STATEMENT OF WORK

Title: Mechanical Construction Indefinite Delivery Indefinite Quantity (IDIQ)

I. BACKGROUND INFORMATION

The National Institute of Standards and Technology (NIST) Gaithersburg, Maryland campus is a Research and Development facility with over 50 buildings located on a 578-acre campus. The majority of the buildings were constructed in the early to late 1960s. There are several buildings that were constructed from the 1990s to the present. The majority of the buildings contain laboratory facilities with specialized environmental and utility systems, although there are also administrative and support buildings on campus.

The mission of the Office of Facilities and Property Management (OFPM) is to safely and reliably manage and operate the NIST facilities at the NIST Gaithersburg, MD campus. This includes providing cost-effective and efficient services and infrastructure programs essential for NIST’s operations while ensuring maximum responsiveness to the needs of the NIST technical programs. The OFPM is responsible for facility activities and services including facilities planning and building design, construction, and renovation.

To achieve that mission, OFPM has a staff of in-house construction trade personnel. Due to the complexity or volume of the workload, OFPM has had to supplement the trade staff with outside resources. Depending on the nature of the task order, this could involve a single award through a competitive procurement, a non-competitive award to an approved socio-economically disadvantaged contractor, or a task-order award to pre-qualified contractors.

Utilities are typically distributed to the individual buildings by underground piping from an on-campus central utility plant (steam, chilled water, compressed air) or municipal utility (domestic water, natural gas, sanitary sewage). Some services (i.e. vacuum, nitrogen, helium, pure-water, hot water) are generated and distributed at the building level. Piping and associated equipment can date back to original building construction or be a more recent installation.

Building environmental control is typically provided by central air-handling units with a variety of systems used for individual space control. Those systems can include constant- or variable-volume air-handling units with hot deck/cold deck mixing boxes, reheat coils (hot-water, steam, electric), or variable-air-volume boxes (with or without reheat) for space control. Control is provided by a mixture of direct-digital controls (primarily Alerton, Andover, and Siemens) and pneumatic controls.

II. PURPOSE

NIST anticipates awarding no more than three (3) IDIQ mechanical construction contracts.

Each IDIQ will be issued for a three (3) year ordering period. The three (3) IDIQ contracts will have a total aggregate value up to $8,000,000.00 over the three (3) year ordering period.

However, the Government reserves the right to award less or more. Construction will be considered “design-bid-build.” Architect/engineering services are not included in this contract.

PERIOD OF PERFORMANCE

The contract period of performance is for a total of three (3) ordering periods. Within the ordering period, a period of performance will be determined for each task order.

III. SPECIFIC REQUIREMENTS

Classification code: Z-Maintenance, repair, and alteration of real property.

NAICS Code: 238220 Plumbing, Heating, and Air conditioning Contractors

Contractor shall provide the necessary supervision, management, personnel, materials, and equipment to perform repairs, renovations, and alterations to facilities and utilities.

Activities may consist of but are not limited to:

• Demolition, repair, replacement, modification, or addition to hydronic, plumbing, refrigeration, and steam/condensate piping systems including associated equipment. This may include campus distribution systems as well as building-level systems.

• Demolition, repair, replacement, modification, or addition to air-conditioning/distribution and exhaust air systems and associated equipment. Work may include performing air and water balance of systems.

• Demolition, repair, replacement, modification, or addition to air-conditioning/distribution control systems including direct-digital, electric, and pneumatic systems.

• Demolition, repair, replacement, modification, or addition to utility metering and/or monitoring systems.

• Demolition, repair, replacement, modification, or addition to fire sprinkler systems

• Demolition, repair, replacement, modification, or addition to laboratory safety equipment such as safety showers and eye wash stations

• Maintenance activities for air-conditioning/distribution equipment, exhaust air equipment, hydronic equipment, plumbing equipment, and refrigeration equipment

• Demolition, repair, replacement, modification, or addition to electrical, communication, and fire detection/alarm systems when associated with work mentioned above

• Demolition, excavation, repair, replacement, modification, or addition to site and building structures when associated with work mentioned above

• Hazardous material abatement when associated with work mentioned above

• Permit applications to regulatory agencies including completing applications from inception

Work will generally be performed in occupied areas and may involve phasing to maintain or limit disturbances to on-going operations. Such restrictions will be identified in the scope of work for the individual task orders. Work shall be performed in accordance with the general requirements listed in the “Guidelines for OFPM Contractors.” Prior to issuance of a notice to proceed for each task order, the contractor shall submit and have approved by NIST a job-specific safety plan with Activity Hazard Analysis (AHA).

Multiple Indefinite Delivery /Indefinite Quantity (IDIQ) Contracts will be awarded to multiple offerors with a three (3) year ordering period. The IDIQ contract will have a total aggregate value up to $8,000,000.

Task orders are the individual contract actions to perform work within the structure of this contract. Task orders will vary in size and complexity. A specific scope of work will be issued for each task order. A pre-proposal site visit will be arranged to review the scope of work at the task order level.

Task order technical evaluation criteria and method will be listed in each task and may be lowest price/technically-acceptable, best-value, or price. Task orders will have a period of performance identified in the scope of work. TOs ranging in value from $2,500 to $2,000,000 will be competitively bid amongst the multiple awardees per FAR 16.505

The task order minimum is $2,500.00. The task order maximum is $2,000,000.00.

Homeland Security Presidential Directive (HSPD)-12

The Contractor (and/or any subcontractor) and its employees who require physical access to NIST facilities or logical access to NIST IT networks or systems must comply with Homeland Security Presidential Directive (HSPD)-12, Policy for a Common Identification Standard for Federal Employees and Contractors; OMB M-05-24; OMB M- 19-17; FIPS 201, Personal Identity Verification (PIV) of Federal Employees and Contractors; NIST HSPD-12 policy; and Executive Order 13467, Part 1 §1.2.

5. Roster

The Contractor (and/or any subcontractor) must submit a roster by name, position, e-mail address, phone number and responsibility, of all staff working under this acquisition where the Contractor will develop, have the ability to access, or host and/or maintain a government information system(s).

The roster must be submitted to the COR and/or CO within 14 days of the effective date of this contract. Any revisions to the roster as a result of staffing changes must be submitted within 14 days of the change. The COR will notify the Contractor of the appropriate level of investigation required for each staff member. If the employee is filling a new position, the Contractor must provide a position description and the Government will determine the appropriate suitability level.

Position Sensitivity Designations Requirement All Contractor (and/or any subcontractor) employees must obtain a background investigation commensurate with their position sensitivity designation that complies with Parts 1400 and 731 of Title 5, Code of Federal Regulations (CFR).

The following position sensitivity designation levels apply to this solicitation/contact:

Non-Sensitive, Low Risk.

IV. GENERAL REQUIREMENTS

Government Furnished Property NIST will furnish applicable hazardous material information to the contractor on each TO. Any other Government furnished property, material, equipment, or information will be detailed on each TO.

Inspection & Acceptance In addition to the inspection and acceptance terms articulated in the specific FAR clause that allows the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

REQUIREMENTS FOR CONTRACTOR PERSONNEL

Safety: The Contractor employee must be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and is shown to the armed Security Police when entering the campus. All contract employees shall obtain badges for this contract. The badge type is a Facility Access Card (FAC)/ Personal Identification (PIV) Card. Contractor shall allow for up to 90 minutes to collect a badge (M-F 9AM to 12:00 PM). NIST will not provide escort services to the contractor during the performance of this contract.

Travel: No travel beyond Montgomery County, Maryland is required for this statement of work.

Special Material Requirements: None

Other Unique Requirements: Work will be performed in and around occupied areas performing scientific/research experiments where vibration, noise, outages of utilities, and disturbances to the physical environment may hinder the ability of the Government to perform required activities. As such, some tasks may involve phasing to maintain or limit disturbances to on-going operations. Any restriction will be identified in the scope of work for the individual TO.

Certain activities may have to be performed outside of normal business hours. In this event, overtime rates would be applicable. Work shall be performed in accordance with the general requirements listed in the “Guidelines for OFPM contractors and A/E Firms Performing Site Investigations and Fieldwork (Including Construction) at the National Institute of Standards and Technology, Gaithersburg, MD. The contractor shall submit a job-specific safety plan with Activity Hazard Analysis (AHA) for review and approval by NIST. A notice to proceed will be issued after safety plan approval.
