Delivery shall be FOB Destination to NIST's Gaithersburg, Maryland facility (100 Bureau Drive, Gaithersburg, MD 20899-1640) during normal business hours (7:30 am to 3:00 pm Mountain Time, Monday-Friday, excluding federal holidays), with coordination required with the NIST Subject Matter Expert prior to shipping. The contractor shall provide a one-year warranty beginning upon government acceptance and is responsible for all packing, shipping, and risk of loss until delivery and acceptance by NIST.

Statement of Requirement
Aerosol Electrometer for Charge Concentration Measurement
I. BACKGROUND
The Chemical Sciences Division (CSD) is part of the Material Measurement Laboratory (MML) at NIST. The CSD provides the measurement science, standards, technology, and data required to support the nation's needs in the chemical sciences and related industries. This acquisition supports Grand Challenge Project 1.04, which requires high-accuracy aerosol charge concentration measurements to establish new reference standards for particle classification.
II. PURPOSE
The purpose of this acquisition is to procure a high-precision aerosol electrometer. This instrument will be used by the Chemical Process and Nuclear Measurements Group for measuring aerosol charge concentration.
III. Specifications The Contractor shall provide one (1) Aerosol Electrometer.
Requirements:
• The instrument shall be capable of measuring total net charge on aerosol particles between 2 nm and 5 μm.
• The instrument shall have an RMS noise <= 1 fA RMS at 1 s averaging time.
• The instrument shall include a vacuum source (if not internal to the unit).
• The system shall feature automatic or programmable flow control.
• The instrument shall allow for remote control via Ethernet, USB or RS-232 interfaces.
• The instrument shall provide an analog voltage output for data recording.
• The Contractor shall provide Windows-compatible software for remote control of the instrument.
• The instrument must be fully compatible with an existing TSI 3082 electrostatic classifier for use in place of
TSI 3756 and 3775 condensation particle counters.
• The system shall operate on 120 V, 60 Hz AC power.
• Operations Manual (Electronic).
VI. WARRANTY
The Contractor shall provide a 1 year warranty for all products/services provided under this contract. The warranty shall begin upon Government acceptance.
VII. DELIVERY
The Contractor shall pack and mark the shipment in conformance with carrier's requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of or damage to the goods occurring before receipt and acceptance of the shipment by the NIST consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall coordinate this with the NIST Subject Matter Expert (SME) prior to shipping.
VIII. DELIVERABLES

Delivery shall be FOB Destination are required and shall occur not later than 8 weeks.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

Gaithersburg, MD. 20899-1640
Delivery shall take place during normal business hours, between 7:30 am and 3:00 pm Mountain Time, Monday through Friday except Federal Holidays, and shall be coordinated with the NIST Subject Matter Expert.
IX. INSPECTION & ACCEPTANCE
Upon delivery, a visual inspection will be performed by the NIST SME to identify defects, damage, or nonconformity. The Government shall have sole discretion to reject, require repair, or require replacement of such items at no cost to the Government. Acceptance will be determined after the Contractor has successfully provided the delivery. NIST will then conduct testing and inspection for acceptance. Confirmation of acceptance will be provided by the NIST SME within one (1) week.
