STATEMENT OF WORK/REQUIREMENTS DOCUMENT
Title: Large Scale Fuel Cell Test Stand Requesting Lab: 682.03
I. BACKGROUND INFORMATION
Purpose/Objective:
The NIST Neutron Imaging Facility performs testing of low polymer electrolyte membrane hydrogen fuel cells (PEMFCs) by imaging the water production in these PEMFCs using neutron imaging. Currently the facility must replace its aging large scale PEMFC test stand. NIST supplies this test stand with U.S. power, stand cooling water, deionized water, hydrogen gas (100 psi), nitrogen gas (100 psi) and air (100 psi). This test stand can control a single large PEMFC or a PEMFC stack by suppling it humidified hydrogen and air and dissipating the resulting electrical load.
In addition, the stand provides water coolant to the PEMFC to control the cell temperature. The water in this water coolant loop has been replace by heavy water by NIST because neutrons are used to image the cell. Only heavy water cell coolant may be used and will be supplied by NIST upon delivery of the test stand. Neutron imaging experiments run in an enclosed, shielded, high radiation enclosure. The test stand sits outside the enclosure in a low radiation area. Inside the enclosure, single cells and/or short stacks are supported by the test stand using long heated lines and long load cables that penetrate the walls of the enclosure through holes.
II. SCOPE
The Contractor shall deliver a fuel cell test stand, inclusive of FOB Destination delivery, installation, warranty and training, and option line items.
III. MINIMUM REQUIREMENTS
The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award.
Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
