About this file
This is a federal solicitation (Request for Proposal) for a Design-Build Indefinite Delivery, Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) issued by the National Institute of Standards and Technology (NIST) for the renovation, expansion, and modernization of the Central Utility Plant (CUP) at the NIST Gaithersburg campus in Maryland. The procurement will be conducted in two phases, with an estimated construction cost of $56 million for Phase 1, covering steam generation, chilled water systems, electrical systems, and compressed air systems.
The solicitation includes a two-phase selection process with a $280,000 stipend for unsuccessful Phase II offerors. Phase I requires contractors to submit qualifications demonstrating bonding capacity, design-build approach, and technical qualifications. Up to three most highly qualified contractors will be selected for Phase II, which involves a detailed technical and price proposal, including a one-on-one interview. The contract will have a 10-year and 6-month performance period, with the primary objective of modernizing aging utility infrastructure while maintaining continuous campus operations. Key evaluation factors include technical solution, project team, small business participation, project labor agreement, and price, with non-price factors being significantly more important than price.

SATOC Base Statement of Work
Objective
To acquire Design-Build construction services for the renovation, expansion, and modernization of the Central Utility Plant (CUP) at the National Institute of Standards and Technology (NIST) Gaithersburg campus through an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Single Award Task Order Contract (SATOC). The contractor shall provide qualified personnel, material, and equipment to perform work in accordance with the specified scope, ensuring reliable utility services to support NIST’s mission and planned campus expansion.
I. BACKGROUND INFORMATION
The U.S. Department of Commerce, National Institute of Standards and Technology (NIST) headquarters campus is located on 579 acres in Gaithersburg, Maryland. The original campus construction dates from the mid-1960s and the entire campus has been designated a National Register Historic District. NIST has embarked on a program to expand and modernize its facilities on its Gaithersburg campus. The 2018 NIST Gaithersburg Campus Master Plan and Environmental Assessment identifies the need to renovate more than two million gross square feet (GSF) and add more than 1 million GSF via new construction.
Existing equipment and systems within the Central Utility Plant (CUP) complex of buildings (“hereafter, simply the “CUP”) are approaching the end of their useful life and need replacement.
The CUP provides crucial utility services to NIST’s Gaithersburg campus. Modernization of the CUP is necessary to allow the planned expansion and ensure reliable utility provision in support of NIST's mission.
The CUP includes the following buildings on the NIST Gaithersburg campus:
• Building 302 (B302) – Steam & Chilled Water Generation Plant (~60 years old).
Produces 150 psi steam, 42°F chilled water, and 125 psi compressed air for campus.
• Building 305 (B305) – Cooling Towers CT-1 through CT-8 serving chillers RU-1 through RU-6 in B302.
• Building 305V (B305V) – Electrical Service Building for B305 condenser water system.
• Building 306 (B306) – Electrical Substation with 13.8-kV switchgear connected to three
37.5-MVA PEPCO transformers west of B306.
• Building 316 (B316) – Electrical Service Building for B317 condenser water system.
• Building 317 (B317) – Cooling Tower CT-9 serving chiller RU-7 in B302.

PAGE 20 OF 63 1333ND26RNB1900011
SOW Task Order #1
Renovation, Expansion, and Modernization of the Central Utility Plant (CUP) Steam Plant NIST Gaithersburg Campus, Maryland
I. OBJECTIVE
The objective of this task order is to engage a qualified contractor to perform design services for the renovation, expansion, and modernization of the Central Utility Plant (CUP) Steam Plant located at the National Institute of Standards and Technology (NIST) Gaithersburg campus. This work supports NIST’s strategic mission by ensuring reliable utility services and enabling future campus expansion through modernization of the CUP infrastructure, including steam generation, chilled water production, electrical systems, and related utilities.
II. BACKGROUND INFORMATION
The U.S. Department of Commerce, National Institute of Standards and Technology (NIST) headquarters campus spans 579 acres in Gaithersburg, Maryland. Originally constructed in the mid-1960s, the campus is designated as a National Register Historic District. NIST is undertaking a program to expand and modernize its facilities, as outlined in the 2018 NIST Gaithersburg Campus Master Plan and Environmental Assessment. This plan identifies the need to renovate over two million gross square feet (GSF) and add more than one million GSF through new construction.
The Central Utility Plant (CUP) complex—critical for providing steam, chilled water, electrical power, and compressed air—includes the following buildings:
• Building 302 (B302): Steam & chilled water generation plant, ~60 years old; produces 150-psi steam, 42°F chilled water, and 125-psi compressed air.
• Building 305 (B305): Cooling towers CT-1 through CT-8 supporting chillers RU-1 through RU-6.
• Building 305V (B305V): Electrical service building for B305 condenser water system.
• Building 306 (B306): Electrical substation distributing 13.8-kV power via PEPCO transformers.
• Building 316 (B316): Electrical service for B317 condenser water system.
• Building 317 (B317): Cooling tower CT-9 serving chiller RU-7.
Existing equipment and systems in the CUP are nearing the end of their useful life, necessitating modernization to support NIST’s planned expansion and mission-critical utility reliability.

III. PURPOSE
The purpose of this task order is to engage a contractor to perform the design stage services for the renovation, expansion, and modernization of the CUP Steam Plant. The contractor shall provide qualified personnel, materials, equipment, and services within the defined scope.
IV. SCOPE OF WORK
The scope of this Task Order includes the design of the steam plant identified in Phase 1 of the CUP, in accordance with Attachment B – CUP POR and Attachment C – CUP POR Appendix.
The design for Phase 1 shall account for the requirements of Phase 2 to ensure that future CUP POR Phase 2 work is not impeded.
The design shall encompass all necessary building systems, including structural, HVAC, plumbing, fire/life safety, controls, and related components required to support the steam plant modernization. The estimated construction cost for the Phase 1 Steam Plant, as specified in Attachment B of the IDIQ contract, is $56,000,000.
This scope also includes, as an enhancement, the replacement of underground diesel fuel tanks and associated piping. Such replacement may be executed as either aboveground or underground and shall be integrated with the overall project design.
All design deliverables shall incorporate construction sub-phasing to ensure uninterrupted operation of the CUP and campus, coordinated with NIST’s planned fiscal year funding. The phasing plan developed by the contractor may be used by NIST to define requirements for future task orders under the IDIQ contract. The Task Order also includes construction of sub-phases of the steam plant based on the design to the Task Order award amount.
