About this file
This is an Amendment #01 Questions and Answers document for Solicitation #1333ND26QNB030032, issued by the National Institute of Standards and Technology (NIST) on March 24, 2026. The Q&A clarifies key specifications and requirements for Fabry Perot Open Resonators (FPOR) and microwave components needed at NIST's Boulder, Maryland campus. The amendment extends the response due date by 48 hours to Friday, March 27, 2026 at 10:00am EDT. Critical clarifications include: four FPOR units will be used simultaneously in an automated setup requiring only a single software license and controller; one unit is coaxial covering 10 GHz to 130 GHz (correcting an original typo stating D-band 20-130 GHz), while three waveguide units provide continuous coverage from 110 GHz to 325 GHz with no gaps; coaxial ports should be 1mm connectors; and warranty coverage for a minimum of one year is required without the need for separate calibration services agreements. Each resonator includes tables and clamps as specified in the original RFQ. The revised Statement of Work incorporates these clarifications and additional specifications.

Amendment# 01 to Solicitation# 1333ND26QNB030032 Questions (Q) & Answers (A) March 24, 2026
Q1) The RFQ's descriptions for each of the open resonators states the unit is to include "tables and clamps", subsequently we added a set for each open resonator. Can we assume the units will be used and/or positioned simultaneously?
A1) Yes, the resonators will be used simultaneously in an automated setup.
Q2) Based on the assumption of simultaneous use — and even though "FPOR software" is also included in the RFQ's description of each resonator — can we assume NIST would use a single controller and thereby need only a single software license?
A2) Yes, a single license would be fine to operate all of the FPORs.
Q3) Is the RFQ's description for Line Item 0004 is "D-band (20 GHz - 130 GHz)" a typo and should be "B-band (25 - 110 GHz)"? The D-band resonator covers 110 - 170 GHz, starting off where the B-band ends and ensuring no gap between the 110 GHz of the B-band unit and the 130 GHz maximum in the RFQ description for this line.
A3) We need 4 FPORs. One is coaxial. The waveguide FPORs provide continuous coverage from 110 GHz to 325 GHz. The typo in question is in reference to the coaxial FPORs. It should read 10 GHz to 130 GHz. See revised SOW which incorporates this correction as well as includes additional specifications c-g under Line Item 0004 Q4) Also for Line Item 0004 the RFQ description states "Coaxial ports." Can we assume 1mm (f) would be sufficient?
A4) Yes. We expect 1 mm (f) ports. See revised SOW which adds this detail.
Q5) The RFQ includes a section VII Warranty (for a minimum period of 1 year) but does not mention calibration. Can we assume NIST requires only warranty and not include calibration services agreement in our quotation?
A5) Yes, only warranty.
