About this file
This document is an amendment containing questions and answers for a federal solicitation (NB683110-25-01611) for Quantum Control and Measurement Electronics issued by the National Institute of Standards and Technology (NIST). The document addresses technical questions about system configurations, specifically detailing specifications for two systems (System A and System B) with requirements for DC and high-frequency inputs, including frequency ranges from DC to 400 MHz and capabilities for local oscillation, self-referencing, and homodyne measurements.
The solicitation questions cover administrative details such as terms and conditions, volume labeling, anticipated award timeline, and manufacturing origin requirements. Key points include: there is no set award date but NIST hopes to award soon, the expected system delivery is within 90 days after award acceptance, and while US manufacturing is not mandatory, vendors must specify the country of origin on the Buy American Certificate. The document provides clarifications on technical specifications, solicitation instructions, and administrative requirements for potential vendors responding to this quantum electronics procurement.

Re: Response to questions for solicitation NB683110-25-01611 for Quantum Control and Measurement Electronics
NIST responses in RED
Technical Questions
1. System A Configuration - Type (v) High Frequency Inputs (Page 2): Could you please clarify the specific frequency range and any other relevant specifications for the high-frequency inputs mentioned for "System A"?
DC – 400 MHz - Addressed in revision to SOW – Common Specifications, Type v, bullet 2
2. System B Configuration - Type (v) High Frequency Inputs (Page 2): Similar to System A, could you please clarify the requirements and frequency range for the high-frequency inputs for "System B"?
DC – 400 MHz - Addressed in revision to SOW – Common Specifications, Type v, bullet 2
3. Type (v) High Frequency I/Q and Inputs - Frequency Requirement (Page 3): For the "Type (v) High Frequency I/Q and inputs," could you specify the exact frequency requirement?
DC – 400 MHz - Addressed in revision to SOW – Common Specifications, Type v, bullet 2
4. Lock-in Analysis (Page 3): Regarding the preferred feature "Lock-in analysis: It should be possible to do lock-in analysis of at least one voltage input", could you provide more context or describe the types of experiments you are interested in performing with this capability?
In this context, lock-in analysis is essentially redundant with I/Q demodulation capabilities as referenced in Type (v) equipment. Note – this could be within a single instrument, or a combined capability of the system using multiple instruments.
5. Under System Configuration / Common Specifications, this item seems to be missing key specifications:
Type (v) High Frequency I/Q and inputs
• Built in local oscillation capability with self-referencing capability and homodyne measurements
What is the required frequency range, bit resolution, etc.?
Regarding frequency range- see technical questions 1-3 above
Regarding bit depth – we are not writing a digital specification as a true analog homodyne could meet specifications
Also, in the description below for System B, can you confirm that the words in bold are not a typo, because they are not included in the description for System A:
0002 - “System B” (QCS) Unique Configuration (CLIN 0002): At least (24) type (i) “DC” type outputs, at least (4) DC coupled type (ii) measurement channels, at least (8) type (iii) DC coupled arbitrary waveform outputs, and (3) DC coupled type (v) high frequency inputs.
Do type (v) high frequency inputs needs to be DC coupled?
Correct – type (v) shall be able to be DC coupled. Multiple modes, where one is a DC coupled mode, and others are AC coupled with various bandwidths such that all modes meet the updated frequency specification of DC – at least 400 MHz is required.
Solicitation Questions
1. Regarding Volume IV, could you please confirm whether the Terms and Conditions required in this section are Qblox’s standard terms and conditions, or are they exclusively the Government’s terms and conditions as outlined in the solicitation?
The terms and conditions relate to the clauses and to your Representations and Certifications on SAM.gov.
2. We noticed there are two references to Volume III in the solicitation instructions. Could you clarify if this is an error, and if so, which section(s) should be considered as the correct Price Quotation and which as Terms and Conditions?
The reference to “Volume III – Terms and Conditions” should be labeled as “Volume IV – Terms and Conditions”, as shown on page 2 of the solicitation.
3. Could you provide the anticipated award date for this procurement?
There is no set award date, but we hope to make an award as soon as possible.
4. What is the expected delivery date for the required systems?
As stated on page 3 of the statement of work, under “III. Delivery”, the system is expected to arrive no later than 90 days after issuance/acceptance of the award.
5 To confirm compliance, is it required that all parts be manufactured and assembled in the United States.
It is not required that they be a US product, but you must designate the country of origin on the “Buy American Certificate” and the “Place of Manufacture” in the terms and conditions of the solicitation document.
