Additional requirements include a pre-aligned 9/125 mm single-mode fiber with FC/APC connector, LVTTL trigger output with SMA interface, USB control interface, benchtop format, and accompanying LabView drivers and Python scripts. Delivery shall be FOB Destination to NIST Gaithersburg within six months after receipt of order. The government will conduct performance testing and inspections on-site within ten business days of receipt, with sole discretion to require repair or replacement of damaged or nonconforming equipment at no contractor cost. The contractor must provide a minimum five-year warranty following equipment acceptance, with payment on a Net 30-day basis at 100% upon installation and acceptance by the government's technical point of contact.

NIST Requirements Document High-speed swept laser

I. Background The Fundamental Thermodynamics group at the Sensor Science Division is conducting Standard Photonic Thermometer (SPoT) project. The main focus of the project is to develop the next-generation chip-scale photonic temperature metrology that can replace Standard Platinum Resistance Thermometers (SPRTs), reduce the temperature calibration chain and sensor ownership cost.

The SPoT project, pursued by The Fundamental Thermodynamics group, is a multi-year/multi-million effort funded by both NIST-on-a-Chip (NOAC) and the United States Air Force. The timely achieving project’s milestones is NIST-mission-critical task and is one of the priorities of the Physical Measurement Laboratory (PML).

One of the essential milestones of Standard Photonic Thermometer is to develop cost-efficient and deployable photonic readout systems. To achieve these essentials for the project milestones, the Fundamental Thermodynamics group has a critical need for one (1) high-speed swept laser. This instrument is essential for enabling scalable and practical solutions for next-generation temperature metrology.

The swept laser is mission-critical component in developing photonic readout for SPoT project. Delaying or not approving this procurement would directly hinder progress toward key milestones of the Air Force–funded project Photonic Thermometry for SPRT Replacement. Without the requested instrumentation, we risk catastrophic disruptions to ongoing work on the project, potential funding setbacks, and compromised deliverables. To ensure uninterrupted workflow and mitigate these risks, the procurement of high-speed swept laser is an absolute necessity.

II. Scope The group requires one (1) high-speed swept laser. The laser provides modulation output light centered at 1550 nm, with sweep frequency 150 Hz or more, tunable sweep range from 15 nm to 70 nm, and coherence length of 100 m or more. This item is brand name only for Anritsu.

III. Minimum Requirements The system shall meet or exceed the minimum requirements identified below.

All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

The Contractor shall provide the following one (1) high-speed swept laser in the near infrared (NIR) frequency range that meets the following minimum specifications:

A. High-speed swept laser

i. The laser output should be CW, single, longitudinal mode oscillation with mode-hop free.

ii. The laser output light should be swept around a centered wavelength of 1550 nm ± 5nm.

iii. The swept range around the center wavelength should be tunable from 15 nm (or less) to 70 nm (or more). Wavelength change method – sinusoidal.

iv. Laser coherence length should be more than 100 m or more (Δλ=25 nm)

v. Sweep frequency should be (150 ± 20) Hz or more.

vi. Average output optical power should be no less than 10 mW

vii. The laser should have pre-aligned 9/125 μm single-mode fiber with FC/APC optical fiber output connector.

viii. The laser output should have trigger single output LVTTL, SMA interface

ix. The laser should have USB control interface

x. The laser should have benchtop format.

xi. The software, Labview drivers, and Python scripts, necessary to operate the laser must be included.

Standards of Acceptance: The NIST POC or COR shall review all the above deliverables and respond with an acceptance or request for revision email to the Contractor Point of Contact (POC) within ten (10) days. This section applies to deliverables which must be reviewed and approved for acceptances (e.g., draft plans, drawings, etc).

V. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) six (6) months ARO.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

NIST personnel will verify that the laser meets technical specifications. In particular, we will test the performance of the laser over the operating wavelength range. We will measure using the wavemeters the wavelength range and reproducibility.

The Government will test, inspect, and accept the equipment onsite within ten (10) business days of the receipt of the wavemeter. A visual inspection of the wavemeter will be performed by the NIST TPOC to identify surface defects or any form of indication that the wavemeter was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the wavemeter due to defects and/or nonconformance.

VII. Warranty The contractor shall warrant the entire system for a period of a minimum of five (5) years year after acceptance of the equipment and shall be in accordance with terms in FAR 52.212-4.

VIII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after installation and acceptance by the TPOC of fully installed system.

2. The Government anticipates inspection will occur upon:
