About this file

This is a Requirements/Specifications document from the National Institute of Standards and Technology (NIST) for procuring a Gas Chromatograph with Flame Ionization Detector and Pulsed Discharge Helium Ionization Detector (GC-FID/PDHID). The Gas Sensing Metrology Group of the Chemical Sciences Division requires this specialized instrument to support the development of Standard Reference Materials (SRMs) and NIST Traceable Reference Materials (NTRMs), as well as for standards used in international gas comparisons.

The document specifies detailed technical requirements for the instrument, including a 6-port gas sampling valve, ability to heat the valve to 75°C, support for a 10 mL sample loop, pneumatically actuated heart cut valve, helium mass spectrometer leak-tested valves, and helium purifiers. Additional requirements include specific software capabilities, installation at NIST's Gaithersburg, MD facility, a one-year warranty, and 2 hours of on-site training for two NIST personnel. The contractor must deliver, install, and provide training within 90 days after award, with planned government acceptance testing to occur within 7 business days of receipt.

Requirements / Specifications: Gas Chromatograph with Flame Ionization Detector and Pulsed Discharge Helium Ionization Detector [GC-FID/PDHID]

Use this document to detail specifications/requirements for an item and/or ancillary services.

TITLE: Gas Chromatograph with Flame Ionization Detector and Pulsed Discharge Helium Ionization Detector [GC-FID/PDHID] Requesting Lab/Division/Group: Material Measurement Laboratory (MML)

General Statement of Need

BACKGROUND:

The Gas Sensing Metrology Group (GSMG) of the Chemical Sciences Division is responsible for developing, critically evaluating, and applying techniques for the identification and measurement of gaseous species. The group applies these techniques with the certification of gas standards in support of industries responding to U.S. and state regulations and fairness in trade issues. The primary concern is to provide the infrastructure for high-quality, traceable gas measurements, allowing better decision-making by industry, regulators, government officials, research scientists, and the public. Measurement services are provided through the development of reference materials including NIST Traceable Reference Materials (NTRMs), Reference Materials (RMs), Standard Reference Materials (SRMs). The GSMG needs to purchase a gas chromatograph with a flame ionization detector and pulsed discharge helium ionization detector in order to support the development of SRMs, NTRMs as well as for standards used for international comparisons and other certified compress gases.

PURPOSE:

The instrumentation used for the measurement of these trace contaminants will determine the largest factor of uncertainty in the primary standard mixtures. This uncertainty will be compounded in the certification of the SRMs or NTRMs they are used to certify, demonstrating the necessity of high instrument precision and accuracy.

SCOPE:

The Contractor shall provide and install one (1) Gas Chromatograph with a Flame Ionization Detector and Pulsed Discharge Helium Ionization Detector (GC-FID/PDHID) that meets the following minimum technical requirements. The Contractor shall also provide training as described below.
