About this file

This document appears to be a set of questions and answers (Q&A) related to Solicitation Number 1333ND24QNB680494 issued by the Department of Commerce National Institute of Standards and Technology (NIST) for a Fuel Cell Test Stand.

The key details in the Q&A include:

  • NIST will provide a high radiation enclosure, 4-5 m (12-15 ft) heated lines/cables, and coolant system for the test stand.
  • The test stand dimensions should be approximately 78" Long x 63" Wide x 94" High, with flexibility on the width.
  • NIST requires a dual-range programmable load bank with 0.05% accuracy at 10% and 100% capacity.
  • NIST prefers dual high and low flow mass flow controllers that can be interchanged.
  • NIST will provide long heated hoses, and the supplier will provide standard tubing connections and electrical controls.
  • The test stand must support operation up to 120°C and gas temperatures up to 130°C, with a wide range of humidification control.
  • NIST requires 10 additional input channels to be logged.
  • NIST prefers integration of a Gamry EIS system, but an optional integrated EIS system is also acceptable.
  • NIST will provide the control computer, and the coolant system temperatures and pressures are specified.

Questions and Clarifications to solicitation number 1333ND24QNB680494
DocumentSpecification Section or PageSpecification TextQuestion / ClarificationNIST Response
Attachment A- Test Stand SOW - Lab # 682.03I. Background, page 1high radiation enclosurePlease clarify if NIST will supply the high radiation enclosure, or if the test stand supplier is required to supply the high radiation enclosure.NIST already has the high radiation enclosure.
Attachment A- Test Stand SOW - Lab # 682.03I. Background, page 1Long heated lines and long loadcablesCan NIST provdie distance between test stand and enclosure to determine length of heated pipes/lines/electrical cables/thermocouple wires/any other connection lines? Or will these be provided by NIST?The fuel cell is located 4-5 m (12-15 ft) from test stand inside the radiation enclosure.
Attachment A- Test Stand SOW - Lab # 682.03I. Background-Technical Specifications. line tem 0001-A-1, page 148” wide x 112” long x 90” tallWill a test station with dimension of 78”Long x 63”Wide x 94”High fit in the test area? Height includes dimension with a status-indicating 'light stack' on top of the test station. Please see provided image of available space. It is possible that we can work with a wider cabinet but it will most likely reduce system access and/or increase line length
Attachment A- Test Stand SOW - Lab # 682.03I.Background-Technical Specifications, line tem 0001-A-2, page 1Programble load bank. a) Supports dual mode operation at 10% and 100% of capacityPlease clarify the meaning of dual-mode operation of the load bank.NIST requires a dual-range load bank that can provide 0.05% accuracy at 10% and 100% of capacity.
Attachment A- Test Stand SOW - Lab # 682.03I. Background-Technical Specifications, line tem 0001-A-7, page 22 MFC’s minimum for finer flow control.Does NIST require two MFCs permanently installed to provide both low and high flow control or does NIST require two MFCs that are interchanged with one another in which only one MFC is intalled at a time?NIST's preference is for dual flow streams, with high and low flow MFC's.
Attachment A- Test Stand SOW - Lab # 682.03I. Background-Technical Specifications, line tem 0001-A-8-b, page 2Mass flow controllers must be customer changeable to allow for lower flow rates. Is NIST requesting option to replace ______ MFC with NIST MFC for single cell or multi-cell flow rates?NIST requires the ability to exchange MFC's to better match experimental requirements. MFC's used will be matched to test stand, there will be no change of brand or model.
Attachment A- Test Stand SOW - Lab # 682.03I. Background-Technical Specifications, line tem 0001-A-8-e, page 2Incorporation of Customer-Supplied Heated Hoses (Mfg. Clayborn)Please clarify where the customer-supplied heated hoses are used in the test system, are are these hoses to supply three gases (H2, AIR, N2)?NIST will provide long heated hoses, test stand supplier will provide standard tubing connections, i.e., Swagelok fittings, and electrical connects for heater elements and control thermocouples.
Attachment A- Test Stand SOW - Lab # 682.03I. Background-Technical Specifications, line tem 0001-A-9, page 2Supports up to 120°C operation and gas temperatures up to 130 CDoes NIST have a characteristic diagram or several operation points regarding the humidification at which you would like to test?
NIST will operate the test stand in support of a facility user program where outside entities from industry, academia, and national labs come to perform their testing on NIST provided equipment. Due to the wide and varied range of potential experiments that are performed at NIST, NIST requires humidification over a vary large range of temperatures to support unknown future experiments. NIST requires control of humidification from low temperatures, i.e., 30 C, up to the requested high end of 120C. The choice of humidification system, i.e., contact vs evaporative, etc., is not as important as having the control range requirements met. As NIST is providing a system that is as flexible as possible it is hard to determine a full characteristic diagram.
Attachment A- Test Stand SOW - Lab # 682.03I. Background-Technical Specifications, line tem 0001-A-10, page 2Fuel Cell Coolant
Nitrogen purge port to remove coolant from loopWill purged coolant be sent to a drain or will it be recovered/captured?Coolant will be captured/returned to the stand.
Attachment A- Test Stand SOW - Lab # 682.03I. Background-Technical Specifications, line tem 0001-A-13, page 2Expandable additional inputs that can be loggedPlease define maximum number of additional inputs (if known).NIST requires 10 additional inputs.
Attachment A- Test Stand SOW - Lab # 682.03I. Background-Technical Specifications, line tem 0001-A-15, page 2EIS.

a)Customer-Supplied Gamry reference 3000

b)Integration in stand software by manufacturer______ can interface to a Gamry 3000, but can_____ quote an option to provide a SIVONIC brand EIS with the software integeted into _______'s main software TestWork.NIST prefers integration of Gamry system but it is acceptable to also provide optional EIS system. Due to the long cable length from the test stand to the fuel cell it is desired that the EIS system be modular and able to be located in close proximity to the fuel cell while communicating with the test stand. Also acceptable is documented performance over 15 ft cable lengths.
Attachment A- Test Stand SOW - Lab # 682.03I. Background-Technical Specifications, line tem 0001-A-16, page 2NIST supplies control computer to meet internal IT requirementsWill NIST need additional computer from ______ to manage tests and data?NIST will provide a Windows PC due to IT security requirements.
Attachment A- Test Stand SOW - Lab # 682.03I. Background-Technical Specifications, line tem 0001-A-19, page 2Stand exhaust heat exchangers are cooled via NIST house coolant loop. Please provide NIST house coolant temperature (min/max) and pressure.NIST house coolant 12-15.5C (54-60F) @ 400-470 kPa (58-68 psi).
Attachment A- Test Stand SOW - Lab # 682.03NAElectrical and mechanical safety codes and standardsPlease define applicable electrical and mechanical safety codes and standards for the NIST laboratoryCE certification is sufficient.
Attachment A- Test Stand SOW - Lab # 682.03NANAIs NIST planning to analyze exhaust water condenstate? If so, will NIST require sample ports for water exhaust water analysis?Yes
