About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the National Institute of Standards and Technology (NIST) on August 25, 2026, for Request for Quotation 1333ND26QNB190502.

The solicitation seeks firm-fixed-price commercial repair services for a 2018 International MV607 SBA vehicle (VIN 1HTEUMMM9KH613305). The scope includes three primary tasks: (1) replacing the input shaft seal, which requires transmission removal and reinstallation, steam cleaning, and road testing; (2) replacing the LL-800 hoist cylinder under the bed along with associated Williams Machine & Tool valve assembly gasket, breather cap, WCR-3 valve assembly, and safety stickers; and (3) providing a manufacturer's warranty covering defective products or components from the manufacturing process. The contractor must be manufacturer-certified or otherwise authorized/qualified to perform repairs and may satisfy this requirement through a disclosed subcontractor. The repair facility must be located within 30 miles of the NIST Gaithersburg campus. The period of performance is 14 calendar days after vehicle receipt. Quotations must be submitted in two separate volumes: Volume 1 containing pricing on SF 1449, and Volume 2 containing technical capability/qualifications, warranty capability, and schedule confirmation. The Government will make award using a lowest-price technically acceptable (LPTA) evaluation methodology, considering technical factors (capability/qualifications, warranty, schedule) and price. Payment is due 100 percent upon repair completion, acceptance by the Contracting Officer, successful operational testing, and demonstration of performance per requirements. Offerors must acknowledge all solicitation amendments and maintain complete System of Award Management (SAM) registration by the solicitation closure date.

Solicitation Question and Response

1. The requirement states that the contractor must be manufacturer-certified or otherwise authorized and qualified to perform the repairs and provide warranty-supported parts and service.

May a prime contractor satisfy this requirement by proposing a disclosed subcontractor that:

• Is an International-authorized or otherwise qualified commercial-truck repair facility;

• Operates a repair shop within the required distance of the NIST Gaithersburg campus;

• Will perform all hands-on repairs;

• Can provide the required manufacturer-supported parts and warranty; and

• Can complete the work within the required performance period?

If so, please identify what subcontractor certifications, authorization documents, warranty information, or technical documentation should accompany the quotation.

RESPONSE:

Yes, a prime contractor may satisfy the SOW's requirement that the "Contractor" be manufacturer-certified or otherwise authorized/qualified by proposing a disclosed subcontractor. The entity actually performing each applicable repair, whether the prime contractor or a disclosed subcontractor, must be manufacturer-certified or otherwise authorized/qualified, as applicable, for the repair it will perform. The prime contractor may satisfy the manufacturer-supported parts and warranty requirements either directly or through a disclosed subcontractor, consistent with the solicitation requirements. The prime contractor remains fully responsible to the Government for performance of the entire scope of work. The quotation shall include the information and supporting documentation required by Section 3, Technical Volume Submission Instructions, of the Addendum to FAR 52.212-1, as amended.

CAR 1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures

The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations:

(1) Technical Capability/Qualifications. The offeror's capability to successfully perform the repairs will be evaluated, including whether the entity that will actually perform each applicable repair, whether the offeror or a disclosed subcontractor, is manufacturer-certified or otherwise authorized/qualified, as applicable, for the repairs it will perform, and whether the proposed repair facility meets the solicitation's location requirement.

(2) Warranty Capability. The offeror's ability, either directly or through a disclosed subcontractor, to furnish the manufacturer's warranty required by the SOW and to provide or support the associated manufacturer-supported warranty parts and services will be evaluated.

(3) Schedule. The offeror’s ability, either directly or through any disclosed subcontractor, to complete the repairs within 14 calendar days after receipt of the vehicle will be evaluated.

(4) Price.

ADDENDUM TO 52.212-1, INSTRUCTIONS TO OFFERORS – COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES

1. Instructions for Quotation Submissions

This Request for Quote (RFQ) action is to be executed in accordance with the procedures of Revolutionary FAR Overhaul (RFO) FAR 12, Acquisition of Commercial Products and Commercial Services.

The Government intends to make a lowest price, technically acceptable determination from the quote offering the lowest price, technical acceptable solution to meeting the requirement.

Offeror submittals shall include a technical volume separate from the pricing, as detailed below.

The technical quote shall consist of Offerors addressing each of the non-price evaluation subfactors described below and providing a detailed process for addressing the solicitation requirements. Offerors should indicate the company's capabilities and the means to be used to satisfy the requirements of the solicitation.

The pricing quote shall consist of the Offeror’s best and final price to satisfy the requirement.

In accordance with FAR Clause 52.212-1(d), The Government intends to evaluate quotes and award a contract without discussions with Offerors. Therefore, the Offeror’s initial quote should contain the Offeror’s best terms.

However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all quotes if such action is in the public interest, accept other than the lowest quote, and waive informalities and minor irregularities in quotes received.

Quote Volume Requirements:

NIST requires two (2) separate volumes for this requirement:

• Volume 1, Price Quote – SF 1449 and all amendments completed, priced as necessary, and signed

• Volume 2, Technical Quote – Non-Price Evaluation Factor

Each quote shall clearly demonstrate the Offeror’s understanding of both the general and specific technical requirements of the solicitation.

Clarity and completeness of quotes are of the utmost importance. Therefore, quotes must be written in a practical, clear, and concise manner. Quotes which merely restate the requirement or state that the requirement will be met without providing supporting rationale are not sufficient and will result in an unfavorable evaluation rating.

Failure to provide a reasonable and complete response to the solicitation may reflect a lack of understanding of the requirements and may result in a determination that the quote is technically unacceptable.

Failure to submit any of the information requested by this solicitation may result in a quote being found non-responsive and not evaluated or result in an unfavorable evaluation rating.

An Offeror may be eliminated from consideration without further exchanges if their quote is not among those considered most advantageous to the Government based on the solicitation criteria.

Offeror may be asked to clarify certain aspects of their quote to resolve minor or clerical errors.

Upon receipt, all Quotes become Government property.

Offerors should note that taking exceptions to the Government's requirements may indicate an unwillingness or inability to fulfil the contract and may be considered ineligible for award.

PAGE 10 OF 15 1333ND26QNB1905020001

2. Solicitation Response Requirements

The Government will assess quotes based on how well the quotes meet the factors and requirements outlined in this RFP using the evaluation criteria and instructions therein.

Any quote that does not meet the stated solicitation requirements or performance objectives may be considered ineligible for award.

2.1 Quote Requirements

Quotes shall conform to the solicitation provisions and be prepared in accordance with this section.

To aid in evaluation, the quotes shall be clearly and concisely written, neatly presented, indexed (cross-indexed as appropriate), and assembled as required by this instruction to offerors. All pages of each part shall be appropriately numbered and identified with the name of the Offerors, the date, and the solicitation number.

Page Limitations. Volume II shall be no more than 10-pages.

Format. Text shall be single-spaced and fit on 8½” x 11” paper, with a minimum one-inch margin all around (should the Government need to print). Each page with content shall count as a single page. Pages shall be numbered consecutively. Text shall be no smaller than 11-point font. Bolding, underlining, and italics may be used to identify topic demarcations or points of emphasis. Graphic presentations, including tables, while not subject to the same font size and spacing requirements, shall have spacing and text that is easily readable.

Restriction of Disclosure/Proprietary Information. If the Offeror wishes to restrict the disclosure or use of its quote, individual subcontractor/vendor proprietary information may be submitted via separate volumes. The information contained in these volumes must be referenced (by volume title, page, and section number as appropriate) within the main quote where the information would have been included if it were not subcontractor/vendor proprietary. The information in these separate volumes is subject to all other requirements of the RFP, will be included in the page count for the appropriate volume, and must be well-marked to clearly indicate any special handling instructions.

Submission Due Dates. Quotes must be received prior the date and time in block 8 of the SF 1449. Quotes received after this date and time are considered late and may not be accepted.

Pricing. Offeror agrees to hold their pricing firm for 120 calendar days from the date specified in block 8 of the SF 1449, unless another time period is specified in an addendum to the solicitation. Any quote providing less than the specified acceptance period may not be considered acceptable and may not be considered for award.

3. Technical Volume Submission Instructions

3.1 Technical Capability/Qualifications

The Offeror shall:

(i) Identify whether the required repairs will be performed by the Offeror, a disclosed subcontractor, or a combination of both. If the Offeror proposes to use a subcontractor to perform any of the required repairs, the Offeror shall identify the subcontractor by legal business name and identify the specific repairs or portions of the work the subcontractor will perform.

a. Confirm whether the entity that will actually perform each applicable repair, whether the Offeror or a disclosed subcontractor, is manufacturer-certified or otherwise authorized/qualified, as applicable, to perform the repairs required by the SOW for the specified 2018 International MV607 SBA and the associated hoist/hydraulic components.

PAGE 11 OF 15 1333ND26QNB1905020001

(ii) For each entity whose certification, authorization, or qualification is relied upon, identify the basis for that certification, authorization, or qualification and provide supporting information or documentation sufficient for the Government to verify it. Supporting documentation may include, as applicable, a manufacturer or authorized dealer/service authorization letter, manufacturer or authorized service documentation, technician certifications or qualifications, training documentation, or other information demonstrating the entity's qualifications to perform the applicable repairs. If the Offeror relies upon a subcontractor, the supporting documentation shall pertain to the proposed subcontractor and the work it will perform.

(iii) Identify the address of the repair facility at which the work will be performed and confirm that the proposed repair facility is located within 30 miles of the NIST Gaithersburg campus. If the work will be performed at a disclosed subcontractor's facility, the Offeror shall identify that facility as the proposed repair facility.

Use of a subcontractor does not relieve the Offeror, if awarded, of responsibility for successful performance of all contract requirements.

3.2 Warranty Capability

The Offeror shall provide information demonstrating its ability, either directly or through a disclosed subcontractor, to furnish the manufacturer's warranty required by the SOW. The submission shall:

(i) Identify the manufacturer warranty applicable to the parts or components to be furnished under the contract;

(ii) Describe the applicable warranty coverage, duration, exclusions, and process for obtaining warranty repair or replacement; and

(iii) Identify the entity that will provide or support the warranty-covered parts and services required by the SOW and explain how such warranty support will be provided;

a. If the Offeror relies upon a disclosed subcontractor to provide or support the required manufacturer warranty, provide information or documentation sufficient to demonstrate the subcontractor's ability to provide or support the applicable manufacturer-supported warranty parts and services.

The Offeror shall provide copies of applicable manufacturer warranty documentation or other supporting documentation with its submission.

3.3 Schedule

The Offeror shall confirm its ability, either directly or through any disclosed subcontractor, to complete the required repairs within 14 calendar days after receipt of the vehicle.

4. Price Volume Submission Instructions

Offerors shall complete and submit the SF1449, of this solicitation. An official having the authority to contractually bind the Offeror’s company must sign the SF 1449.

Offerors shall:

• Completed all required fields and line-item pricing listed in the SF1449 schedule, and amendments if necessary.

PAGE 12 OF 15 1333ND26QNB1905020001

• Acknowledge all solicitation amendments using one of the methods set forth in Block 11 of SF30, the form on which any amendment will be issued.

• Have a complete System of Award Management (SAM) registration, inclusive of all required representations and certifications, by the solicitation closure date.

5. Confidential Information

The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests from outside the Government for copies of offeror’s qualifications and Quotes submitted to Federal agencies.

If a offeror's submissions contain information that they believe should be withheld from such requesters under FOIA on the grounds that they contain "trade secrets and commercial or financial information" [5 USC§552(b) (4)], the offeror should mark its submissions in the following manner "Some parts of this document, as identified on individual pages, are considered by the submitter to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure under the Freedom of Information Act.”

Addendum to FAR 52.212-2

PAGE 13 OF 15 1333ND26QNB1905020001

ADDENDUM TO 52.212-2, EVALUATION – COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES

Basis of Award – The Government intends to issue a firm-fixed-price purchase order using the lowest price technically acceptable (LPTA) source selection process. Award will be made to the lowest-priced quote that meets all technical acceptability standards and otherwise conforms to the solicitation

Except for communications conducted for the purpose of minor clarification, the Government intends to evaluate offers and award without discussions. Therefore, each initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the Contracting Officer to be necessary.

The Government will arrange the quotes from lowest to highest total evaluated price. The Government will evaluate technical acceptability beginning with the lowest-priced quotation and will continue in ascending order of price until a technically acceptable quotation is identified. Once a technically acceptable quotation is identified, the Government may cease evaluating higher-priced quotations. A technically unacceptable quote will not be considered further for award. USING THIS PROCEDURE, THE

GOVERNMENT MAY NOT EVALUATE ALL QUOTES.

The following factors will be used to evaluate quotes:

• Volume 1 – Price

• Volume 2 – Technical o Technical Capability/Qualifications o Warranty Capability o Schedule

VOLUME 1 – PRICE

Price will be evaluated separately from the Technical Factor. The Government will evaluate the total proposed price for completeness and reasonableness. The proposed price must be determined to be fair and reasonable.

The Government may use one or more price analysis techniques, including comparison of proposed prices received in response to the solicitation and comparison with the Independent Government Estimate.

VOLUME 2 – TECHNICAL

Technical Evaluation: Acceptable/Unacceptable

The Technical Factor is a pass/fail threshold requirement and will be evaluated as Acceptable or Unacceptable.

The Government will evaluate the Offeror’s technical quote against the requirements and salient characteristics contained in the solicitation and Requirements Document.

Each technical subfactor will be assigned one of the following ratings:

Acceptable: The quote meets all solicitation requirements applicable to the subfactor and provides the information and supporting documentation required by the solicitation.

Unacceptable: The quote fails to meet one or more solicitation requirements applicable to the subfactor, fails to provide required information or supporting documentation, or takes exception to a material solicitation requirement.

PAGE 14 OF 15 1333ND26QNB1905020001

To receive an overall Technical rating of Acceptable, the quotation must receive an Acceptable rating under each technical subfactor. A rating of Unacceptable under any technical subfactor will result in an overall Technical rating of Unacceptable.

1. Technical Capability/Qualifications

The Government will evaluate whether the quote satisfies the following acceptability standards:

(i) Identifies the entity or entities that will actually perform the required repairs, including any disclosed subcontractor proposed to perform all or any portion of the repairs;

(ii) Demonstrates that the entity that will actually perform each applicable repair, whether the Quoter or a disclosed subcontractor, is manufacturer-certified or otherwise authorized/qualified, as applicable, to perform the repairs required by the SOW for the specified 2018 International MV607 SBA and the associated hoist/hydraulic components;

(iii) Provides supporting information or documentation sufficient for the Government to verify the applicable certification, authorization, or qualification of the entity that will perform the repairs;

and

(iv) Proposed repair facility is located within 30 miles of the NIST Gaithersburg campus.

2. Warranty Capability

The Government will evaluate the Quoter's quote to determine whether it demonstrates that:

(i) The manufacturer warranty applicable to the proposed parts or components satisfies the warranty requirements of the SOW; and

(ii) The Quoter, either directly or through a disclosed subcontractor, has the capability to provide or support the associated manufacturer-supported warranty parts and services.

If the Quoter relies upon a disclosed subcontractor to satisfy the warranty requirement, the Government will evaluate the supporting information or documentation provided for that subcontractor to determine whether the proposed arrangement satisfies the SOW warranty requirements.

3. Schedule

The Government will evaluate the quotation to determine whether it confirms the ability, either directly or through any disclosed subcontractor, to complete the required repairs within 14 calendar days after receipt of the vehicle.
