the NTP is issue?

This work is scheduled to be completed at the end of August 2026. This should not conflict with this contract. Yes, schedule adjustments can be made if construction is still ongoing.

4) Room 1402A is currently occupied as an office. Can you confirm when the office will no longer be occupied? Would schedule adjustments be acceptable in the case where room 1402A is still occupied when the NTP is issued?

The office is supposed to be vacant by the end of the fiscal year. Yes, schedule adjustments can be made if office is still occupied.

5) Is this project a lowest bid awarded or a most qualified awarded?

The Contracting Officer intends to award a Firm Fixed-Price (FFP) contract to the responsible Offeror whose proposal the Contracting Officer determines represents the best value, price and other factors considered. Please see the Basis for Award on page 114 of the solicitation for further details.

6) Have the standards for electrical installations changed since the existing generator, ATS, and conduit were installed in 1997? Can you confirm the conduit type that was used from the as-built drawings of the installation? Yes, please see the NIST Attach 8 Low-Voltage Electrical Power Conductors and Cable. I cannot confirm the conduit that was used during original construction.

7) Requesting copy of bid walk sign in sheet.

The sign in sheet is attached to this amendment.

PAGE 5 OF 9 1333ND26RNB190034002

8) Regarding the existing conduit from the ATS to the existing generator, can this conduit be repurposed for the new feeder back to the critical load?

Repurposing/extending as required is acceptable.

9) What installation windows are acceptable for interruption to the EM Panel loads?

Coordinate with the COR as to timing.

10) Regarding the NG and Diesel options:

a) Considering the blue text notations in Engine Specification 26 32 13 – 3.1 a.i) Diesel genset, based on the observation from the bid walk, it appears the only suitable location would be in the driveway/parking area currently under construction and due south of the current genset location, is this the expectation? We have a variance exemption for this work.

a.ii) Do the requirements specific to the diesel genset option Apply to the NG option?

(a.ii.1) Regarding requirements for exterior lighting, bollards and fencing, security, etc. We have a variance exemption for this work.

(a.ii.2) Requesting a copy of the current ESO Physical Security Documents.

Not distributable.

a.iii) Outside of the 25’ building clearance are there other civil specific requirements other than the ESO Physical Security Documents to adhere to as it pertains to the physical location of a belly tank fuel supply? You will need to install bollards around the pad if a diesel generator is installed.

(a.iii.1) Will the existing pad be suitable for a diesel option? Yes but bollards must be added for diesel option.

11) Regarding the AC Input to the new ATS located in Room 1402A, considering the location of Panel P and the proximity to the new ATS location, is it acceptable to provide a new breaker in Panel P to provide the 208V AC Input to the new ATS?

This will be acceptable. However, it will be incumbent on the contractor to ensure the breaker is appropriately sized (ampacity and AIC – shall be submitted for approval to NIST).

In this case, the contractor will be required to demolish the existing house power feeder from the existing ATS location back to its source.

12) Would the government consider an alternate location for the transfer switch in our proposals to help meet the requirements of NEC 700.3?

PAGE 6 OF 9 1333ND26RNB190034002

Yes. This is acceptable.

13) Panel EM1 shows an air compressor for a fire suppression system. Is this load abandoned?

Will Firewatch be required for any outages of this during construction?

This load is not abandoned. Contractor must rent a portable generator to support the fire suppression system t keep the system online.

14) Can shutdowns be scheduled upon request or will shutdowns need to be scheduled during the semi annual shutdown windows? (The EM panel appears to feed the BAS controller for building 4).

Shutdown can be scheduled upon request

15) Please confirm that the government is responsible for the removal of the generator and ATS from building 4 once fluids are drained and gas/power disconnections are complete.

The contractor will remove all fluids, disconnect the gas connection, remove all building wiring, and remove the generator from the existing pad. The government will dispose of the generator through the excess property program.

16) The solicitation states a minimum of a 12kW generator, did the government verify this by performing load studies on panel EM1 and EM2? If not, would the government want the contractor to perform any load studies upon NTP prior to releasing the generator?

17) Task 1.4 states the installation must meet site standards for generators, please provide.

See attachments 8-13 in the solicitation

18) Will the generator require fencing, repairs/modifications to existing concrete pad, or any other site modifications? We have a variance exemption for this work.

19) Can the bid date be extended?

The proposal due date is extended to [DATE].

20) Is Buy American required for this solicitation

Please see FAR clause 52.225-9 Buy American Construction Materials on page 65 of the solicitation.

21) Are prevailing wages applicable to project? If so, provide wage sheets

Please see attachment 14 of the solicitation, provided on Sam.gov in the Section J attachments zip file.

22) 1.12(4) calls for the contractor to provide installation drawings, Is the intent of this solicitation to be a design build?

PAGE 7 OF 9 1333ND26RNB190034002

No.

23) 1.10, 1.16, 1.18. Please provide any NIST standards that the COR deems applicable to project.

See attachments 8-13 in the solicitation

24) What is the governments estimated $ magnitude for this project?

Contracting Officer will answer this question

25) 1.12, Would NIST like panel EM2 to be fed by the same EM ATS or a separate ATS?

EM2 is currently fed via EM1, so there is no scope for an added ATS.

26) NFPA 110 Classification: The project SOW identifies the emergency power supply system as NFPA 110 Level 2. The NIST Engine Generator specification also contains requirements for NFPA 110 Level 1 alarm and remote annunciator functions.

Could you please confirm the required NFPA 110 Level, Class, and Type for the generator/EPSS? If Level 2 applies to the overall EPSS but the Level 1 alarm/annunciation requirements are still required, please confirm

The SOW refers only to Level 2 requirements.

27). Available Fault Current at ATS: Could you please provide the available fault current at the location of the new automatic transfer switch, or the required minimum SCCR/AIC rating to be used for selection of the ATS?

10kA is the minimum rating.
