About this file
This document is an email chain regarding revisions to a Statement of Work (SOW) for NIST Solicitation 1333ND26QNB030157 concerning the procurement of a HAST (Highly Accelerated Stress Test) chamber.
Dr. Ashlee Aiello from NIST provided a revised SOW on April 10, 2026, addressing supplier concerns about conflicting requirements in the original specification. Key technical modifications include: updating the chamber internal dimensions to 11.5" x 11.5" to accommodate test samples while meeting pressure specifications, and clarifying electrical connection requirements to specify available connections rather than mandate 300-400 wires. The original SOW contained conflicting specifications—the maximum testing pressure of 0.392 MPa or higher limited available models (EHS 412M or 432M), but the EHS-412M model was too small to accommodate 300mm wafers, and the EHS-432M lacked a built-in water tank. Additionally, the referenced 21-liter chamber size had a test area diameter less than 300mm, making it incompatible with required test samples. The revised SOW clarifies that vendors should specify the number of electrical connections available and provide preference for higher connection counts using standard electrical panel options rather than custom configurations. Contract Specialist Forest T. Crumpler requested that all changes in the revised SOW be clearly highlighted for vendor clarity.

STATEMENT OF WORK
Title: Highly Accelerated Stress Test Chamber
Lab: EL, 731.07
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST) Infrastructure and Materials Group within the Engineering Laboratory is seeking a Highly Accelerated Stress Test (HAST) Chamber capable of meeting the JESD22A11E standard to perform accelerated aging experiments as part of a study of long-term reliability of materials used in advanced packaging of semiconductor chips. This work is in support of the CHIPS Metrology program.
The CHIPS Metrology program develops and advances cutting edge metrology capabilities for members of the US semiconductor manufacturing ecosystem. This NIST conducted research program works with device manufacturers, tool vendors, materials suppliers, and other organizations to address critical metrology gaps to spur innovation within seven grand challenge areas. For more information on CHIPS Metrology, please visit https://www.nist.gov/chips/research-development-programs/metrology-program.
II. PURPOSE
The Infrastructure and Materials Group requires the acquisition of a highly accelerated stress test (HAST) chamber. This HAST chamber is essential to our CHIPS project focused on reliability of advanced packaging in heterogeneously integrated semiconductor devices. This capability directly supports the CHIPS R&D Metrology Program’s Grand Challenge to enable metrology for long-term aging studies of integrating components in advanced packaging. By providing the semiconductor industry with an accurate material property database of polymeric packaging components throughout long-term aging and a new, more accurate reliability model, long-term reliability design efficiency (both time and cost savings) will be greatly improved.
This HAST chamber will allow for accelerated aging at variable temperature, humidity, and pressure to study the effect of thermal environment, including direct in-situ temperature and resistance monitoring throughout samples, of polymeric components (e.g., underfills, redistribution layers, and thermal interface materials) used in advanced packaging of heterogeneously integrated semiconductors. This is a critical requirement to study the impact of different long-term aging environment (e.g. the impact of different thermal history) experienced by real-world semiconductor devices. This will allow for material properties to be measured throughout the aging process. The measured material properties will be provided as part of an open-source database and will also be used as inputs for developing a new reliability model, both of which will be provided to industry stakeholders.
III. MINIMUM REQUIREMENTS
The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Hi Forest, Is this the Sources Sought or the solicitation?
I wrote this before our test vehicle design was awarded and went larger to be conservative. I am confirming with our test vehicle design team now to see if 11.5” x 11.5” will be large enough.
Regarding the 300-400 wires, we don’t require 300 connections. We only ask that they specify how many connections are available and offer preference to a higher number of connections. I do not want an expensive customized option, just what is available. Some sort of electrical panel is a standard option for these types of chambers.
I’ll provide a modified SOW as soon as I get an answer from our test vehicle team.
Thanks, Ashlee

Ashlee, We have a question from one of the suppliers for the HAST chamber. See below and let me know the answer. They seem to think there are discrepancies in the SOW, so I have included that as well.
Ok let me step back.
The SOW on SAM.gov is not something we can offer.
We need NIST to respond to the following points:
1. We don’t have one unit that meets all of the requirements.
1. The pressure spec Maximum testing pressure: 0.392 MPa or higher limits us to the EHS 412M or 432M models
2. However the EHS-412M model is too small to hold a 300mm wafer
3. The EHS-432M does not have a built in water tank mailto:forest.crumpler@nist.gov mailto:ashlee.aiello@nist.gov
2. We do not have a system that could attach 300 – 400 wires. We could use large ports but they would need to supply the custom port plugs that would have the proper number of conductors etc.
3. The reference to 21 liters is our 212 and 412 size chamber but the diameter of the test area is less than 300 mm so the test samples will not fit.
