About this file

This is Amendment 0001 to a federal solicitation for government property relocation services at WWVH (World-Wide Vortex House) facility. The amendment, issued by the National Institute of Standards and Technology (NIST) on July 2, 2026, extends the offer due date from July 7, 2026 to July 9, 2026 at 5:00 PM (MT) and incorporates twelve Questions and Answers clarifications into the contract.

The project scope requires contractors to relocate government laboratory and transmitter equipment from Buildings 800 and 800A and surrounding grounds into three storage containers: one 40-foot conditioned container equipped with HVAC and electrical service, and two 20-foot unconditioned containers without electrical connections. Equipment to be relocated includes four FRT-96 transmitters (approximately 1,700 pounds) to the conditioned container and one Elcom Bauer transmitter (approximately 1,200 pounds) to a shop area. The contractor must provide all equipment, labor, and dumpsters for debris removal; coordinate container delivery around buried antenna feeds located less than two feet underground; install electrical connections and shelving systems; and restore building penetrations, landscaping, and site conditions upon project completion. The conditioned container requires a personnel door and full-end opening capability with mixture of 5-tier adjustable steel shelving units (36"W x 72"H x 18"D) and larger industrial-duty units (77"W x 78"H x 24"D), while the two 20-foot containers need comparable shelving configurations. Site preparation requires concrete blocking (six blocks for the 40-foot container and four blocks for each 20-foot container) to level and support the containers. All containers must be returned to the supplier and electrical connections removed following project completion.

Questions and Answers – WWVH Government Property Relocation

1. In the generator room, there are metal pipes on the ceiling that appear to be blocked off (as shown in the site visit photos). Will these need to be relocated as part of the project scope?

Yes these items (antenna feeds) are within scope. It is permissible to remove a Uni-strut hangar to facilitate removal of the antenna feeds.

2. Will on-site dumpsters be available for use, or should we plan to provide our own dumpster for debris removal?

Contractor to provide their own on-site dumpster(s) for debris/trash removal.

3. Do all three storage units require HVAC (A/C) and electrical service?

Only 1 container will be conditioned, equipped with HVAC and provided an Electrical connection. Two of the containers are to be unconditioned with no electrical connection.

4. Regarding the timeline for moving services, will this be a one-time move or phased over a period of time?

The intent is to relocate the government property from the premises to the storage containers as a one-time move. At the conclusion of the construction project the government property is to be moved back into the facility as a one-time move.

5. Will the Government identify and label which items or areas require access versus those that should not be accessed?

Government will identify which items inside the facility are to be relocated. Government will also identify which items (spare parts) should be moved into the Conditioned storage container.

6. Relocation Scope of Work (Government Property) - Kindly confirm that the following scope is correct:

1. Move government lab & transmitter equipment from:

1. Buildings 800 & 800A

2. Surrounding grounds This is correct.

PAGE 4 OF 7 1333ND26QNB1902490001

2. Place items into containers This is correct, also disposal of debris/trash removal.

3. Please specify the number of lab and transmitter equipment units that need relocation.

(4) FRT-96 transmitters ~1700 LBS to conditioned container (1) Elcom Bauer transmitter ~ 1200LBS to shop area.

7. End of project:

1. Move everything back into buildings

2. Follow NISTstaff instructions for sensitive equipment This is correct, plus the items listed in Question 8

8. Delivery & Labor Support Requirements- Please confirm the type of equipment required for site work (e.g., forklift, crane, or container mule).

Contractor to coordinate equipment required for container delivery with container supplier recommendation and location of conditioned container. Type of equipment needed will most likely depend on where the conditioned container is positioned.

Supplemental information on container positioning- If conditioned container needs to be placed differently than outlined on the 01C WWVH Site Plan, contractor will need to coordinate delivery route of containers and container positioning around existing underground antenna feeds. Antenna feeds are buried less than 2’ in the ground and should not be driven over without ground protection. Refer to attached supplemental document WWVH Antenna Field Site Plan for approximate locations of buried antenna feeds.

For relocating government property: contractor to furnish all equipment and labor to relocate government property as outlined in the contract documents.

Additionally, kindly confirm required labor scope, including:

1. Remove all containers

2. Return containers to supplier

3. Remove electrical connections

4. Patch and restore building penetrations

5. Restore landscaping and site condition

This is correct. Contractor will also be responsible for installing all of the items listed above including coordinating/installing the electrical power connection to the conditioned container during container delivery.

9. One (1) 40' conditioned container: Please confirm if you require a 40' Contractor’s Office. For reference, we have included inclusions and a video walkthrough below:

Video walkthrough (open hyperlink for video container walk through)

The Container in the video would be sufficient, but this has more accessory equipment than is needed. The conditioned container only needs to have power connection and HVAC controls and will not be occupied. No windows are required. A personnel door would be convenient. container needs to be able fully open at one end similar to the container in the video. Finished floor is not recommended.

10. Shelving for 40' Unit: Please confirm preferred shelving configuration (solication: 3 × 5' shelving units) 5-Tier Adjustable Welded Steel Heavy Duty Garage Storage Unit Shelving (36 in. W x 72 in. H x 18 in. D) We will secure and strap the shelves before shipping to Kauai Photo below for reference:

The 3’ X 5’ measurement represents approximate dimensions. Provide a mixture of the shelving above and a larger and more substantial shelving for larger items similar to this (approximate dimensions 77”W x 78”H x 24”D):

11. Two (2) 20' containers with shelving - Please confirm shelving requirements for each unit:

1. One must include shelving along both walls — kindly clarify preferred size and shelving type

PAGE 6 OF 7 1333ND26QNB1902490001

2. Other includes 3 × 5' shelving units — please confirm if the same 5-tier shelving unit above is acceptable

3. Note: We will secure and strap the shelves before shipping to Kauai Please refer to the answer to question 10 for shelving types.

12. Site Preparation / Blocking - For leveling containers, we typically quote 16'x16'x16" concrete "tofu" blocks from Home Depot.

1. 6 blocks are required for a 40' container

2. 4 blocks are required for a 20' container

Provide blocks as required to level and support containers.
