About this file
This is a Questions and Answers document for a Department of Commerce National Institute of Standards and Technology (NIST) Request for Quotation (RFQ) solicitation numbered 1333ND26QNB670452. The document provides anonymized answers to vendor inquiries regarding the procurement of a Brand Name OR EQUAL Data Processing Server/GPU Workstation. The solicitation is structured as a total small business set-aside under NAICS code 541519 (IT Value Added Resellers) with a small business size standard of 150 employees. The response deadline is September 4, 2026 at 5:00 PM ET. Quoters must submit firm fixed price quotations and maintain active registration in the System for Award Management (SAM.gov) at the time of quotation submission, during contract performance, and through final payment.
The specific requirements for the data processing server/GPU workstation are outlined in the attached NIST Requirements Document, which establishes technical specifications and delivery conditions. This RFQ follows the commercial acquisition procedures in FAR Part 12 and incorporates Federal Acquisition Circular (FAC) 2026-01 and the Revolutionary FAR Overhaul (RFO) as of August 29, 2026, supplemented by Department of Commerce Acquisition Policy. The Questions and Answers document serves as a clarification tool to address vendor inquiries and ensure uniform understanding of the solicitation requirements among all prospective bidders.

The brand-name reference product, the Exxact Corporation VWS-135223847, is published by the manufacturer with two 10 Gigabit Ethernet ports plus a 1 Gigabit Ethernet IPMI/management port, and the only add-in network adapter offered in the manufacturer's configurator for that platform is a dual-port 25 Gigabit Ethernet card.
a) Does the Government require two 100 Gigabit Ethernet ports, or is the intent dual-port high-speed networking with the 100 Gigabit figure describing an aggregate or a maximum?
b) Would the referenced Exxact VWS-135223847, in a configuration otherwise meeting all stated minimums, be technically acceptable with its published 10 Gigabit Ethernet onboard networking and the available 25 Gigabit Ethernet adapter?
c) If two 100 Gigabit Ethernet ports are firmly required, please confirm, so that quoters price an appropriate adapter. A. No. The requirement is dual 10GbE with dedicated IPMI management, not dual 100GbE.
B. Yes. The referenced Exxact system is technically acceptable from a networking perspective with its dual 10GbE ports and dedicated IPMI port, provided all other minimum requirements are met.
C. Two 100GbE ports are not required.
Requirements Document We need to confirm if you want 100GbE or is it 10GbE? And is a dual SFP28 connector and the dedicated out-of-band/IPMI is a separate connector usually a 1GbE port?
CPU: AMD Threadripper PRO 9975WX (32 cores) or equal; minimum 32 cores, ECC DDR5, and PCIe Gen 5 support
• Memory: Minimum 512 GB ECC DDR5
• GPU: 4 × NVIDIA RTX PRO 6000 Blackwell Max-Q or equal; minimum 96 GB GPU memory per GPU and equivalent AI/compute capability
• OS Storage: Minimum 2 TB PCIe Gen 5 NVMe SSD
• Data Storage: 2 × 15.36 TB enterprise NVMe SSD; RAID 0 capable
• Networking: Dual 100GbE with dedicated out-of-band/IPMI-equivalent management
| • Operating System: Ubuntu 24.04 LTS Desktop compatible | Confirmed. The networking requirement is dual 10GbE, not 100GbE. A dual-port SFP+ interface for the 10GbE connections, along with a separate dedicated 1GbE out-of-band/IPMI management port, is acceptable. | |
| Requirements Document | A configuration meeting the stated minimums, a 32-core Threadripper PRO and four graphics cards at 300 watts each, draws approximately 1,955 watts. Power supplies at that class are typically rated for materially less output on a 115 to 200 volt input than on a 200 to 264 volt input, which means this system generally requires a 200 to 240 volt circuit to operate at full load. |
a) Please confirm that the receiving location has 208 or 240 volt service available, so that the correct power cable is supplied with the unit.
b) Does the Government have a preferred receptacle type, for example NEMA 6-20, so the delivered cable matches? A. Confirmed. 208V power service is available at the receiving location.
B. The preferred receptacle type is NEMA 6-20. Please provide the appropriate compatible power cable with the system.
Solicitation The Addendum to FAR 52.212-1 instructs that quotations be emailed to laure.roller@nist.gov. The INQUIRIES paragraph on the same page, and the point of contact published on SAM.gov, both give lauren.roller@nist.gov.
| Because the solicitation states that quotations "shall not be deemed received by the Government until the quotation is received in the e-mail inbox set forth above," please confirm the correct address for quote submission. | The solicitation has been revised to correct the typographical error in the Addendum to FAR 52.212-1. Please submit quotes to lauren.roller@nist.gov. |

| The evaluation factors state that delivery shall be "inclusive of all delivery costs, including any potential tariffs." Please confirm that this means the quoted firm fixed price is expected to account for tariffs in effect as of the quote date, and that no price adjustment mechanism applies after award. | Yes, the quoted firm fixed price is expected to account for tariffs and no price adjustment mechanism applies after award. A CLIN has been added to the solicitation to more clearly address this. |
