About this file

This document is a Statement of Work (SOW) for a spectrum analyzer procurement by the National Institute of Standards and Technology (NIST) Photonics and Optomechanics Group. The spectrum analyzer is required to measure electrical frequency responses and noise figures of microwave devices, supporting research in wireless communications, AI computing, quantum metrology, and quantum information science. The instrument must meet specific technical specifications, including a maximum analysis frequency of 67 GHz, phase noise requirements, and a displayed average noise level of -149 dBm at 1 GHz.

The solicitation (Number 1333ND25QNB680370) calls for a new, commercially available spectrum analyzer with precise measurement capabilities. Delivery is expected within 20 weeks to NIST's Gaithersburg, MD location, with FOB destination terms. The payment schedule is 100% upon receipt and acceptance, following Net 30-day payment terms. The solicitation response deadline is September 11, 2025, at 2:00 PM ET, and the procurement is being conducted by the Department of Commerce's National Institute of Standards and Technology. Vendors must provide a spectrum analyzer that meets or exceeds the detailed technical specifications outlined in the SOW.

NIST Statement of Work Spectrum analyzer

I. Background

The Photonics and Optomechanics Group at NIST develops photonic integrated circuits, microelectromechanical systems, and optomechanical devices for traceable sensing and measurement applications. Many of these devices operate at microwave frequency and require characterization of their electrical and/or electro-optical frequency responses. As a result, a spectrum analyzer is needed to measure the electrical Fourier response and noise figure of micro- and nanofabricated devices, including microwave acoustic resonators and photonic modulators at frequencies up to 67 GHz.

II. Purpose

The spectrum analyzer is an electrical test instrument that will be used to measure the electrical output for microwave acoustic resonators and filters, photonic modulators, and other related devices, when driven by electrical and optical frequency sources, as well as when isolated from input signals. These measurements will be used to understand the resulting output power, noise sources, and nonlinearities of these devices, as well as to provide measurements for optimizing the electrical, mechanical, and optical device design. This instrument will support NIST’s mission-related research on wireless communications, AI computing, quantum metrology, and quantum information science.

III. Minimum Requirements

Contract Line Item 0001:Spectrum analyzer, Quantity 1

The spectrum analyzer shall meet or exceed the technical specifications listed below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Technical Specifications:

The spectrum analyzer must have the following specifications:

Instrument Functionality

1. The spectrum analyzer (SA) must be able to measure the frequency content of a single RF signal and process these results to generate related measurements.

2. The SA must have a color display (12” diagonally or larger) for visualizing all measurements and a front panel for operating the instrument.

3. The SA must be able to measure the phase noise of a periodic signal in the frequency domain.

4. The SA must have an internal hard disk drive for storing measurement data.

5. The SA must be calibrated prior to delivery using methods compliant with ANSI Z540

Minimum Specifications

6. Minimum analysis frequency: 10 Hz or lower.

7. Maximum analysis frequency: 67 GHz or greater.

8. Phase noise (single sideband):

a) at 1 GHz, 1 kHz offset: -127 dBc/Hz or better

b) at 1 GHz, 1 MHz offset: -145 dBc/Hz or better

c) at 10 GHz, 1 kHz offset: -118 dBc/Hz or better

d) at 10 GHz, 1 MHz offset: -140 dBc/Hz or better

9. Displayed average noise level (DANL):

a) At 1 GHz: -149 dBm or better

b) At 50 GHz: -122 dBm or better

10. Resolution bandwidth range: 1 Hz ≤ RBW ≤ 10 MHz

11. Maximum signal analysis bandwidth: at least 25 MHz

12. Amplitude display range: DANL limit to +30 dBm or greater

13. Maximum safe input level: +20 dBm or higher.

14. Measured amplitude accuracy at 1 MHz: +/- 0.2 dB or better.

15. RF preamplifier gain settings: 15 dB and 30 dB

16. The SA must operate on 110 – 120 VAC at 60 Hz and the power cable must be included.

Stronger Consideration for Improved Specifications

17. Stronger consideration will be given to products providing improved performance over the minimum specifications related to specifications 8 (Phase noise) and 9 (DANL).

IV. Deliverables:

Delivery shall be FOB destination and shall occur within 20 weeks. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

National Institute of Standards and Technology 100 Bureau Drive Gaithersburg, MD 20899-1640 V. Inspection and Acceptance

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
